I would hope that even if BSNF has the power to override
safety and common sense in Maricopa County, that for health
purposes, the county would limit the building and usage of the
land they have chosen to build on. Also, I hope they will take
some responsibility for more of the accidents and deaths that
may result on Grand Avenue due to the increased traffic of
Trucks using the road and speeding at 75 or 85 miles an hour,
as the trucks presently using that road do. I, for one, will not be
going to Wickenburg for shows, trips, etc. again. Too
dangerous now much less tripling the amount of traffic.

Dear Ms Lesko, We've met several times at LD-28 meetings. I
am glad you are one of our County Sups. My note is regarding
the building of the BNSF Intermodal facility in Wittmann. Both
my wife Ann and I are 100% opposed to this project. We feel it
would greatly impact the town, it's citizens, the livestock, and
the desert wildlife (mainly the desert tortoise). Living on the
westside of the 303 it concerns us with the amount of
development going on, and the RR would be a bridge too far.
We like the open lands, free of containments that are
associated with a RR and heavy machinery used in this
process. Please vote no on BNSF develo[ping the proposed
Wittmann facility, this would be considering both my wife Ann
and My opinions.
Please keep us informed on the developments on the matter.

Ms. Lesko. Thank you for all that you do, and have done, for
the citizens of our great state. In regards to the extension of the
BNSF railroad in Wittman. We have experienced so much
growth already in the west and east valley. I don't hardly
recognize it here anymore. It is so overcrowded. You can't go
anywhere without so much traffic. All the farmland is now
covered in concrete and asphalt. That is the reason for no
monsoons. Not climate change. A peaceful drive to
Wickenburg, or anywhere doesn't exsist. The planned
extension of the railroad will only make it worse. Again, thank
you for all that you do.

I ask you to vote “no” with conditions. Having worked as a
professional in the intermodal industry for more than 35 years I
have seen the impact of its growth. While intermodal is the
most efficient and cost-effective method for moving large
volumes of freight, the impact of truck traffic for the “final mile”
of transit is the portion needing the most control and regulation.
Residents will barely notice trains arriving and departing or
terminal operations but truck traffic will shift from Glendale to
Surprise. There may be little chance of stopping the
development of the RAIL portion of the project but warehouses,
storage yards, overweight truck permits, movement of hazmat
material and over-dimension cargo on surface streets is the
problem that CAN be and should be addressed.
I don’t think you can stop this but we must work to contain it.

We live in the Grand so we are concerned that BNSF THE huge complex built so close to residential
neighborhoods.£
This large complex, I would guess that they will use for storing rail cars, making£up larger unit trains
greater than 100 cars in one train. I understand railroads are trying to make supper unit trains. This
would mean crossings into neighborhoods Sun city west plus many other crossings would be blocked
much more and longer.
If they should be granted£permit then BNSF should be required to build a crossing bridge to the
Hospital in Sun City West.
Hazardous material cars should be prohibited.
We would attend meeting but are out of town until September

I live near the intersection of Hwy 60 and Loop 303. I voted for
you in the board of supervisors election. I strongly oppose the
BNSF rail hub by Wittmann. The traffic will be unbearable near
where I live. I just read the Fox 10 article this morning on the
residents opposing the development. I didn't really care for your
non-committal comment, "If the vote was tomorrow or today, I
would vote no, because the majority of my constituents are
opposed to this," Lesko said. "Now, if something changes
between now and Nov. 5, then we'll see. But right now, if they
voted today, I'd vote no." I want you to oppose it not just today
or tomorrow but indefinitely. The taxes the county will get are
not worth the reduced quality of life for residents/voters. Please

