ROLL CALL
Present: Mayor Alexis Hermosillo; Councilmember Monica Dorcey; Vice Mayor Jacquelyn Parsons;

CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this
time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City
Council as a whole. At the conclusion of the Call to the Public, individual City Council members
may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up
on the matter, and/or (3) direct that the matter be put on a future agenda.
Resident Steve Gilliam complimented new employee Winston Pierce. Mr. Gilliam spoke about
federal funding, the newly acquired "wash" needing to be fixed, the speed limit on Acoma does not
work and requested the direction of the podium to be moved.
Resident Tom George stated the firefighter event was great. He also stated that live-streaming is
awesome, and it should be done in Work Sessions as well. Mr. George also commented on movie
night in the park is coming up this weekend.

CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired
regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted
on separately.
 
1.
Consideration and action to approve the minutes of the Work Session and Regular Council meeting
held Wednesday, February 19, 2025. (City Clerk)

2.
Consideration and action to approve a request and acceptance of grant funds, if awarded from the
Arizona Governor's Office of Highway Safety (GOHS) in an approximate amount of $56,697 as
funds for Police Traffic Services/Speed Control for the El Mirage Police Department, and authorize
Finance to make the necessary budget transfers. (Grants/Police)

Consideration and action to approve a request and acceptance of grant funds, if awarded from the
Arizona Governor's Office of Highway Safety (GOHS) in an approximate amount of $25,000 as
funds for DUI Overtime and Enforcement for the El Mirage Police Department, and authorize
Finance to make necessary budget transfers. (Grants/Police)
  
 
4.
Consideration and action to approve the first of four one-year amendment extensions to the current
Senior Center congregate meal service agreement with Banner Olive Branch Senior Center in an
amount not to exceed $70,000, with all other terms and conditions remaining unchanged. (Parks and
Recreation)
  
 
5.
Consideration and action to waive the competitive bid process and enter into a professional service
contract with TischlerBise Inc. in an amount not to exceed $96,320 and authorize the Finance
Department to transfer funds from Contingency to the proper account. (Administration)
Vice Mayor Parsons moved to approve Consent Agenda items 5.1 through 5.5; seconded by
Councilmember Winston.
Vote: 7-0 Passed - Unanimously

REGULAR AGENDA
 
1.
Consideration and action to adopt Ordinance O25-03-01 amending El Mirage Code Section §32.003
Duties of Office and §32.041 Vice Mayor. (Council)
Councilmembers discussed Ordinance O25-03-01 changing the word "may" to "shall" so it is
transparent about when the new member will be seated on the council as well as when the new Vice
Mayor will be appointed.
Vice Mayor Parsons moved to adopt Ordinance O25-03-01 amending El Mirage Code Section
§32.003 Duties of Office and §32.041 Vice Mayor, with the stipulation to vote on the Vice Mayor in
December after the new council has been seated; seconded by Councilmember Norton.
Vote: 7 - 0 Passed - Unanimously
  
 
2.
Consideration and action to adopt a notice of intent to increase water or wastewater rates or rate
components, fees or service charges and set the public hearing date for May 6, 2025, pursuant to
A.R.S. Section § 9-511.01.  (Administration)
Macy Walker, Budget Manager, gave a presentation on Utility Fee Changes and Wastewater fee
changes. Ms. Walker stated the council must adopt a notice of intent to increase water, wastewater
components and set the date for public hearing for at least 60 days after adoption of notice of intent.
The public hearing date is set for May 6, 2025, pursuant to A.R.S. Section § 9-511.01. 
Vice Mayor Parsons moved to adopt a notice of intent to increase water or wastewater rates or rate
components, fees or service charges and set the public hearing date for May 6, 2025, pursuant to
A.R.S. Section § 9-511.01; seconded by Councilmember Winston.
Vote: 6 -1 Passed

Consideration and action to adopt a notice of intent to change certain fees, which could include
adding, deleting, increasing or decreasing fees, not sooner than 60 days from the date of posting the
notice pursuant to A.R.S. Section § 9-499.15 and 9-511.01.  (Administration)
Macy Walker, Budget Manager, gave a presentation on Utility Fee Changes and Wastewater fee
changes. Ms. Walker stated the council must adopt a notice of intent to change certain fees, which
could include adding, deleting, increasing or decreasing fees, not sooner than 60 days from the date
of posting the notice pursuant to A.R.S. Section § 9-511.01. Ms. Walker discussed the maximum fees
that may be charged. Fire fee changes are mainly the fire alarm system, as well as the fire sprinkler
system pieces, which are now combined into one fee for each category, and the fire alarm. Ms.
Walker also discussed the property tax fee change and defined truth in taxation statutory requirement
to notify property taxpayers of the intent to collect more levy and property tax than from the last year,
regardless of the change in rate.
Vice Mayor Parsons moved to adopt a notice of intent to change certain fees, which could include
adding, deleting, increasing or decreasing fees, not sooner than 60 days from date of posting pursuant
to A.R.S. Section § 9-511.01; seconded by Councilmember Winston.
Vote: 6 -1 Passed
NAY: Councilmember Gentry
  
 
4.
Consideration and action to live-stream all City Council Meetings, Council Work Sessions, and Parks
and Recreation Committee Meetings. (Council)
Discussion centered on having all City Council Meetings, City Council Work Sessions and Parks
and Recreation Committee meetings live-streamed to the public. Tom Bacome, Information
Technology Director, discussed what constitutes live-streaming. There are two different streams right
now; Microsoft Teams and Granicus.  Microsoft Teams is currently used to facilitate the call to the
public and Granicus is used to view the meetings, which are only in Council Chambers because the
equipment is permanently mounted there. 
Vice Mayor Parsons moved to approve to live-stream all City Council Meetings, Council Work
Sessions, Planning and Zoning meetings and Parks and Recreation Meetings; seconded
Councilmember Norton.
Vote: 6 - 1 Passed
NAY - Councilmember Dorcey

CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS 
The City Council may not act upon any matter in the City Manager's summary but may have general
comment or questions.
The City Manager did not have any comments.
 
8.
MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS 
The Mayor and City Council may not discuss or act upon any matter in the summary unless the
specific matter is properly noticed for legal action.
Vice Mayor Parsons attended the opening of the Station, the firefighter tournament and the Avanti
Windows site and had the opportunity to read to the students at El Mirage Elementary this week. 
Councilmember Dorcey discussed the firefighter tournament scholarship fundraising Dysart High
School students. Councilmember Eldridge attended the charity firefighter tournament and thanked
the Police Department for doing a great job for finding drugs in the most recent bust and looking
forward to the movie in the park this week. Councilmember Gentry attended the corn hole

tournament and had a great time and is looking forward to movie in the park. Councilmember
Norton gave a shout-out to the NET team for finding Fentanyl and reported on the Avanti
Window's site tour. She encouraged residents to go and visit the site. Councilmember Winston 
enjoyed the firefighter event. Mayor Hermosillo attended the firefighter event and had a great time
with family and friends.
