Hi Debbie!
I am writing in opposition to the BNSF railyard. In your recent
weekly update, you mention that BNSF projects 22,000 trucks
per day. That is the first time I have actually heard a number
other than BNSF saying 300-400 trucks required per train. The
22,000 vehicles per day is more than an order of magnitude
larger than their early estimates and I suspect that number will
go even higher if this project comes to fruition.
As you may know, if you travel on Grand Avenue to the north,
there is a lot of traffic and accidents already. In my opinion, as a
real estate perspective, I believe that this was make the values
of homes in the area drop. It will also make it a much less
desirable area for people to move it - and it is growing like
crazy right now. There is already too much traffic for the
amount of traffic control devices up and down Grand Avenue. It
is already dangerous to travel and this will make even more so!
Not only will this bring the already busy West Phoenix roads
(Grand, 101, 303) to traffic gridlock, it will impede the dispatch

of emergency vehicles. I think BNSF is painting as rosy a
picture as possible to sell us a bill of goods that once
purchased will metastasize to something none of us will
recognize.

We are not in support of the new intermodal project that will be
built in the area north of Sun City. We have lived here 9 years
now and enjoy the area because of it is pretty much free of
crime and we are comfortable walking in early morning and late
evening for that reason. There is not a huge amount of traffic in
the area except for the winter time when the snow birds come
to Arizona for the winter. This project would even make the
area even more heavy on a year around basis. I cannot see the
benefits of the project affecting the retired folks such as

I am Lori Hendershot and I am a volunteer with the group,
Keep Us Rural. Wittmann & surrounding communities do not
want the BNSF Railroad to come to our area. The noise &
pollution will ruin this area, also it will add way too much traffic.

Dear Maricopa County Board of Supervisors,
I am writing as a concerned resident of Wittmann, Arizona regarding the proposed construction of a
major BNSF railway depot in our community. While I understand the potential economic and logistical
benefits such a project may bring, I would like to respectfully raise several concerns about the possible
negative impacts on our town and its residents.
Noise Pollution: A large-scale rail yard will likely operate around the clock, producing consistent noise
from engines, horns, and industrial activity that could significantly disturb the peace of our rural
community.
Light Pollution: Our beautiful night sky will definitely be effected by all the artificial lights needed to
keep a facility such as this.
Air Quality: The increase in diesel locomotive emissions and truck traffic could degrade local air
quality, which may pose long-term health risks to residents, especially children and seniors.

Traffic and Infrastructure Stress: Our local roads were not built to accommodate the volume of traffic a
major depot would bring. Increased congestion and wear on infrastructure are almost certain.
Water Use and Environmental Risk: In our desert region, water is a precious resource. A large industrial
operation could stress our limited supply and introduce potential contamination risks to groundwater.
Property Values and Community Character: Proximity to a major industrial facility may negatively affect
property values. More importantly, it risks altering the rural character of Wittmann that so many of us
cherish.
Wildlife and Ecosystem Disruption: The area surrounding Wittmann is home to native wildlife and
sensitive desert habitats. Construction and operation of a depot could disrupt these ecosystems in
irreversible ways.
I urge you to thoroughly consider these concerns and ensure that any decisions made reflect the
interests and well-being of the residents of Wittmann. Community input, environmental assessments,
and long-term planning should guide this process.
Thank you for your time, attention, and service to our county. I appreciate your commitment to
making decisions that balance growth with quality of life.

I am very much against BSNF building an intermodal facility

AGAINST this project, but support growth - can't stop progress, nor do I want to,
but I see this as a bad deal for everyone except the RR.
This project will kill the NW VALLEY IMHO!
Remember before the overpass on 60/RR? Traffic backed up,
fire/ambulance/police held up? I do not see any plans (correct me if I am
wrong) in an effort to solve the traffic (no to mention the noise/pollution) that will
result.
I have not seen any traffic plans (can you give me a link/map) to connect to the
new I-11 <?>, and people in Wickenburg are concerned too.
Is it true that the sale of the land was priced way below market - any truth to
that?

As I said b4, I was wrong about the 43,000 #, and when I
looked again and saw my mistake, I sent a correction.  As per
the #'s from County Supervisor Lesko (See below) the

acreage is 4,321....I wish I could blame my earlier 43,000 #
on my "double-stroke Parkinson's", but it was all on me...

