Development Application for the project mention above.   
 
BUILDING & SAFETY 
1. No comment. 
ECONOMIC DEVELOPMENT  
2. Economic Development supports the addition of Avanti Windows and Doors. 
When complete, Avanti will become a top 5 employer in the City. The company 
has a strong history of supporting City interests and is a recognized leader in its 
industry. Avanti outreach to City residents to offer employment opportunities to 
include transportation services to the factory is amazing. Avanti will add to the 
mix of non-retail developments at Copperwing making it an employment center 
for the Northwest Valley.  
ENGINEERING 
3. See attached memorandum.  
FIRE DEPARTMENT 
4. Access road needs to be rated for at least 75,000 pounds to accommodate our 
fire apparatus. 
5. Turning radius for fire apparatus is 25 feet inside, 45 feet outside 
6. Fire asks that we leave 8in drop (to the east of the main entrance), this will 
provide the almost double the fire flow from a 6in line. 
7. Knox box for fire department access 
8. If there are any electronic gates, fire department will require emitters for access. 
 
PLANNING & ZONING 
9. Site Plan: Parking Lot screen wall shall; break up the lineal expanse of the 
walls with a centerline, pilasters, three-wall enclosures, varying heights, the

installation of extra plant materials, or varying the landscaped area 
contours to improve the visual impact of the wall. 
10. All areas (Future Expansion Area) not being use for parking or storage shall 
be dust-proof.  
11. Landscaping is not required in the back storage or work area.  
12. Plant materials that are not acceptable: Cercidium aculeate, Cercidium x 
‘Desert Museum,' Dalbergia sissoo, Acacia salicina, Acacia saligna. The 
Palo Brea trees needs to be replaced.  
 
POLICE DEPARTMENT 
1. No comment. 
PUBLIC WORKS 
2. Suggest adding multiple 8” isolation water valves throughout their system so if 
there’s a leak the entire system won’t have to be shut down 
3. Multiple hydrants don’t show hydrant valves  
4. Several hydrants show 8” supply pipes (should show 6”) 
5. Verify plant, shrubs and trees are on our acceptable list

Below are the Engineering Division’s comments for the above referenced submittal prepared in 
August/September 2021. These items will have to be addressed prior to the Planning and 
Zoning Meeting. 
 
1. The site proposes four full access driveways along Olive Avenue. City Detail EM-259 
allows a maximum of two driveways per street for a single business. The attached 
Request for Design Exception must be filled and submitted for review. 
 
The below items will have to be addressed during the Construction Plan Submittal. 
 
Site Plan (A1.1) 
2. If the Design Exception in Comment 1 is approved, Driveways D1 and D3 may be full 
access while D2 and D4 shall be right in/right out.  D1 and D3 shall be shifted to avoid 
the existing 69kV power poles located on the north side of Olive Avenue. 
3. Verify all driveways have a minimum throat of 50 feet unless they could potentially be 
signalized in the future in which the length shall be a minimum of 150 feet. 
4. If a driveway is either designated for truck entry or prohibits use by trucks, please 
provide the necessary signage. Verify that any driveway to be used by a truck can 
accommodate a WB-67 vehicle without encroaching into the adjacent lane. 
5. The driveway widths shall be a maximum of 40 feet unless it includes two outbound 
lanes with a raised median in which it can be a maximum of 46 feet wide. If these widths 
need to be wider, a Request for Design Exception shall be submitted for review. 
6. When parking spaces are adjacent to the sidewalk, the sidewalk shall be a minimum of 6 
feet wide or parking blocks shall be installed. 
7. Any emergency access road shall be designed to handle 75,000 lbs. A Geotechnical 
Report will be required for this project and it should provide a recommended design 
section for this access road. The minimum inside radius of the access road shall be 19.5 
feet and the outside radius shall be 45 feet.  
8. Parking Calculations 
a. The office only requires 3 spaces per 1,000 sf when the floor area is over 20,000 
square feet. 
b. 677 proposed parking spaces requires a minimum of 11 standard ADA spaces and 
3 ADA van accessible spaces. 
9. How will the 56 service vehicle spaces be striped?

10. A 293,800 square foot building requires five loading berths per City Code Section 
154.106. The first berth shall be a minimum of 12’x70’ and each additional berth shall be 
a minimum of 12’x45’.  
11. Provide dimensions of the improvements included the parking spaces, drive aisles, 
sidewalks, etc. 
12. The trash enclosures shall adhere to City Detail EM-113. 
13. The Narrative stated that the site will have auto service facilities and fueling stations.  
a. The service station will require a grease interceptor for the proper handling of 
liquid wastes containing grease or oil. See Section 6-3 of the City’s Design and 
Development Standards Manual (DDSM). 
b. If applicable, runoff generated from washing vehicles and equipment shall 
conform to “Arizona Department of Environmental Quality – NOI supplement for 
Type 3.03 General Aquifer Protection Permit for Vehicles and Equipment 
Washes” (A.A.C R18-9-D303). 
14. The PUE along Olive Avenue is shown as 10 foot wide but only is required to be 8 foot 
wide. 
 