Hello My name is James Madsen I am currently the clerk for
the Morristown Elementary School District. I am reaching out to
let you know of my concerns regarding the BNSF railroad
facility that is planned in the Morristown/Wittmanm area. I feel
that this facility presents a great risk to our students, and the
surrounding area. As a school board we have had meetings
with BNSF to voice these concerns but unfortunately our
concerns were not put at ease. The increase to traffic on an
already unsafe rural road is a great concern. The increase in
activity around our small school presents another risk to our
students. Beyond these risks the environmental impact will be
overwhelming. Our area cannot support that level of water
consumption it will forever change to culture of the area so
many have moved here to enjoy. I realize growth is inevitable
and I embrace that change but the scope of the project is too
much for our small communities to overcome. To even begin to
consider starting this project without road structures to support
the traffic increase or a stronger plan to combat the
environmental impact would be crazy. Please be very cautious
and extremely demanding when considering this project. If
BNSF wants to be a part of our communities it must be in a

mutually beneficial way we cannot allow corporations to forever
change and destroy our way of life and put our families at risk.
If BNSF is unwilling to see the concerns of the community and
are unwilling to do the work to reach a mutually beneficial
arrangement they should not be allowed to move forward. They
seem unwilling to discuss the consequences of their project
and unwilling to really address the concerns. Thank you for

Dear Members of the Maricopa County Board of Supervisors,
I am writing today to respectfully request that each of you vote NO on the proposed zoning change
that would allow the BNSF Railway to construct an intermodal hub in Wittmann, Arizona. (Oppose
CPA24006)
While I understand and acknowledge the need for intermodal transportation infrastructure in
Arizona, this proposed location is entirely inappropriate for such large -scale industrial development.
Wittmann is a small, rural community with a population of 606 residents. In stark contrast, BNSF
plans to bring in thousands of individuals to construct this facility. An influx that would completely
overwhelm the area and forever change the quiet rural character that families have cherished for
generations. And who will be paying for the outlying infrastructure? The taxpayers.
Beyond the scale of the project, the hub will bring increased truck traffic, air and noise pollution,
excessive lighting, and a host of environmental and safety concerns. These impacts will not only
affect the residents of Wittmann but also the neighboring communities such as Morristown,
Wickenburg, Surprise, El Mirage, The Grand, Sun City, and Sun City West. Also, there are thousands
of new homes planned for the desert landscape.
Please consider the long-term effects this project would have on our way of life, our property values,
our health, environment, and our pocketbooks. I urge you to stand with the residents, families, and
businesses of the region and vote NO on the zoning change.

Please vote NO on allowing BNSF to carry through with their
Large Hub in the Wittmann Area. Serious considerations must
be given to 1) WATER usage which they have admitted to be
1.7 million gallons per day. A family of 4 uses 320-360 gals/day.
Using 340 gals as an average, in one day, 5,000 families could
be supplied by the water projected to be used in 1 day by the
Hub. Multiply 1,700,000 gals by 365 to discover water usage
per year, year after year, after year, after year.... AZ water
supply is not guaranteed. Just today I read Kate Gallego, C
Franke, T Kiernan, M. Hart consider the Colorado River at the
'tipping point'. Sarah Porter, director of the Kyle Center for
Water Policy, ASU, has expressed her serious concern.
Dangers include 'subsidence' - Phoenix is already experiencing
subsidence. All water sources will be affected by prolonged
drought, even the Hassayampa 'lifeline' Salt River. Subsidence
could devastate the Hub leading to abandonment. Wells in the
Wittmann area could go dry under certain excessive water
removal circumstances. 2) Another issue which must be
addressed is 'Electricity'. The Hub will undoubtedly need large
amounts of electricity. Who will supply it? There are many other
'objections' that others have expressed appropriately. I believe

water must be considered 'top priority' for the obvious reasons.

