1. Project Introduction
On behalf of Avanti (Future Owner / Developer) and the Project Design Team, Gilmore
Planning & Landscape Architecture in association with Cawley Architects, respectfully
submits for consideration this pre-application package for initial review and comments. The
Property will include 25 net acres located at the southeast corner of W. Olive Ave and the
future alignment of 127th Ave. This Subject Property is situated at the northwest corner of a
larger 70-acre parcel identified by the Maricopa County Assessor’s Office as 501-45-983.
The current land owner of this larger parcel is the John F. Long Revocable Living Family
Trust. The 25 acres is under contract for purchase, with the closing to occur subject to an
extensive due-diligence effort and City’s approval of this Site Plan Application.
Avanti Windows & Doors is a leading manufacturer and installation contractor of vinyl
window and door systems throughout the South & Southwest. Avanti produces and installs
windows for single-family homebuilders, within the Phoenix, Prescott, Tucson, Las Vegas,
Dallas-Fort Worth, Austin, San Antonio, Fresno, and Sacramento markets. Avanti sets the
standard for providing window products and installation services for the Big Builder
customer. Avanti is listed as Arizona’s 11th largest manufacturing employer in 2021 and
14th in 2020 by the Phoenix Business Journal. Avanti ranked #212 in 2018 and #1092 in
2019 on the Inc. 5000 Fastest-Growing Private Companies in America.
This project will develop a 261,600sf manufacturing facility for Avanti Doors & Windows.
The project will front onto W. Olive Ave and have separate access their employees versus
their truck traffic for deliveries and shipping. The truck docks and service courts will be on
the south side of the property and effectively screened from W. Olive Ave traffic.
2. Existing Land Use
The Property is in agricultural production. There is also a private irrigation service ditch
along this south side of W. Olive Ave that provide the flood irrigation service. The surface
area is relatively flat with natural grade falling to the south.
3. Existing Zoning
The current zoning is Employment / Industrial (EI), which includes this type of manufacturing
as a permitted use.
4. Existing and Surrounding Land Uses

West: the entire west side of the Property is defined by the future alignment of 127th
Ave. Microsoft owns the entire quarter section and is currently developing a new facility.
The Microsoft property is zoned EI.

North of the Property is an extended area in agricultural production. The north side of
W. Olive Ave is also zoned EI.
x
East & South: The area surrounding the east and south side of the Subject Property is
under the same John F. Long Trust ownership and zoned EI.

existing and surrounding land uses.

5. Development Plan
Avanti intends to develop this project in one phase. The site plan indicates that all access
will be directed to W. Olive Ave. If and when 127th Ave is installed at a later date, Avanti
may request access. The anticipated schedule to achieve full plant production will occur in
2025.
Some of the development features that reflect the facility at full production include the
following:
Site Improvements:
-
The building faces Olive Avenue with the office portions of the building placed primarily
along the north façade.

Employee and visitor parking is positioned along Olive Ave. and along the west side of
the building.
-
As much as possible, we will be using surface retention on this project. Basins are
placed throughout the plan for this purpose.
-
There are 4 access points (curb cuts) along Olive Ave. These are the only access points
for the project.
-
The South end of the property is dedicated to shipping and distribution operations.
There are a series of dock high doors along the south face of the building, as well as
some at-grade doors along the east. There are also some smaller auto service facilities
that will be placed near the middle of the south façade.
-
The East side of the property is dedicated primarily to circulation and there is a large
parking lot for service vehicles. There will be fueling facilities onsite for these vehicles,
as well.
-
Along the Olive Ave frontage, there is a planned retention basin, though Avanti may
eventually expand some facilities into this area for employee facilities. This is not part of
the current project scope.
-
Parking totals are consistent with El Mirage requirements as well as the anticipated
staffing levels of this facility. Please note that we have made a concerted effort to
segregate the truck and auto traffic.
Building Architecture:
-
The building will be approximately 261,600 SF with the bulk of that space being
allocated for production. There will be a total of about 17,000 SF of office space,
including a small mezzanine (approx. 2,900 SF).