Landscaping Plans 
15. The PUE along Olive Avenue is shown as 10 foot wide but only is required to be 8 foot 
wide. 
16. The irrigation ditch along Olive Avenue is private, it does not belong to SRP. 
17. Show the sight distance requirements at each proposed driveway per City Detail EM-
158.  
18. Decomposed granite (DG) shall be placed within the right of way in addition to on-site. 
19. Trees shall not be placed within the PUE. Trees shall not be placed within 5 feet of a 
public sidewalk or curb or within 6 feet of any utilities. 
20. Fire hydrant clearance shall be 6 feet per City Detail EM-361. 
21. Add a note to the plans that the maintenance for all landscaping and irrigation shown on 
the plans will be the responsibility of the property owner. 
 
Preliminary Grading & Drainage Plans 
22. The “Site Area” shown on the cover sheet refers to a Lots 1, 2 and 3. Is Lot 2 and 3 
applicable to this project?  
23. The minimum longitudinal slope along Olive Avenue shall be 0.40%. Flatter slopes may 
be allowed if doing so will keep the cross slope between 1% and 3%.  
24. No portion of any retention/detention basin shall be located within any easement or 
building setback line. 
25. Show the basin overflow elevations and where the overflow will run. Verify that any 
basin that overflows during the 100 year storm will do so to another basin as opposed to 
running offsite. 
26. The plans show low points with no outlets. Please verify. 
27. What is the difference between the dashed and solid basin contours? 
28. Trash racks and safety rails are recommended for on-site headwalls. 
29. Add markers to the offsite catch basins, scuppers, etc. per City Detail EM-559.  
 
Preliminary Water and Sewer Plans 
30. The City water and wastewater systems cannot accommodate the proposed site therefore 
the developer would be required to find an alternative source for these utilities. A viable 
water and wastewater system are required to be in place prior to the City releasing the 
Certificate of Occupancy.

31. The water and sanitary sewer service area for the Copperwing Logistics Center is in the 
process of being transferred to EPCOR therefore the water and sewer design shall adhere 
to the requirements of EPCOR and be submitted to EPCOR for review. The City of El 
Mirage will still be responsible for fire protection and the design of any suppression 
system shall be reviewed and approved by the City. 
32. The existing water main in Olive Avenue is a 16 inch ductile iron main. 
33. The PUE along Olive Avenue is shown as 10 foot wide but only is required to be 8 foot 
wide. 
34. Remove the water and sewer mains/services out of the footprint of the proposed 
driveways (i.e. between west PC to east PT).  
35. Ninety degree bends on water mains are not recommended. 
36. The water meter vaults shall be installed within the right of way.  
37. Private hydrants shall tie into private mains. 
38. Hydrant services shall be 6 inches in diameter unless they are over 100 feet in length. 
39. Water valves are recommended along the main every 500 feet and at locations so that the 
maximum number of hydrants to be out of service is 2. 
40. Hydrants shall be installed per City Details EM-360, 361 and 362. Bollards shall adhere 
to City Detail EM-364. 
41. Hydrants shall be spaced every 300 feet or as approved by the Building Official and/or 
the Fire Department. The spacing along the south and east sides of the building appear to 
exceed 400 feet. Please verify. 
42. Any hydrants within the project site shall be private and painted red per City Detail EM-
360. All hydrants require markers per MAG Detail 122. 
43. The existing hydrants along Olive Avenue may have to be adjusted/relocated. They will 
have to be repainted safety yellow per City Detail EM-360. 
44. The developer is required to perform their own flow test. The City’s Fire Department 
(623-583-7968) shall be contacted as a witness. Also notify the Public Works Department 
(623-876-4251) one week prior to the test. 
45. Show the horizontal and vertical clearances between utilities on the plans.  Verify that the 
clearances adhere to MAG Detail 404 and City Detail EM-402. 
 
Civil Plans 
46. The plans shall include the following: 
a. Topographic contours at a minimum interval of 2 feet. 
b. Utilities and utility easements including electric, gas, phone, cable, etc. 
c. Exterior signs 
47. The sidewalk along Olive Avenue shall be 8-feet wide and meander where possible. 
48. The sidewalk shall be within the right of way, not the PUE. If the sidewalk cannot fit 
within the right of way (i.e. areas around the proposed driveways), a Pedestrian Access 
Easement shall be dedicated to the City in these locations. 
49. The project is responsible for the dedication of right of way, half street roadway 
improvements, an eight-foot-wide meandering sidewalk, streetlights, signing/striping, 
ITS conduit, and landscaping/irrigation along their Olive Avenue frontage. The pavement 
section shall be 6” AC on 12” ABC on 12” of overexcavated and moisture conditioned 
subgrade. The City’s is in the process of preparing 90% plans for Olive Avenue and they 
can be provided to the developer upon completion. 
50. Stop signs are recommended at the driveways. 
51. If the basins are deeper than 3 feet, the side slopes shall be flatter per Section 4-
3(B)(2)(a)(3) of the City’s DDSM.