BNSF Hearing Update

On August 20, the Board of Supervisors voted to delay a hearing on the BNSF
Railway project until November 5.  BNSF Railway is proposing to build a large
railway project in Wittman, NW of Surprise bordering Grand Ave, that will
include a 1,770-acre Intermodal facility, a 1,420-acre Logistics Park with
warehouses, a 1,109-acre Logistics Center and a 22-acre Wastewater
Treatment facility.  BNSF projects 22,000 vehicle trips per day in and out of the
area when the project is at full buildout.
Railways have federal preemptive rights dating back to the 1800’s, which likely
means that BNSF railway could build portions of the project, including the
Intermodal Facility without local permitting or zoning approval. It is debatable if
the Logistics Center could be built without local permitting and zoning
approvals, but it appears clear that the Logistics Park, which includes the
warehouses, would need local zoning approval.   BNSF Railway has told me
that they may proceed with portions of the project, even if the Maricopa County
Board of Supervisors denies their zoning request.

Dear Representative Lesko,
Please do not let BNSF build their rail yard here in Wittmann.
The railroad has purchased this land at 1/3 its value a year
ago. The size of this structure alone will destroy so much of our
land out here.
Also will destroy the hopes and dreams of those who have built
their lives here in Wittmann. We purchased land out here years
ago to get away from the city, the noise and the crowded areas.
Please do what ever you can to eliminate this threat. Your
many constituents are counting on you to stand in the gap.
Maybe this is why we have voted for you each year that you

I am opposed to the RR going in in Wittman. Between pollution,

intermodal hub in Wittmann, AZ. As a concerned resident, I believe this project poses serious,
long-term risks to our community across several key areas:
1. Public Health and Safety
A 24/7 industrial facility of this scale will flood our neighborhoods with noise, air pollution,
and exposure to hazardous materials. The nonstop operation threatens the health and
peace of families who live nearby.
2. Traffic Overload
This project will result in an influx of semi-trucks, estimated at£7 semi-trucks every second—
a staggering volume that will choke our already congested roads and endanger drivers.
Residents are rightly concerned this would make daily life unbearable.
3. Environmental Damage
This project would strain limited water resources, potentially draining them in a single year.
It also risks irreversible harm to local ecosystems, wildlife habitats, and the desert landscape
that defines our region.
4. Destruction of Community Character
Our area is rural, peaceful, and home to ranches and families who chose this lifestyle
deliberately. Turning it into a freight hub would permanently change the character of our
community and destroy the qualities that make it livable.

5. School Zone Safety
Routing thousands of heavy trucks near schools puts our£children directly at risk. Walkers,
bikers, and young drivers will face new and unnecessary dangers every day.
6. Hidden Economic Costs
While BNSF promises jobs, the£costs to homeowners, small businesses, and property
values£could far outweigh the benefits. Many residents feel trapped by the project, are fearful
of the£property value impact and are now uncertain about their future.
This is more than a zoning issue—it’s about£protecting the health, safety, and future£of our
community. I respectfully ask that you£reject BNSF’s zoning request£and stand with the
residents who call this place home.

I oppose the BNSF plan being considered for the Wittmann
area, the traffic at any time of the day on US 60 is horrendous,

It is clear you position is to help the BNSF rail hub to proceed in
the northwest valley. Your typical politician constituent
pandering is on full display. The real BNSF rail hub dangers do
not matter as long as it is not built on your front doorstep where
you might be inconvenienced by chemical spills and increased
heavy traffic tearing up the roads. Look at the East Palestine
Ohio rail disaster. And you are encouraging BNSF to quite

The biggest issue with the BNSF project is the added 6,000
trucks daily to Grand Ave. BNSF stated that most of the freight
was for metro Phoenix so it will require a left turn onto Grand
thus requiring a stop light holding up traffic while those 6,000
trucks turn left. A different location such as outside Aguilar
would put it close to the future Interstate 11 making road

I am writing today to respectfully request that each of you vote NO on the proposed zoning 
change that would allow BNSF Railway to construct an intermodal hub in Wittmann, 
Arizona. 
 