The building height will be approximately 40’ to the top of the parapet. Please note that
we have not yet locked in the building clear height (anticipate 24’ clear), but we will not
be exceeding this 40’ figure. This should be in compliance with any obstruction analyses
for Luke AFB. Obviously, the design team will be completing the requisite FAA 7460
approvals as the project moves forward.

The building will be primarily tilt construction with a panelized wood roof and open web
steel joists as the primary supporting members. The building will be a III-B construction

type and should comply with the requirements for unlimited area buildings (IBC Sec.
507). The tilt panel design can be expected to include reveals, color changes, and
various textures in order to provide visual appeal and to break up the long facades
facing Olive Avenue.

The front office component is anticipated to incorporate a variety of window assemblies,
consistent with Avanti’s product offerings. We expect this portion of the building to also
have upgraded design elements consistent with El Mirage design guidelines.

The uses in the building include: office, fabrication, storage, shipping and receiving, and
shop space. The resulting occupancies will be B, S-1, and F-1.
-
The design team is interested in feedback regarding screening criteria for rooftop
equipment on this project. It is understood that full screening is typically required,
though we would be interested in any reductions that the City is willing to discuss.
-
Please note that we have not provided elevations for the project. This was done
intentionally and elevations can be provided with our formal submittal.
Unfortunately, the project facades have not yet been designed.
Operations & Employees
-
There will be two 8-hour shifts operating Monday through Friday for the “Plant
Employees”. Each shift will include approximately 150 employees. First shift will begin
at 5:00AM ending at 2:00PM. The second shift will begin at 3:00PM and end at
12:00AM (Midnight). There will be a shift transition of approximately one hour to
facilitate parking. There may be some occasional work on Saturdays, but under limited
capacity.

Field Employees will include approximately 130. There will be just one 8-hour shift
where the starting time will be influenced by the season, 5:00AM in the summer and
adjusting to 6:00AM in the winter.

Truck Traffic is defined by the larger semi-trucks delivering raw material and other Avanti
products at approximately 14 semis per day. These deliveries may begin at 4:00AM and
are typically spread throughout the day extending to 12;00AM.
-
Field vehicles used for deliveries are typically a pickup truck pulling 10’ or 20 long
trailers. When not in use, these trucks will be parked on site towards the southeast side
under a canopy.
Please refer to the attached site plan that illustrates the location of these improvements.
6. Project Landscape
The selection of plant material to be prescribed for the streetscape and the defined areas
on-site will be selected from the Arizona Department of Water Resources Low Water Use /
Drought Tolerant Plant List for the Phoenix Active Management Area. A drip irrigation
system will be installed to maintain the project landscape.

7. Drainage Statement
On-site retention will be provided for the required 100yr-2hr storm event for the site and the
adjacent south half of W. Olive Ave including assumptions for the future installation of 127th
Ave. The Project will be responsible for collecting storm water flows from both historic off-
site from the north and from on-site runoff. Surface retention will be utilized in the open
areas as much as possible with any remaining volume being stored in an underground
retention system. The stored volume will be drained within the required 36 hours. The
finished floor elevation will be a minimum of 12 inches above the 100-year base flood
elevation and a minimum of 14 inches above the low outfall of site at the south property line.
A Preliminary Drainage Report will be prepared for the Site Plan Approval application that
will quantify the anticipated retention and methods of storage.
8. Utilities
Water: There is water service available to the property. A water report will be prepared for
the Site Plan Approval application that will quantify the anticipated demand.
Sewer: It is our understanding that public service may be available in the near future as a
result of the Microsoft project. A waste water report will be prepared for the Site Plan
Approval application that will quantify the projected flow. Design Team Members will be
seeking additional input from El Mirage Public Works on the availability, capacity, and timing
for this service.