I am writing as a concerned citizen to strongly urge you to oppose the proposed BNSF
Intermodal Hub near the community of Wittmann. If approved, this project would become the
largest of its kind in the nation and pose serious, long-term threats to the health, safety,
environment, and overall quality of life for residents across the West Valley—including
Wittmann, Sun City West, Sun City, Surprise, El Mirage, The Grand, Corte Bella, Peoria,

Wickenburg, Morristown, and surrounding communities … as well as to the entirety of the Valley
of the Sun.
£
BNSF has purchased 4,400 acres of Arizona State Trust land around Wittmann, currently zoned
RU-43 (rural residential), not industrial. In order for construction to proceed, Maricopa County
must approve a significant zoning change that would directly conflict with existing land use
plans and protections. The scale and scope of this project—estimated to cost over $3 billion and
cover more than 4,300 acres with 18 million square feet of concrete (just for the structures …
roads and parking lots will require additional concrete)—require a more comprehensive and
transparent review.
£
Key Concerns
£
1. Infrastructure and Traffic Overload
£
BNSF projects that its hub will generate over 7,200 additional vehicle trips per day by 2028,
rising to 22,000 per day by 2038. These figures represent a dramatic increase in traffic on rural
and suburban roads not designed for heavy freight and constant commercial use.
Local roads such as US Route 60, SR 74, and 211th Avenue are already in poor condition, with
ongoing damage from heavy traffic congestion, current construction traffic and minimal county
maintenance.
RH Johnson Blvd in Sun City West, along with other major thorough streets, will likely become
bypasses for congested roads, creating serious risks for our senior residents, pedestrians,
bicyclists, and golf cart users.
£
2. Public Health and Safety Risks
£
Many area residents rely on well water, which is at risk from diesel fuel and hazardous chemical
spills. Yet, BNSF has no known plan to manage environmental disasters in the West Valley.
The 2023 East Palestine, Ohio, train derailment remains a stark reminder of the consequences of
industrial rail activity in residential areas.
The Rose Fire in June 2024, caused by BNSF maintenance, destroyed 15 structures and burned
266 acres, damaging homes and air quality. This project would significantly increase such risks.
£
3. Environmental Impact
£
18 million square feet of concrete will disrupt natural drainage toward the Hassayampa River,
increasing flood risk during Arizona’s monsoon season.£
Nowhere does BNSF address the “HEAT ISLAND” effect of this project
The Valley’s Air Quality Index continues to deteriorate, and this facility will exacerbate the
problem with increased emissions from diesel trains and heavy trucks.
Constant industrial lighting will compromise our dark skies, impacting residents, wildlife, natural
vegetation and migratory birds.
£
4. Community and Lifestyle Degradation
£

The proposed 90-foot warehouses will block views of our natural landscape, permanently
altering the rural character of the area.
Noise, vibration, and light pollution will reduce the quality of life for thousands of nearby
residents and may negatively affect livestock and native wildlife.
Increased traffic and air pollution threaten the health of Sun City West’s elderly population,
many of whom suffer from compromised respiratory systems.
£
5. School and Child Safety Concerns
£
The hub's proximity to Nadaburg Elementary School raises serious concerns about noise, air
quality, and traffic safety. Children should not be exposed to industrial pollution and dangerous
truck traffic near their schools.
£
6. Economic Concerns
£
Approval of this rezoning will likely result in declining property values and may impact all
outside activities (due to worsening air pollution, especially in the nearby retirement
communities, a major source of economic exchange.£ No one wants to play golf or pickleball if
the Air Quality Index is in the unhealthy ranges.£ It is also conceivable that increased air
pollution will result in professional baseball training camps, golf tournaments and other major
events being relocated to other, healthier parts of the country.£ Snowbirds and vacationers will
simply choose to go elsewhere.
£
A Call for Responsible Planning
BNSF is the “COST CAUSER” for this project, NOT the surrounding communities.£ BNSF should
bear all of the financial burden of this creation, NOT THE TAXPAYER.
Although Maricopa County does not require an ENVIRONMENTAL IMPACT STATEMENT in
matters of Zoning, it is inconceivable that one not be completed due to the gravity of this
development and its negative impact on the surrounding communities.
There are alternative locations better suited for a project of this scale—areas that are zoned for
industrial use and located near existing interstate infrastructure. It is negligent and irresponsible
to force such a development into a rural residential zone surrounded by established, vulnerable,
residential and urban communities with literally millions of residents.

