proposed Site Plan and Conditional Use Permit.

PLANNING & ZONING 
6. Narrative: The location is not near the El Mirage City Hall, but El Mirage Senior 
Center, please revise.  
7. Site Plan: Include the Thunderbird Road Overlay District on the Zoning 
Compliance Table.  
8. Site Plan: Show parking calculations per §154.105(2) for a Church and 
Community Center Use.  
9. Site Plan: Parking islands or landscaped areas shall be installed at least every ten 
consecutive parking spaces. The islands shall be a minimum of ten feet wide and 
contain a minimum of 180 square feet in area. There are thirteen (13) 
consecutive spaces along the front of the building.  
10. Site Plan: Confirm that the monument sign is out of the visibility sight triangle.    
11. The site lacks pedestrian access from Thunderbird Road to the building and 
courtyard.

12. Landscape Plan: The monument (main) sign must be on the subject property 
and not on the adjacent vacant parcel.  
13. All parking lots shall be separated from adjacent residential uses or districts by a 
ten-foot landscaped strip planted with a minimum of one (1) tree every 25 linear 
feet and a minimum six-foot high masonry wall. This area only has two (2) trees.  
14. Add the following note to the site plan: 
a. “Any change of use or occupancy of any building or buildings, including 
additions thereto requiring more parking, shall not be permitted until such 
additional parking spaces as required by this chapter are furnished.” 
15. A Final Plat Shall be submitted for City Approval of any public utility and access 
easements prior to issuing a Certificate of Occupancy. Separate fees apply.  
Conditional Use Permit 
16. The site plan does not meet the Thunderbird Road Overlay District (TROD) 
regulation. The applicant as filed a Condition Use Permit applicant requesting to 
deviate from the following TROD regulation.  
b. All new principal buildings shall be built along the front property line for at 
least 50% of the ground floor facade. All areas in front of facades shall be 
paved or landscaped to form a part of the pedestrian corridor. 
POLICE DEPARTMENT

Below are the Engineering Department’s comments for the above referenced submittal provided 
in July 2021. These items will have to be addressed prior to the Planning and Zoning 
Meeting.

The below items will have to be addressed during the Construction Plan Submittal. 
 
Narrative 
2. No comments 
 
Site Plan/Civil Plans   
3. The address is 12601 West Thunderbird Road. 
4. Show building setbacks which are 5 feet for all yards.  
5. Label the distances between the two site driveways, measured from nearest face of curb 
to nearest face of curb.  
6. Stop signs are recommended at the driveways. 
7. The driveways shall be per MAG or City details. See City Detail EM-259. 
8. Provide calculations for the required parking. The community center requires 1 space per 
200 sf of floor area. The religious assembly can follow the same requirements as the 
community center if applicable or, if it is a church, it shall provide 1 space per four seats 
based upon the design capacity of the main assembly hall. Please note that per Section 
154.105(A)(1) of the City Code, the term “floor area”, for the purposes of calculating off 
street parking spaces, is based on the exterior dimensions minus 10%. It is possible that 
less parking spaces are required than shown on the Site Plan. 
9. Only 105 spaces have been provided. 
10. When parking spaces are adjacent to a sidewalk, the sidewalk shall be 6 feet wide or 
parking blocks shall be installed. Provide dimensions on the plans. 
11. Parking spaces shall be 9’ wide x 18’ long. Provide dimensions on the plans. There is one 
parking space within the row of 13 spaces along the proposed building that appears to be 
too narrow. 
12. MAG type curbing is required around all parking lots and driveways.  
13. No portion of the parking area shall be located within 3 feet of a property line.

14. The fire access road shall be designed to handle 75,000 lbs. The minimum inside radius 
of the access road is 19.5 feet and the outside radius is 45 feet. Provide dimensions on the 
plans. 
15. The sidewalk that runs through the parking lot is shown as existing. 
16. Is the main entrance on the north or south side of the building? If it is on the north side, 
the sidewalk shall connect to provide pedestrians a delineated path to the entrance. 
17. Show or callout any proposed fences and/or walls. 
18. Show any existing or proposed utilities and/or easements including electric, gas, phone, 
cable, etc. 
19. Show any proposed exterior lighting. A Photometric Plan will be required that addresses 
the following: 
a. Any lighting used to illuminate an off-street area shall be arranged so as to deflect 
light away from any adjoining residential zone or from the public streets. The 
source of lights shall be hooded or controlled in some manner so as not to light 
adjacent property. The foot candles generated from the proposed site shall be 0.0 
at the residential property lines to north, south, west and east of the site. 
b. Any light or combination of lights which cause light on a public street, other than 
lights specifically intended for that purpose, shall not exceed one foot candle as 
measured from the center line of the street. Show the foot candles along the 
centerline of Thunderbird Road to verify that the proposed lighting will not 
exceed the maximum limit. 
20. Plans shall include applicable City Notes. Call out MAG, City, etc. details to be used. 
Use the City’s Design & Development Standards Manual (DDSM) as a guide for the final 
design. 
21. Any future phase or development on APN 501-37-949B will require a separate review 
and approval by the City. 
 
