ARS 28-8481 Land Use Compatibility N/A Considerations: The El Mirage Planning and Zoning Staff is requesting the approval of Zoning Text Amendments to the City of El Mirage, Zoning Code and Land Use Volume 2, Chapter 154: pertaining to the Rural Area Zoning District also known as the Dysart Ranchettes. The Dysart Ranchettes were established in 1971 under the jurisdiction of Maricopa County and zoned Rural 43. Most of this area was annexed into the City of El Mirage in 1985 and when the City adopted the zoning code in 1987, the area was rezoned R-43 (Single Family Residential) to be compatible with City's zoning classifications. After the General Plan Update was voter approved in 2010, this area was given a new zoning name of Rural Area in 2011. The General Plan was updated according to state law and voter approved in 2020 and in the process, updating the 1987 City Zoning Code and Land Use became a Council strategic plan and goal; the Planning and Zoning staff was given a directive to review and revise. The City hired Michael Baker International (a planning consultant firm) to assist with the zoning code and land use text amendments for the entire City. The unique character and rural lifestyle of the Dysart Ranchettes created the need for an independent update and was therefore reviewed separately to be followed by the remainder of the City later this year. The proposed zoning text amendments and land use to the Dysart Ranchettes focuses on Accessory Buildings, Structures and Dwelling Units, Parking & Storage of Vehicles/RV’s, Home Occupations, Livestock, and Cargo Containers. A task force committee, made up of two Council members and two Planning and Zoning Commission members, was created to review and provide comments to the proposed text amendments. A survey was mailed to all residents of the Dysart Ranchettes to gather feedback and two community meetings were held to share the proposed text amendments and gather public comment. Attached are the presentation slides to help identify the zoning text sections being amended and a copy of the actual text amendments to the Zoning Code book. City Staff Review Staff have no objections to the proposed text amendments.