I respectfully urge you to:
£
Deny any zoning changes requested by BNSF.
Commission a full environmental and infrastructure impact assessment before any decisions are
made.
Seek community input through public hearings to ensure transparency and accountability.
Please stand with the residents of the West Valley and Valley of the Sun to protect our land,
water, air, and way of life. This is a matter of long-term public health, environmental
preservation, and responsible governance.£ Don’t build the largest intermodal rail hub in the
country in the city with the 4th most polluted air in the country!

Dear Debbie Lesko,
I am a resident of Surprise, close to where a proposed railway hub is in the plans. I am sure you are well
aware of it by now. Many neighbors and friends are against it. I moved out here to be able to raise my
two wonderful daughters. The noise, The traffic, the impact to our environment will be detrimental. I
moved here with the plans of raising my family and dying here. I am afraid that if this railway gets built I
will be forced to move. Uplifting my girls from there established life, there friends, everything just so a
corporation can take advantage of the people of Arizona.
I respectfully urge you to take immediate action by opposing the project and advocating for alternative

I’m against the proposed location for the railway hub. HWY 60
and the 303 will be swamped with big rigs. It’s difficult enough
to get around when all the snowbirds come back to roost. Now
we are being asked to share the road with semi’s and at
unknown times, toxic/hazardous materials. How about
somewhere in the desert, south Phoenix or even New Mexico
as it is much less populated.

Vote NO on August 20th on the BNSF Railway Hub being built
in Wittman.
Sun City West ALREADY has major issues on its streets.
Traffic short-cutting through our city to avoid the bridge over
Bell and Grand is significant; they are coming and going from
congestion already existing on the Grand corridor north of
Highway 303. BNSF claims time of day will mean the impact is
minimal -- that is not true, as adding 22K more vehicles cannot
fix what is already broken. Vote NO.

Good Afternoon All,
My name is Jeannie Frankowski and I am a resident of Corte Bella.
Upon learning about this proposed new project for BNSF railway development, how realistic is it
to even fight this battle?!
I fought the battle against letting Republic Services build their recycling facility and lost because
minds were already made up regardless of our concerns.
Again I fought the battle of those digital billboards along 303 and again lost because
minds were already made up.  Our voices meant nothing.
The little vast land that we have left surrounding our community is being saturated with new
housing, strip malls, shopping centers and I have no doubt there is more to come because it's

all about the almighty dollar of commerce and industry.  
 
Traffic has increased exponentially on the 303 over just the past 3 years creating noise pollution
and more trash along the highway.   Open views of our mountains are slowly disappearing as
they continue to get blocked by walls, signs, rooftops, buildings and power lines.  At what point
does this end?   
 
Now we will be held up at train tracks.  Undoubtedly emergency vehicles will be blocked from
getting to the hospitals. ¶ What about the blare of train horns in the distance coupled with the
truck breaking, race car drivers and loud bikers screaming down the highway particularly at
night.  No wall is tall enough to block the rising sound.  What was once relaxing, quiet and dark
at night is now loud and lit up causing frustration and anxiety!  
 
The promises made by Mayors, County planning and zoning committees along with the
"pitchmen" from corporations have lied to us time and time again.  Assuring us there will be little
to no disturbance to our communities.  These communities were here long before those desires
to build massive commerce and industry.   At what point do we REALLY have a say?!  At what
point does anyone in the Arizona government listen to our concerns and protect our interests
and way of life?  
 
If all of you vote against the BNSF project and it goes to the Surprise City Council and they vote
in favor what can we do?  
 
In the end this isn't about  what's good for our country and wanting to help us with faster
delivery, greater supply chain, and jobs! This is ONLY about BNSF making a ton of money.  It's
cheaper for them to expand operations out here since the tracks are laid.  If we let them do this
then we are selling our souls.  Let them build out in the vast flat land unoccupied between the
border of Arizona and Nevada!  Send them to Kingman!  They can use the jobs and the
commerce.  We don't need to keep growing and growing and growing.   It is a double edged
sword and we are starting to feel the pain from the sharp end.
 
Please say NO.  Bluntly putting it, this sucks!!  It really does.   Thank you for reading my
thoughts and fears.

