ROLL CALL
Present: Mayor Alexis Hermosillo; Vice Mayor Monica Dorcey; Councilmember Ryan Eldridge;
Councilmember Scottie Gentry; Councilmember Anita Norton; Councilmember Jacque
Parsons; Councilmember Donna Winston

CALL TO ORDER - meeting was called to order at 5:00 p.m.

WORK SESSION PRESENTATION
 
1.
Work session to provide background and overview of the budget process.
Budget and Program Manager Macy Walker, from the Office of Management and Budget, gave
a PowerPoint presentation for an overall description of the budgeting process including the
Strategic Plan, Budget Process, Capital Improvement Plan (CIP), and various Funds and
Accounts. Ms. Walker described the Budget Stakeholders to include Residents, City Council,
City Manager, OMB, Departments, and Finance.  She then explained the Council's budget
responsibilities, which include decisions on utility fees, capital improvement plan, personnel
requests, tax levy, and the tentative and final budget approvals. The entire budget cycle runs
from November through May.  Ms. Walker pointed out future work sessions to explain various
portions of the budget to include Strategic Plan Update and CIP, Development Impact Fees and
Revenues, CIP (continued), Utility Rate Study, State Statutes and City Code, and Zoning Code
and General Plan.  She also provided Council members with the current Financial Management
Policies.
