RESIDENTIAL STREETLIGHT PROGRAM  
Residents may request new streetlights along any residential public roadway within the City limits; 
private streets, alleys, parking lots and private properties are not eligible for this program.  
To begin the process for requesting a streetlight through the El Mirage Engineering Division, please 
read, complete and return the form on page 2 to the City in person or via mail to the address listed 
on page 2.  Any questions regarding the application can be directed to the Engineering Division at 
(623) 876-2974 or engineering@elmirageaz.gov.
PROCESS 
•
Engineering staff will perform an investigation to determine if an additional streetlight is
warranted and, if so, the best location(s) for the light(s).
•
If a light is warranted, the Engineering staff will create and send the requestor a petition with
an exhibit showing the proposed streetlight location(s).
•
The requestor will circulate the petition to the properties within the area for signatures.
•
A minimum of 75% of the properties within the petition boundary must sign the petition and
indicate "YES" for the request to be completed.  Signatures from an owner or an occupant
are acceptable.  Occupants are responsible for notifying the owner(s).
•
The original petition form must be returned in person or mailed to the City.
•
The streetlights will be installed at no cost.
NOTES 
•
Petitions must be completed and returned to the City within three months.  Once the petition
is returned, verified and determined to meet the requirements, the streetlights will be ordered.
Installation may take up to 120 days from approval.
•
Petitioners should be aware that new service poles might need to be installed when existing
poles are not available to support the additional streetlights. In areas where electrical service
is available only from the rear of private property, the affected property will need to grant
permission to Arizona Public Service Electric Company (APS) access to the power source.
Upon completion, trenched areas will be back filled to the original grade and re-seeded.
•
Streetlight(s) cannot be considered for removal for at least one year after installation.  The
process to remove streetlight(s) follows the same petition requirements.  All costs associated
with the removal/modification of streetlight(s) shall be the sole responsibility of the petitioning
residents.

Residents may request streetlights through the El Mirage Engineering Division.  Please read 
the program on page 1 to understand the process.  Streetlights will require the requestor to 
obtain signatures through a formal petition.  Signatures from an owner or an occupant are 
acceptable. Occupants are responsible for notifying the owner(s).