Hello Supervisor Lesko, as a resident of Wittmann for the past
23 years I am writing to you to start my opposition the proposed
BNSF Intermodal railyard. The negative impact on the
community of Wittmann will far outreach any supposed benefits
touted by BNSF. This is a rural community. There are many
issues that will cause a negative impact not only in Wittmann
but Morristown,Wickenburg and Surprise. The amount of traffic
on 60 right now is close to our of hand much less with 22k
more vehicles per day on a 4 lane road with less than a handful
of northern exits. The water consumption will affect all who rely
on well water in this area possibly depleting the aquifer and
forcing them to truck water in to their homes for themselves in
addition to
their animals and livestock etc. what about the possibility of a
spill/leak of some deadly chemicals etc that would be in close
proximity of a school. There are many aspects of this proposed
project that are a net negative for this rural community. I urge
you vote no on this proposal and do everything in your power to
form a coalition to fight this. The railroad should not be allowed
to just do what they want while disregarding the needs and
desires of the community they claim this project will help. We

BNSF Logistics Park Phoenix

This project is not appropriate for our community. Wittmann is a
quiet, rural area that would be
irreversibly harmed by an industrial development of this scale.

While I understand and acknowledge the need for intermodal transportation infrastructure
in Arizona, this proposed location is entirely inappropriate for such a large-scale industrial
development. Wittmann is a small rural community with a population of just 606 residents.
In stark contrast, BNSF plans to bring in approximately 76,000 individuals to construct this
facility—an inux that would completely overwhelm the area and forever change the quiet
rural character that families have cherished for generations.
Beyond the scale of the project, the hub will bring increased diesel truck traic, air and

This is in response to your call for input about the BNSF rail
yard. I am OPPOSED to this build. The area they’ve chosen is
up and coming and is a very highly sought after area to live.
The home values are high right now which is good for the city
and county. This project would make that area undesirable to
live in. Increased rail traffic will complicate the already terrible
traffic situation in north Surprise and the Wittmann area. They
will be transporting and storing hazardous materials within an
unreasonable distance of neighborhoods. Rail theft is a rising
concern across the nation, so this will also bring increased theft
and crime to the area. BNSF official seem unaware of the
security concerns for their yard and have no real plan to
address that. In a meeting with local law enforcement they
were surprised by the thought of this.
I understand this would bring thousands of good jobs with good
retirement to our community but the cost doesn’t outweigh that.

As a 47 year resident of Maricopa County, A full time Realtor for
47 years who not only lives in Sun City but specializes in the
"Boomer" market via www.suncityhomesearcher.com. Each
and every time I write a contract on a property that is so close
to Grand Avenue that serious noise is a constant threat, I have
my buyers acknowledge that I have disclosed the issue and
they have decided to continue withthe transaction.
I tell you Ms. Lesko et.al. so you are aware of my 100%
disapproval of the proposal by BBSF to build it's large project in
Wittman. Not only would it greatly influence a downward spiral
of property values,such a project will substantially the way lof
life for many Sun City residents as quite frankly, any other
community along the Grand Ave train lines up and including
Wittman.
Over the years I've seen you Ms. Lesko, try to show deep
emotional support and connection with local residents. I dare

You will destroy our air quality, how dark skies at night, the natural habitat. etc. I chose to move to
Wittmasnn to leave behind all the crap that comes with living in a more congested area. I would have
never bought a home here if I knew this would be coming. If you approve this will destroy home
values, it is already starting with the people who live near his proposed nightmare! They have already
found out their property is worthless because no one wants to live near it. Some of these people have
spent their entire retirement on these horse farms. Do you plan to reimburse everyone who lives with
in 10 miles?????? And the roads cannot handle the amount of traffic that will come. Surprise was going
to annex the area but Warren Buffets people said they will not pay for new infrastructure. So Surprise
shot them down. There are much more desolate areas to build this monstrosity. Oh now lets go on to
the water issue, yes we already have a problem and if the drill for the amount of water they will need
they could dry up most of the homes wells. There are so many bad situations that can happen from
this. There is not one positive thing, no not even new jobs that is BS and you know it. I am retired I
have friends in real estate who say if this is built my home will no longer hold onto its value. I DO NOT
HAVE TIME TO START AGAIN ! please put aside possible greed and be on the side of the peoples lives
who will b most affected. VOTE NO THE LAND WAS SOLD TO THEM ON A SLEASY BID, if you pass this
I am sure you will all be voted out next election. I could stand up and speak for hours but will I be
heard??

