WORK SESSION PRESENTATION
 
1.
Discussion on The American Rescue Plan Act of 2021 funding received by the City.  (Grants)
Grants and Special Program Administrator, Dr. Autumn Grooms, presented information
regarding the American Rescue Plan Act (ARPA) including a funding overview, objectives,
eligible and non-eligible uses and staff recommendations.  There was discussion on what could
be funded and what could not be funded. 
Councilmember Shapera asked that measures be put into place to avoid double paying
residents and businesses.   He also stated he would like to see some funding for anti-drug/youth
education.  Vice Mayor Dorcey praised staff for the efforts put into this so far and asked
Council to give some leeway to staff for uses of the funding.  Councilmember Norton agreed
with Vice Mayor Dorcey that staff need the responsibility to apply the funding to appropriate
uses.  City Manager Dyches stated staff would make some adjustments to the proposed uses for
the funding based on feedback received.
