ROLL CALL
Present: Mayor Alexis Hermosillo; Vice Mayor Jacque Parsons; Councilmember Monica Dorcey;
Councilmember Ryan Eldridge; Councilmember Scottie Gentry; Councilmember Anita Norton
Absent: Councilmember Donna Winston

PRESENTATION
1.
Presentation of the 2024-2025 Digital State of the City by Mayor Alexis Hermosillo.

Mayor Hermosillo shared the 2024-2025 Digital State of the City video.
2.
Presentation and recognition of Detective Sebero “Frank” Torres as the recipient of the 2024
Veterans' of Foreign Wars (VFW) Police Officer of the Year Award. (Police Department)
Members of the Veterans' of Foreign Wars Post 285 presented Detective Sebero "Frank" Torres
with the 2024 VFW Police Officer of the Year Award, recognizing his outstanding work in public
safety.
4.
PROCLAMATION
1.
Recognizing February 19, 2025 as Sharon Antes Day. (Administration)
Mayor Alexis Hermosillo read a Proclamation declaring February 19, 2025, as Sharon Antes Day.
5.
CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this
time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City
Council as a whole. At the conclusion of the Call to the Public, individual City Council Members
may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow
up on the matter, and/or (3) direct that the matter be put on a future agenda.
No public comments were received.
6.
CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion is
desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda
and voted on separately.
1.
Consideration and action to approve the minutes of the Work Session held Monday, February 3,
2025, and two Work Sessions and the Regular Council meeting held Tuesday, February 4,
2025. (City Clerk)
2.
Consideration and action to approve Resolution R25-02-01, including the attached Exhibit "A"
enacting and adopting a supplement (S-15-2024) to the Code of Ordinances through December
2024. (City Clerk)
3.
Consideration and action to accept Arizona Lottery Funds (ALF) from Valley Metro in an
estimated amount of $90,694 for local and regional dial-a-ride services with the Foundation for
Senior Living, and for para-transit services with Valley Metro, for FY2025 and authorize the
Finance Director to make the necessary budget transfers. (Grants)
4.
Consideration and action to approve a purchase of goods and services from Empire Pump
Corporation in an amount not to exceed $163,285.25 for the rehabilitation of well site equipment
as part of Capital Improvement Project 62065 and authorize the finance department to make any
necessary transfers. (Public Works)
Vice Mayor Parsons moved to approve the Consent Agenda Items 1-4 as presented with
corrections to the regular meeting minutes for February 4, 2025, Item 7-1; seconded by
Councilmember Dorcey.
Vote: 6 - 0 Passed - Unanimously

7.
REGULAR AGENDA
1.
Public Hearing, closure of Public Hearing followed by consideration and action to recommend to
the Arizona Department of Liquor Licenses & Control approval/disapproval of an application for
a new license #318724 for Walmart Fuel Station #4336, located at 12900 W Thunderbird Rd, El
Mirage, AZ, 85335. (Police)
Mayor Hermosillo opened the Public Hearing.
Assistant Chief Hildebrandt gave a PowerPoint presentation on the required background check for
review of liquor license applications.
No public comments were received, Mayor Hermosillo closed the Public Hearing.
Vice Mayor Parsons moved to recommend approval to the Arizona Department of Liquor
Licenses & Control for license #318742 for Walmart Fuel Station #4336, located at 12900 W.
Thunderbird Road, El Mirage, AZ 85335 as presented, seconded by Councilmember Dorcey.

CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS
The City Council may not act upon any matter in the City Manager's summary but may have
general comments or questions.
No comments were provided.
9.
MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS
The Mayor and City Council may not discuss or act upon any matter in the summary unless the
specific matter is properly noticed for legal action.
Mayor Hermosillo - meetings at the State Capital regarding the food tax, and Public Safety Day.
Vice Mayor Parsons - meetings at the State Capital
Councilmember Dorcey - thanked the Mayor for the Annual Report
Councilmember Eldridge - Public Safety Day, thanked City Clerk Sharon Antes for her service,
and El Mirage Fire Department Cornhole Tournament
Councilmember Gentry - Public Safety Day, El Mirage Cares - Teen Dating, Dysart High School
Event, Buckeye Air Show, and memorial for former Vice Mayor and Councilmember Almond
Cutright.
Councilmember Norton - El Mirage Cares - Teen Dating, and upcoming Autism Event
10.
EXECUTIVE SESSION
1.
Consideration and action to adjourn in to Executive Session pursuant to A.R.S. § 38-431.03(A)(3),
for discussion or consultation with the City Attorney regarding legal matters related to public
participation, virtual call to the public, virtual council member attendance, and the Mayor’s
authority in managing and allowing virtual and in-person engagement at Work Sessions and City
Council meetings. (Administration)
Vice Mayor Parsons moved to adjourn into Executive Session; seconded by
Councilmember Dorcey.
Vote: 4 - 2 Passed.