our community across several key areas:
1. Public Health and Safety
A 24/7 industrial facility of this scale will flood our neighborhoods with£noise, air pollution, and
exposure to hazardous materials. The nonstop operation threatens the health and peace of families
who live nearby.
2. Traffic Overload

This project will result in an influx of semi-trucks, estimated at£7 semi-trucks every second—a
staggering volume that will£choke our already congested roads£and endanger drivers. Residents are
rightly concerned this would make daily life unbearable.
3. Environmental Damage
This project would£strain limited water resources, potentially draining them in a single year. It also
risks£irreversible harm to local ecosystems, wildlife habitats, and the desert landscape that defines
our region.
4. Destruction of Community Character
Our area is rural, peaceful, and home to ranches and families who chose this lifestyle deliberately.
Turning it into a freight hub would£permanently change the character of our community£and
destroy the qualities that make it livable.
5. School Zone Safety
Routing thousands of heavy trucks near schools puts our£children directly at risk. Walkers, bikers,
and young drivers will face new and unnecessary dangers every day.
6. Hidden Economic Costs
While BNSF promises jobs, the£costs to homeowners, small businesses, and property
values£could far outweigh the benefits. Many residents feel trapped by the project, are fearful of
the£property value impact and are now uncertain about their future.
This is more than a zoning issue—it’s about£protecting the health, safety, and future£of our
community. I respectfully ask that you£reject BNSF’s zoning request£and stand with the residents
who call this place home.

We are writing this email to you to request that you vote 'no'
and not allow the BNSF Intermodal Hub to move forward in
northwest Maricopa County. Also, we are requesting that you
vote 'no' for rezoning the land that BNSF bought in northwest
Maricopa County for the purpose of the intermodal hub. This
land is much too close to many cities with residential areas with
homes, schools, horse ranches, churches, and medical
facilities. We are extremely concerned about the increased
traffic (especially trucks on already overly congested Grand
Avenue), air pollution, noise pollution, excessive lighting, and a
host of other environmental and safety issues.

 My name is John Smith, I live in Wickenburg AZ. 
Please vote   NO   on the building of the BNSF logistic hub in Wittmann, AZ 
This is NOT a place for a Railroad Hub!   
The Highways are already in poor condition and dangerous. 
From Whitman to Morristown to Wickenburg and on to Congress is all rural and small 
towns. That is why we bought or built here, and we expect it to stay that way! All of 
these communities depend on it staying western, most of the snowbirds are horse 
people and ATV people and they will not come back if it changes. 
We don’t want or need railroad jobs! 
Build it out by Salome or Wenden, AZ. East of where future I-11 crosses Hwy 60 E. 
I-11 should be a top Priority for AZ to get.  
Highway 93 is the main route from Phoenix to Las Vegas, That is Just STUPID!!! 
VOTE   NO, NO, NO !

I strongly oppose the BNSF project that is being proposed for
Wittmann Arizona. I live off of 163rd Ave and the current
infrastructure cannot keep up with the growth of the area.
Highway 60 and all crossroads between Surprise and
Morristown are exceeding capacity and this is a saftey hazard.
Adding 22k trucks daily and adding more trains coming through
that will pause the already overflowing traffic, is a safety threat
and hazard to all that live in the area. Nothing positive comes to
the people of this community by allowing BNSF to build. Please
do everyting you can to block BNSF from building in Wittman.

one. I personally am asking you to reject any request to change
zoning. I don't need more traffic and noise and destruction of
