This pre- application submittal is for a multi-residential rezone to remodel the existing building in order to create (4) living units. The site is located at 11733 W River Rd in El Mirage, AZ. It is approximately .05 miles outside the Luke AFB 1988 JLUS 65 Ldn, “high noise or accident potential zone” as defined by A.R.S. § 28-8461 and is inside the “territory in the vicinity of a military airport” also defined by A.R.S. § 28-8461. As described in the application and since there will not be any further buildings added to the property other than what is in existence, this request will not have a negative impact on Luke AFB Flight Operations. Since the site will be located inside the “territory in the vicinity of a military airport,” it will be subjected to approximately 165 over flights per day, as low as 1,500 feet above the ground. We recommend you review the sound attenuation requirements found in A.R.S. § 28- 8482. In addition, a strong notification program on the part of the applicant is essential to inform the tenant about Luke AFB operations.
