CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this
time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City
Council as a whole. At the conclusion of the Call to the Public, individual City Council Members
may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow
up on the matter, and/or (3) direct that the matter be put on a future agenda.
Jeff Lach, a resident, received a call from his homeowners' association manager stating
landscapers had found a deceased dog underneath the bushes in front of his property and
contacted the city, but was unaware the city was closed on Fridays. He contacted the
non-emergency number for the Police Department, and they sent someone out. He would also like
the Police Department to circle the neighborhoods more often during the holidays to cite or give
warning to residents who deploy commercial-grade fireworks.
Steve Gilliam, resident, stated he would like the residents that attended the events at Gentry Park
to attend council meetings and requested the podium be turned around so that he does not have to
speak with his back to the audience.
Ricardo Rodriguez, resident of Surprise, thanked Vice Mayor Parsons, Councilmember Eldridge,
Councilmember Gentry and Councilmember Norton for supporting transparency for El Mirage
residents.

CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion is
desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda
and voted on separately.

1.
Consideration and action to approve the minutes of the Work Session and Regular Council
meeting held Tuesday, March 4, 2025. (City Clerk)
  
 
2.
Consideration and action to approve a purchase of three (3) servers for an amount not to exceed
$35,000 ($33,084.02 plus a contingency of $1,915.98), from SHI utilizing NASPO Computer
Equipment contract 23026-C000001140517. (Information Technology)
  
 
3.
Consideration and action to approve a purchase of goods and services from Empire Pump
Corporation in an amount not to exceed $138,950.65 for the rehabilitation of well site equipment
as part of Capital Improvement Project 62065 and authorize the finance department to make any
necessary transfers. (Public Works)
  
 
4.
Consideration and action to approve a sole source purchase through Aqua Aerobic Systems for the
replacement of effluent filter media at the City's water reclamation facility (WRF) in an amount
not to exceed $37,831.04. (Public Works)
Vice Mayor Parsons moved to approve Consent Agenda Items 1-4 as presented with corrections
to the minutes for March 4, 2025, Item 4-1; seconded by Councilmember Dorcey.
Motion passed unanimously (7/0).
  
 
5.
REGULAR AGENDA
 
1.
Consideration and action to approve a wired telecommunications license and right-of-way use
agreement with Summit Infrastructure Group LLC to install, operate, maintain and repair cables in
the right-of-way. (Development Services - Engineering)
Tessa Wessel, Assistant Engineer, gave a presentation on the wired telecommunications license
and right-of-way use agreement with Summit Infrastructure Group LLC, and introduced Jason
Coffin, Vice President, of Summit Infrastructure Group. Ms. Wessel discussed Summit
Infrastructure Group proposing a route along Peoria Avenue from Dysart Road to El Mirage Road
to provide telecommunications services to commercial and business customers.
Mr. Coffin provided background and information for Summit Infrastructure Group along with the
names of several sister cities where they currently operate. Councilmember Norton asked if this
was for Peoria Avenue. Mr. Coffin replied that Peoria Avenue is one of the routes being proposed,
but there has not been a specific side of the road selected at this time.
Vice Mayor Parsons moved to approve a wired telecommunications license and right-of-way use
agreement with Summit Infrastructure Group LLC to install, operate, maintain and repair cables in
the right away as presented; seconded by Councilmember Dorcey.
Motion passed unanimously (7/0).
  
 
6.
CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS 
 
 The City Council may not act upon any matter in the City Manager's summary but may have
general comments or questions.
Robert Nilles, Deputy City Manager, made no comments at this time.

MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS 
 
The Mayor and City Council may not discuss or act upon any matter in the summary unless the
specific matter is properly noticed for legal action.
 
Mayor Hermosillo provided a summary on the National League of Cities Conference. She and
other Councilmembers attended events and sessions regarding housing, federal grants and youth
after-school programs. On day two, they visited with Congressman Gosar and Senator Kelly's
office, where they provided an overview of El Mirage and some areas that needed support. On
day three, they went to high-level briefings regarding Luke Air Force Base with the Air Force
Department of Defense. Mayor Hermosillo also noted that former Councilmember Manuel
Gonzalez passed away, and his services will be held on Friday at Sun West Funeral Home in El
Mirage. In addition, she stated the coffee shop, The Station and the whole facility opened on
March 10, 2025, and there would be a job fair on March 26, 2025, from 12:00 p.m. to 5:00 p.m. at
the El Mirage City Library with key employers like CarMax and CMS Cooling.
Vice Mayor Parsons stated she had fun in Washington, DC and was able to visit the White House.
Also, the music in the park was a great event and enjoyed seeing everyone showing their talent.
Councilmember Eldridge stated he had a lot of fun at the music in the park event and was excited
about the movie in the park this weekend.
Councilmember Gentry stated the National League of Cities was an experience, and she met
mayors from all over the United States and made some good connections. She also stated she
knew former Councilmember Gonzalez her whole life and sent her condolences to the family.
Councilmember Norton stated she was very impressed with the meeting with Congressman Gosar.
She stated there were great sessions on grant opportunities and many grants that El Mirage had
never heard about before. She is looking forward to exploring how El Mirage can benefit from
those opportunities. She also attended an after-school youth program presentation and was able to
speak with various representatives and organizations that had really successful programs. She also
stated that El Mirage did not rank high enough in the Community Development Block Program,
reviewed by the Community Development Advisory Committee in order to receive grants.
