D R A F T REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF EL MIRAGE EL MIRAGE CITY COUNCIL CHAMBERS 10000 N. EL MIRAGE ROAD 6:00 PM -TUESDAY, OCTOBER 19, 2021 Minutes 1. ROLL CALL Present: Mayor Alexis Hermosillo; Councilmember Roy Delgado; Vice Mayor Monica Dorcey; Councilmember Anita Norton; Councilmember Mike Hutchinson; Councilmember David Shapera; Councilmember Donna Winston 2. CALL TO ORDER - The meeting was called to order at 6:00 pm. Pledge of Allegiance Moment of Silence 3. PRESENTATION 1. Presentation and discussion to Council on status of Covid-19 in El Mirage. (Fire) Chief Long introduced Battalion Chief/Emergency Manager Joseph Fusco to present information on the current status of Covid-19 in El Mirage. He discussed percentages of residents vaccinated and un-vaccinated as well as how many reported cases there have been in the City. There was a brief discussion on the importance of providing information about the virus to residents and possible vaccination clinics being held. Chief Long stated he would gather information regarding costs related to vaccination clinics and would provide the information at the upcoming work session in November. 4. CALL TO THE PUBLIC Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City Council as a whole. At the conclusion of the Call to the Public, individual City Council Members may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up on the matter, and/or (3) direct that the matter be put on a future agenda. There were no public comments received. 5. CONSENT AGENDA All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted on separately. 1. Consideration and action to approve the minutes of the Regular Council meeting held Tuesday, October 5, 2021. (City Clerk) 2. Consideration and action to approve the sale of City-owned property at the Southeast corner of Thunderbird Road and El Mirage Road and processing of all closing documents to complete the sale. (Administration/Legal) 3. Consideration and action to approve the use of Sunstate Recreation to complete FY22 CIP 62104 in an amount not to exceed $50,000 and authorize Finance to make any necessary transfers. (Public Works) 4. Consideration and action to approve an agreement with Baker Commodities Inc. for an annual "F.O.G." disposal program at no cost to the City. (Public Works) 5. Consideration and action to extend the BizConnectPro contract in an amount not to exceed $35,000 annually as permitted in the current contract. (Finance) 6. Consideration and action to review and approve a Fire Service Training Intergovernmental Agreement (IGA) between Phoenix Fire Department (PFD) and El Mirage Fire Department (EMFD) that will provide limited access to training facilities, on a fee per use basis, for annual and regularly scheduled EMFD personnel training and testing.(Fire) 7. Consideration and action to authorize the purchase of a replacement Jail Van with up fit to include limited emergency lighting and prisoner cage at a total cost of $64,873.11 from Peoria Ford under State Contract ADSPO17-166117. (Police) Vice Mayor Dorcey moved to approve consent agenda items 1-7 as presented; seconded by Councilmember Shapera. Vote: 7 - 0 Passed - Unanimously 6. REGULAR AGENDA 1. Consideration and action to approve a license and right-of-way use agreement with Wyyerd Connect LLC to install, operate, maintain and repair cable in the right-of-way (ROW). (Development Services) City Engineer Jorge Gastelum introduced Jason Tamura, Market Development and Planning Director with Wyyerd Connect, LLC, to give a brief presentation on the history of the company and the goals they have for the community. He explained there would be minimal disruption to neighborhoods during the installation of the fiber and that there would be no expense to the resident for the connection to the home. Councilmember Norton stated this would be ideal to offer residents another choice when it comes to internet in the home. Councilmember Hutchinson stated competition in the market is good for everyone. Councilmember Winston is looking forward to this option as unlimited data is currently very expensive and increased internet speed is very much needed. Vice Mayor Dorcey moved to approve a license and right-of-way agreement with Wyyerd Connect, LLC, to install, operate, maintain and repair cable in the right-of-way (ROW); seconded by Councilmember Shapera. 2 Regular Meeting - Council Minutes October 19, 2021 Vote: 7 - 0 Passed - Unanimously 7. CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS The City Council may not act upon any matter in the City Manager's summary but may have general comment or questions. City Manager Dyches introduced Martina Longoria, the new Management Support Specialist, Sr., in the Administration department. Ms. Longoria has over twenty years of administrative experience and stated she is excited to be here to support staff. 8. MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS The Mayor and City Council may not discuss or act upon any matter in the summary unless the specific matter is properly noticed for legal action. Councilmember Delgado stated there was a CDAC meeting on Wednesday, October 13, and the CDBG grant for a walking path was approved for $500,000. He also met with members of a local church executive board who would like to work with El Mirage on community assistance. Councilmember Delgado added that there was a flag burning ceremony at the American Legion where they were able to honorably dispose of 1000 American flags. He asked everyone to let him know of any flags in need of disposal. Councilmember Norton stated she attended the reopening of the Dysart High School auto shop. She met with a group of people working together to prepare students for careers in the automotive industry. Councilmember Shapera stated he would like to see information regarding blood drives added to the City website. He also reminded everyone that the electronic billboards are available for the City to utilize in getting information out to residents. Councilmember Winston stated she would be at Mesa Community College this Saturday with Police Chief Marzocca to support Battle of the Badges. There will also be a tailgate party with candy for children. Mayor Hermosillo reminded everyone the Fall Festival is taking place on Friday, October 29. She also wished Councilmember Norton a happy birthday. 9. EXECUTIVE SESSION 1. Consideration and action to adjourn into Executive Session pursuant to A.R.S. §38-431.03.A.1. to establish annual performance goals for the City Manager per employment agreement. Vice Mayor Dorcey moved to adjourn into Executive Session; seconded by Councilmember Shapera. Vote: 7 - 0 Passed - Unanimously 10.