While I understand and acknowledge the need for intermodal transportation infrastructure 
in Arizona, this proposed location is entirely inappropriate for such a large-scale industrial 
development. Wittmann is a small rural community with a population of just 606 residents. 
In stark contrast, BNSF plans to bring in approximately 76,000 individuals to construct this 
facility-an influx that would completely overwhelm the area and forever change the quiet 
rural character that families have cherished for generations. 
 
Beyond the scale of the project, the hub will bring increased diesel truck traffic, air and 
noise pollution, excessive lighting, and a host of environmental and safety concerns. These 
impacts will not only affect the residents of Wittmann but also neighboring communities 
such as Morristown, Wickenburg, Surprise, EI Mirage, and Sun City West. 
 
Please consider the long-term effects this development would have on our way of life, our 
property values, our health, and our environment. I urge you to stand with the residents and 
families of this region and vote NO on the zoning change for this location.

BNSF intermodal project planned for north of Wittman is going
to disrupt life here in Sun City West, in Northwest Surprise area
and all along Ggrand Avenue north of the 303 junction. The
sheer scale of the facility will bring disruption to traffic along
many corridors. With added noise and pollution and frustration.
I’ve been reading the BNSF descriptions of the project and still
do not know where the added train tracks are going to be. We
have Banner Del Webb hospital that now can be hard to reach
even with the slow volume of train traffic that blocks access.
This will be one of the largest and intermodal projects in the
United States! It should not be in this location. It will devalue
our homes, and this Northwest Valley area becomes the least
desirable for retirees.

I am a REALTOR in the Surprise/Sun City West area. If BNSF
is allowed to build the facility they are proposing, the home
values for The Grand, Asante, Sun City West, Corte Bella and
those in Wittman, along with other areas, will be greatly
impacted. We have struggled to work around the issues with
the Loop 303, and by adding this issue too, would only
compound the problem. Many of our homes are in the vicinity
of Grand Ave, which is already extremely busy. The pollution,
noise, light pollution and ease of driving on Grand Av would
become even more difficult. We rely on our "Snowbirds" for
overall revenue to the city, but my fear is that resale of our
homes will be very negatively impacted as well.
I encourage you to vote NO on this measure to allow BNSF to
proceed. We need to preserve Surprise as the wonderful city it
is.

Dear Supervisor Lesko,
Having just read your newsletter and request for thoughts on
the proposed BNSF project, I'd like to mention some issues
that I haven't seen elsewhere.
For example, this is going to be a massive rail yard and I
assume there will be thousands of containers shipped in and
out of it weekly and monthly. Many of those containers will then
be loaded onto trucks and moved around the valley. We
already know of the disastrous interchange at Rts. 303 and 60.
But what could be even worse is how the 303, between 60 and
the I10 and 60 and I17, not to mention 60 itself below the 303,
will become a huge trucking corridor. I realize that with the
warehouse takeover of the 303, truck traffic was bound to
increase, but with this rail hub, it will increase many times over
that. If this was 15 or so years ago I wouldn't see a problem but
now that cities like Surprise have grown to over 165k residents
and millions have been poured into the city to give people so
many new quality of life options, I cannot see how making the
area a rail and trucking hub is going to do anything but destroy
our quality of life.
Another concern I have is the safety of this type of rail yard and

the growing lack of trust we have in so many of our government
institutions to properly enforce safety rules and laws. We all
remember the East Palestine, OH train derailment and the
absolutely insane manner in which that was handled by those
in charge.
Also, there have been a number of recent news reports of how
trucking companies are employing thousands of un-trained
truck drivers to fill a supposed shortage and in the name of
saving a few bucks. This is very concerning given that if this rail
yard goes through (which I assume it will) the whole NW valley
is going to be filled with trucks and the general safety of
everyone on the road could become a very big issue.

I do not support the new rail center, (I live next to Grand
Avenue/Rt 60 and already deal with train noise. I am seriously
concerned about the increase of trains and trucks that will
seriously impact the environment and safety of Sun City West..
Traffic is already and issue on Grand and I fear we cannot
handle the additional traffic. Crossing the railway is already an
issue at RH Johnson and Grand. . Entering and exiting 303 is
terrible.already.. I ask you stop this effort by Warren Buffet and
his railroad..
