D R A F T REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF EL MIRAGE EL MIRAGE CITY COUNCIL CHAMBERS 10000 N. EL MIRAGE ROAD 6:00 PM -THURSDAY, SEPTEMBER 9, 2021 Minutes 1. ROLL CALL Present: Mayor Alexis Hermosillo; Councilmember Roy Delgado; Vice Mayor Monica Dorcey; Councilmember Anita Norton (via phone); Councilmember Mike Hutchinson (via phone); Councilmember David Shapera; Councilmember Donna Winston 2. CALL TO ORDER - The meeting was called to order at 6:00 pm. Pledge of Allegiance Moment of Silence Introduction of new City employees: Chief Marzocca introduced Kyle Garrity and James McCullom as new police officers. 3. PRESENTATION 1. Presentation to the Mayor and City Council of the results of the Community Survey. (Finance) Macy Walker introduced Jade Arocha who presented information regarding the 2021 National Community Survey they conducted over the summer. From May 5th through July 7th, 4700 households in total received paper or online surveys to complete. They received 261 responses from residents. They also conducted an open participation survey and those results are included in the report as separate data. Once collected, the survey results are used to monitor trends and measure government performance and trust ratings. The results showed that 8 in 10 residents feel safe to very safe in the community and 1/3 of the responses gave favorable responses to the economy and vibrancy of the city. Residents also gave high marks to street repairs and utility services. Councilmember Shapera stated he believed that the small response skews the results, and he is unsure how to proceed with the information. Councilmember Delgado suggested adding a booth at city events to gather the information instead of a random invitation. Councilmember Norton stated the method is good but maybe a pre-education effort stating the reason and uses of the survey may increase participation. Ms. Walker stated that we provided many social media posts regarding the survey. Councilmember Norton then asked how many communities they have surveyed have similar numbers as El Mirage. Ms. Arocha replied they have surveyed numerous communities that match the demographics of El Mirage. Councilmember Winston asked if it would be possible to offer an incentive to residents to complete the survey. Ms. Arocha answered that they generally do not recommend incentives due to the perception of residents on the use of funds for this purpose. 4. CALL TO THE PUBLIC Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City Council as a whole. At the conclusion of the Call to the Public, individual City Council Members may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up on the matter, and/or (3) direct that the matter be put on a future agenda. No public comments were received. 5. CONSENT AGENDA All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted on separately. 1. Consideration and action to approve the minutes of the Work Session and Regular Council meeting held Tuesday, August 17, 2021. (City Clerk) 2. Consideration and action to approve payment to Central Arizona Project (CAP) for annual membership in the Central Arizona Groundwater Replenishment District (CAGRD) in an amount not to exceed $44,560.19 and authorize the finance department to make any necessary transfers. (Public Works) 3. Consideration and action to authorize the City Manager to order 1826 acre feet (AF) of Central Arizona Project (CAP) sub-contract water and pay the associated delivery and recharge fees in the amount of $465,630 and authorize the finance department to make any necessary transfers. (Public Works) 4. Consideration and action to approve the Intergovernmental Agreement (IGA) for one(1) full-time EMPD Sworn Officer to participate with the Arizona Department of Public Safety's Gang & Immigration Intelligence Team Enforcement Mission (GIITEM) through June 30, 2022, then renew annually on July 1 of each year for a period not to exceed four (4) years. (Police Department) 5. Consideration and action to approve the purchase with Dell for computers and laptops in an amount not to exceed $43,591.87 with a contingency of $1,408.13, for a total or $45,000 utilizing the State of Arizona Contract ADSPO16-098163. (Information Technology) 6. Consideration and action to approve KGR Group for the purchase of property at the southeast corner of El Mirage and Thunderbird Roads, parcel number 501-36-283G, in an amount not to exceed $360,000. (Economic Development) 7. Consideration and action to authorize the City Manager to accept Dude Solutions, Inc's proposal for the implementation of the SmartGov Permitting Software in an amount not to exceed $62,067.70. (Development Services). 8. Consideration and action to approve a Woodruff Construction quote for the demolition of condemned residential buildings at 13914 N. Luna Street, El Mirage, AZ 85335 in the amount not to exceed $48,973.79. (Development Services). 