52. Side slopes adjacent to the public right to way or within the PUE shall be 6:1 or flatter. 
There shall be at least two feet of level ground between any sidewalk, wall or vertical 
obstruction and the top of any side slope grading.  
53. Plans shall include applicable City Notes. Call out MAG, City, etc. details to be used. 
Use the City’s DDSM as a guide for the final design. 
 
Photometric Plans 
54. Any light or combination of lights which cause light on a public street, other than lights 
specifically intended for that purpose, shall not exceed one foot candle as measured from 
the center line of the street. Update the photometrics to show the foot candles along the 
centerline of Olive Avenue to verify that the proposed lighting will not exceed the 
maximum limit. 
 
Preliminary Drainage Report   
55. A Final Drainage Report will be required.  
56. Calculations for both the on-site and offsite storm drain will be required. Inlet capacity 
and curb opening calculations shall be provided. 
57. Street calculations for an arterial street (Olive Avenue) shall verify that: 
a. 10 year flows can be carried within the curb and maintain a 12 foot dry lane in 
each direction 
b. 100 year flows can be carried within the right of way with a maximum depth of 6 
inches over the crown. 
58. Use the City Runoff Coefficients per City Code Section 155.054(B)(6)(a). Concrete = 
0.95, roofs/asphalt = 0.85, grass = 0.15 and desert/rock lawn = 0.70. Update the 
calculations accordingly. 
59. Exhibit 2 of Appendix B 
a. Verify the boundaries of the Tributary Areas. The areas around Driveway D2 and 
the area between Basin 1A and 2A appear incorrect when compared to the 
grading. 
b. The top and bottom elevations of the basins shown on this exhibit do not match 
the calculations shown in Appendix C. 
c. Are the values for Q10 and Q100 shown running to the west of the site accurate? 
d. There is no connection between Basins 2A and 2B. How do these basins work 
together? 
 
Preliminary Water & Sewer Reports 
60. Preliminary Water and Sewer Reports were not provided. The water and sanitary sewer 
service area for the Copperwing Logistics Center is in the process of being transferred to 
EPCOR therefore the water and sewer design shall adhere to the requirements of EPCOR 
and be submitted to EPCOR for review. The City of El Mirage will still be responsible 
for fire protection and the design of any suppression system shall be reviewed and 
approved by the City. 
 
Title Report

Traffic Impact Study 
62. Section 2.2 – The 60 foot utility corridor belongs to the property owner, not the City. 
63. Section 2.4 – It is noted that the site allows visitors. How much visitor traffic is 
anticipated?

64. Section 6.2 – Dysart Road is currently being designed to be a 2-M-2 roadway with 
construction anticipated to start in 2022. 
65. Section 6.3.2 – Do the 2028 Total Conditions assume that the extra east and westbound 
through lanes have been installed at the Olive/Dysart intersection? If so, what happens if 
these improvements are not constructed? 
66. Table 9 – The second intersection should be El Mirage Road.  
67. A deceleration lane will be required at all of the proposed driveways along Olive Avenue. 
68. The City agrees to defer the installation of the median within Olive Avenue. 
69. See Comments #1, #2 and #3 related to the proposed driveways. The TIA shall be revised 
based on Comments #1 and #2 to show how it will affect the driveways. Would a signal 
be warranted at any of these intersections? 
 
Exterior Elevations

Phase I Environmental Site Assessment 
72. The Phase 1 ESA covers an area approximately 9 acres smaller than the proposed site is 
currently shown. Does the author anticipate any environmental issues within the 
increased project boundary? Please provide an addendum. 
 
Miscellaneous 
73. A Geotechnical Report will be required to provide on-site pavement sections. Verify the 
proposed pavement sections can handle 75,000 lbs. or more if the trucks entering and 
exiting the site will be heavier. 
74. A Stormwater Pollution Prevention Plan (SWPPP) will be required per the City’s SWPPP 
Guidelines document. A Notice of Intent (NOI) from ADEQ will be required prior to the 
City’s construction permit approval. 
75. An Approval to Construct (ATC) will be required from MCESD for the water and sewer 
line extensions. 
76. A Haul Permit will be required if 500 cubic yards or more of material will be brought 
into or out of the site. This will require a separate application, an exhibit showing the haul 
route and insurance from the company performing the haul. The fee is $300. 
77. A Dust Control Permit from the County will be required prior to the City’s construction 
permit approval. 
78. A Final Plat shall be reviewed and approved by the City and recorded by the applicant 
prior to Certificate of Occupancy. The Plat shall show all right of way and easement 
dedications. 
79. Any modifications to the farmer’s irrigation system would be an agreement between the 
developer and the property owner but the modifications may be reviewed by the City. 
80. The City will not release any permits until EPCOR provides the City with their approval 
of the plans and reports. 
81. The City will not provide a Certificate of Occupancy until an alternative source for the 
water supply and wastewater discharge is provided and is activated.
