Dear City Council Members,  
 
The Summit Infrastructure Group, LLC team wishes to thank the City of El Mirage for the 
efforts thus far on Summit’s application to operate within El Mirage. Summit is an existing 
telecommunications carrier in various states and is focused on high capacity networks.  Summit 
has existing network assets in Virginia and Ohio, along with a new build in process in Illinois. 
Summit (and its affiliates) owns and operates over 1,000 linear miles of infrastructure across our 
existing metro markets. Summit is certificated in Arizona to provide point-to-point 
telecommunication services – facilities based and it holds certificates to provide 
telecommunications services in Texas and Maryland. Summit is proud to be in good standing in 
the states where it is registered as a telecommunications service provider.  
 
Summit intends to offer dedicated, point-to-point telecommunications services (facilities based) 
such as wavelength, ethernet, and dark fiber service for high-speed data transport. Summit 
intends to serve all types of commercial/business customers, including enterprise and wholesale 
telecommunications customers. In providing these services, Summit will compete with existing 
telecommunication providers (IXCs, CLECs, ILECs, and private line providers) within the City 
of El Mirage.  
 
The services provided for the routes depicted in our License Agreement Exhibit A will include 
high-capacity services to support a wide range of telecommunications services to other areas 
within Maricopa County.