2 Regular Meeting - Council Minutes September 9, 2021 9. Consideration and action to enter into an agreement with the Drug Enforcement Administration to assign an El Mirage Police Officer to the DEA Task Force for Federal fiscal year 2022 and at a reimbursable overtime cost up to $19,370. (Police/Grants) 10. Consideration and action to approve an Intergovernmental Agreement (IGA) with Youngtown for El Mirage Senior Center transportation for FY21-22. (Community Services) Vice Mayor Dorcey moved to approve Consent Agenda items 1-10 as presented; seconded by Councilmember Shapera. Vote: 7 - 0 Passed - Unanimously 6. REGULAR AGENDA 1. Consideration and action to authorize the City Manager to amend the Professional Services Contract (PSC) with bo ARCH L.L.C. to provide additional architectural services for the new library project in an amount not to exceed $56,000. (Development Services) City Engineer Jorge Gastelum presented information on the amendment to the (PSC) with bo Arch, L.L.C. Vice Mayor Dorcey stated she is excited for the library project and appreciates the work of Mr. Gastelum. Vice Mayor Dorcey moved to authorize the City Manager to amend the Professional Services Contract (PSC) with bo Arch L.L.C. to provide additional architectural services for the new library project in an amount not to exceed $56,000; seconded by Councilmember Shapera. Note: this item was voted on as Regular Agenda Item 6.2 as it was contingent on approval of original item 6.2. Vote: 7 - 0 Passed - Unanimously 2. Consideration and action to approve Resolution R21-09-22: A Resolution of the Mayor and Council of the City of El Mirage, Maricopa County, Arizona, Stating the Intended Uses of the Coronavirus State and Local Fiscal Recovery Funds Allotment Through the American Rescue Plan (ARP) Act. (Administration) Motion carried unanimously - 7/0 - Note: this item was voted on as Regular Agenda Item 6.1. City Manager J. Crystal Dyches presented information regarding how the funding will be disbursed. She gave an overview of where specifically the funding will be allocated. Ms. Dyches stated the disbursement of the funding also includes an expansion of the library project. She thanked everyone for their assistance in preparing the memo. Councilmember Shapera stated the results represent what the Council wants as a detailed, explanatory whole. Councilmember Delgado asked if the room addition was in addition to what the County provided and City Manager Dyches answered yes. Councilmember Norton asked how many rooms would be used for this specific purpose and what is the plan if they are not being utilized as intended. City Manager Dyches responded that the information was in preliminary stages and the architects recommendations would be brought to Council. Councilmember Hutchinson stated the project was a good representation of the Council's recommendations. Councilmember Winston asked if the rooms could be used for study rooms and City Manager Dyches replied yes. 3 Regular Meeting - Council Minutes September 9, 2021 Vice Mayor Dorcey moved to approve Resolution R21-09-22: A resolution of the Mayor and Council of the City of El Mirage, Maricopa County, Arizona, stating the intended uses of the Coronavirus State and Local Fiscal Recovery Funds Allotment through the American Rescue Plan (ARP) Act; seconded by Councilmember Shapera. Note: this item was voted on as Regular Agenda Item 6.1. Vote: 7 - 0 Passed - Unanimously 7. CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS The City Council may not act upon any matter in the City Manager's summary but may have general comment or questions. City Manager Dyches stated the Senior Center is up and running again. She also congratulated Human Resources on their great efforts in terms of new positions, promotions and retirements. She recognized everyone's efforts for the City as well as the Deputy City Manager helping her by taking on new tasks. 8. MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS The Mayor and City Council may not discuss or act upon any matter in the summary unless the specific matter is properly noticed for legal action. Councilmember Delgado thanked Dr. Grooms for her work on CDAC. Councilmember Shapera stated the retirement ceremony for Lieutenant Randy Stewart was wonderful and that he also tried the water monitoring program and was surprised at the results. He also appreciates all the work put into the ARPA funding memo. Councilmember Winston stated she enjoyed the library groundbreaking and would like to thank staff for taking care of everyday issues around the city. Mayor Hermosillo thanked everyone for their attendance and participation at the League of Cities and Towns conference last week. 9.
