A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF EL 
MIRAGE, ARIZONA 
AMENDING THE 
CITY 
OF EL 
MIRAGE 
PERSONNEL POLICY MANUAL DATED JULY 10, 2008.  
  
WHEREAS, pursuant to Section § 30.06.A. of the City Code of the City of El Mirage, 
“The Council shall, by resolution, adopt a personnel policy and procedures manual;” 
 
WHEREAS, the current Personnel Policy Manual was adopted by the El Mirage City 
Council on July 10, 2008, with subsequent revisions adopted by resolutions: R09-06-22; R11-
05-13; R11-09-34; R11-11-38; R13-07-22; R18-06-12; R19-09-20; R20-12-23 and R20-12-25.  
 
WHEREAS, City Management finds it necessary to revise the policy manual to comply 
with changes in the law, implement policies that align to the City’s recruitment and retention 
strategies, establish responsibilities and levels of performance expected of El Mirage 
employees, and explain the benefits the City offers and provides to its employees,   
 
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of 
El Mirage as follows:  
 
 
The El Mirage City Council hereby rescinds the 07/10/2008 Personnel Policy 
 
Manual, including all revisions made by resolution: R09-06-22; R11-05-13; 
 
R11-09-34; R11-11-38; R13-07-22; R18-06-12; R19-09-20; R20-12-23 and 
 
R20-12-25 and adopts the City of El Mirage Employee Policy Manual, dated 
 
09/09/2021, which is enclosed and incorporated by this reference.