Preliminary Grading and Drainage Plan and Wet Utility Plan/Drainage Report 
22. This plan shows the callout for a proposed driveway across from 126th Avenue. This 
driveway will not be allowed. 
23. This plan shows the parking lot drive aisles as 26 feet wide while the Site Plan shows 
them as 25 feet wide. Please verify which is correct. 
24. Side slopes adjacent to the public right of way, within a PUE and within a basin with 
pedestrian access shall be 6:1 or flatter. There shall be at least two feet of level ground 
between any sidewalk, wall or vertical obstruction and the top of any side slope grading.  
25. The retention basin shall be located a minimum of 4 feet away from any structures and 
shall not be located within any building setbacks, easements or fire lanes. Verify Basin A 
is not within 4 feet of the proposed building. 
26. Show the basin overflow elevations. 
27. The water meter boxes shall be within the right of way and the backflow preventers shall 
be on private property, but not within the PUE. 
28. All water and sewer mains and services within the site, outside of any public easements, 
will be considered private. Any hydrants within the project site will be private and 
painted red per City Detail EM-360. All hydrants require markers per MAG Detail 122. 
29. The developer is required to perform their own flow test. The City’s Fire Department 
(623-583-7968) shall be contacted as a witness. Also notify the Public Works Department 
(623-876-4251) one week prior to the test. 
30. Will the proposed building require sewer service? 
31. Plans will need to show length, slope and material of sewer lines. Any manholes will 
require lids labeled as “Private Sewer” per City Detail EM-423.

32. A backwater valve per City Detail EM-442 shall be provided on service connections to 
major sewer lines, at manholes where there is potential for the migration of sewer gas 
into the service line, and at locations where the finish floor is not 12-inches higher than 
the upstream manhole. Backwater valves shall be located on private property and shall be 
accessible for maintenance by the property owner. 
33. All utility crossings shall be labeled on the plans and shall adhere to MAG Detail 404 and 
City Detail EM-402. 
34. The plan notes that “all finished floors are above the 100 year storm event”. The finished 
floor elevations are required to be a minimum of 12 inches above the high-water level of 
any adjacent retention basin and 14 inches above the site outfall. 
35. A Tributary Area Map will be required to show what portion of the property flows to 
each basin. 
36. The proposed basins will have to account for the subject property, the Thunderbird Road 
half street along the project frontage and the offsite pavement improvements (i.e. 
entrance driveways on the properties to the east and west). The drainage from 
Thunderbird Road will not, however, have to be routed into the site. 
 
Preliminary Landscaping Plans 
37. No trees shall be placed within 5 feet of any public sidewalk or curb. No trees shall be 
placed in any utility easement or within 6 feet of any City utility line. 
38. Add a note to the plans that the maintenance for all landscaping and irrigation shown on 
the plans will be the responsibility of the property owner. 
39. Fire hydrant clearance shall be 6 feet per City Detail EM-361. 
40. Irrigation plans will be required. 
41. Show sight distance at both driveways per City Detail EM-158. 
42. Decomposed granite (DG) shall be used in any non-paved area within the City right of 
way. DG or other approved dust control measure shall be used on all non-paved areas 
within the subject property. 
 
ALTA Survey 
43. The temporary construction easements along both Thunderbird Road and the west 
property line may no longer exist. 
 
Phase I Environmental Site Assessment 
44. No comments. 
 
Preliminary Water & Sewer Reports 
45. Water and Sewer Reports will be required during Civil Plan Review. Demand 
calculations per the City’s Water and Sewer Design Criteria shall be included. 
 
Traffic Impact Statement (TIS) 
46. An updated Traffic Impact Statement will be required for the new site that addresses the 
following: 
a. Site Access  
b. Trip Generation (land use code, daily trips, AM/PM peak trips using latest 
Institute of Transportation Engineers (ITE) manual)  
c. Effect on surrounding area from traffic standpoint  
d. Exhibit (show distances between existing and proposed driveways and 
intersections)  
e. Acknowledgement that Traffic Impact Analysis may be required.

Miscellaneous 
47. A Final Plat or similar instrument will be required prior to Certificate of Occupancy and 
shall reference the following: 
a. The westernmost driveway shares access with the parcel to the west (APN 501-
37-947). A Cross Access Easement or Agreement and Temporary Construction 
Easement between the two owners will be required prior to release of the 
Engineering Permit. 
b. If the two subject parcels will remain separate then easements or an Agreement 
must be in place for cross access. 
c. An 8-foot wide Public Utility Easement will be required along the Thunderbird 
Road Frontage.  
d. The relocation of the east property line. 
48. A Geotechnical Report will be required to provide on-site pavement sections. Verify the 
proposed fire lane section can handle 75,000 lbs. 
49. A Stormwater Pollution Prevention Plan (SWPPP) will be required per the City’s SWPPP 
Guidelines document. A Notice of Intent (NOI) from ADEQ will be required prior to the 
City’s construction permit approval. 
50. A Haul Permit will be required if 500 cubic yards or more of material will be brought 
into or out of the site. This will require a separate application, an exhibit showing the haul 
route and insurance from the company performing the haul. The fee is $300. 
51. A Dust Control Permit from the County will be required prior to the City’s construction 
permit approval. 
52. An Approval to Construct (ATC) will be required from MCESD for the water and sewer 
line extensions. 
53. Any cutting of the pavement in Thunderbird Road will require Pavement Cut Fees per the 
most current Fee Schedule. 
 
The above comments are meant to be general in nature and are not considered to be all inclusive. 
Additional comments will arise during the formal permit submittal.
