ADDENDUM NO. 1
TO SECURITY GUARD SERVICES AGREEMENT BETWEEN THE CITY OF EL
MIRAGE AND UNIVERSAL PROTECTION SERVICES, LP
DBA ALLIED UNIVERSAL SECURITY SERVICES
THIS ADDENDUM NO. 1 to the Security Guard Services agreement and any
subsequent agreements or addendums is made and entered into this 1st day of July 2025, by
and between the City of El Mirage, an Arizona municipal corporation (“City”), and
UNIVERSAL PROTECTION SERVICES, LP DBA ALLIED UNIVERSAL SECURITY
SERVICES (“Contractor”).
RECITALS
A. WHEREAS City entered into an agreement with Contractor effective on July 1, 2025, for
Security Guard Services (“Agreement”),
B. WHEREAS, City entered into an amended agreement, Addendum No. 1, with Contractor
effective July 1, 2025 for security guard services (“Agreement”),
C. WHEREAS, the Parties desire to amend the terms of the Original Agreement as described
herein;
D. WHEREAS The City is authorized and empowered by provisions of the City Code to
execute agreements for professional services by and through its City Manager.
ADDENDUM
NOW, THEREFORE, in consideration of the mutual promises and obligations set forth herein,
the parties hereto agree that the following addendum hereby replace any previous terms:
1. El Mirage City Court security guards shall be assigned to work at the El Mirage City
Court during hours when the El Mirage City Court is open to the public. Currently,
requested service hours are Monday through Friday, 8:00 a.m. to 4:30 p.m., excluding El
Mirage City Court observed holidays. Each workday includes a 30-minute unpaid lunch.
The El Mirage Presiding Judge, El Mirage Court Administrator and/or designee may
request additional or modified hours as needed and/or based on hours/days of operation
changes.
2. Security guards assigned to the El Mirage City Court shall be provided by a security
guard agency licensed by the Arizona Department of Public Safety (AZDPS). The
security guard agency must keep AZDPS license in good standing.
3. Any regularly assigned, temporary, or substitute security guard provided to work for the
El Mirage City Court will adhere to all state laws, and City of El Mirage, El Mirage City
Court, and the Arizona Code of Judicial Administration policies, regulations, procedures,
and requirements. In addition, any security guard assigned to the El Mirage City Court
shall possess the ability, skills, qualifications, credentials, training, and equipment

required by state law, City of El Mirage, El Mirage City Court, and the Arizona Code of
Judicial Administration.
4. Any security guard assigned to the El Mirage City Court shall uphold a professional
appearance, uniform, and clothing while on duty, including, but not limited to, their face
being clearly visible. Any exception requires prior approval by the El Mirage Presiding
Judge or Court Administrator or designee.
5. Security guards assigned to the El Mirage City Court shall have successfully completed
the Court Security Guard Training Academy through the Administrative Office of the
Courts.
6. Security guards assigned to the El Mirage City Court shall successfully complete all
annual court security training conditions to maintain AZDPS security licensing. Proof of
completion shall be provided to the El Mirage Presiding Judge or Court Administrator or
designee annually by December 31 of each year.
7. Security guards permanently assigned to the El Mirage City Court shall be armed with
only firearms, ammunition, and equipment permitted under the Arizona Code of Judicial
Administration, City of El Mirage, and El Mirage City Court. Any armed guard must:
A) Have passed psychological testing meeting minimum standards established by
the Arizona Administrative Director of the Administrative Office of the Court
(Director) or designee. The security agency will provide completion of the
assigned guard’s successful psychological clearance to the El Mirage City
Court within a week of the guard’s assignment or execution of this addendum.
B) Have successfully passed a national criminal history records check;
C) Have successfully completed and demonstrated proficiency in all required
training according to Arizona law, City of El Mirage Court, and Arizona Code
of Judicial Administration;
D) Be medically and physically able to perform the job duties of an armed court
security guard;
E) Have successfully completed the Court Security Guard Firearms Training
Academy with the firearm intended for use;
F) Have successfully completed a competency test and training course approved
by Arizona Administrative Director of the Administrative Office of the Court
or designee.
G) Shall have successfully completed all firearm training and qualifications
necessary to maintain AZDPS armed security guard licensing.
8. Armed guards assigned to the El Mirage City Court must have knowledge of and adhere
to Arizona law, El Mirage City Court, and Arizona Code of Judicial Administration
requirements on the use of force.
9. Firearms are prohibited while on duty under the following conditions:
i. If the guard is under the influence of alcohol, cannabis/marijuana, drugs,
medication, or sleep deprivation, that could affect the guard’s ability or
judgment;
ii. If the guard is injured or in a physical, psychological, or emotional
condition causing inability to use a firearm properly;
iii. If prohibited under state law or the Arizona Code of Judicial
Administration;

iv. When the El Mirage Judge, or El Mirage Court Administrator, or designee
directs the guard not to carry a firearm.
10. If the El Mirage City Court permits an assigned security guard to carry a Conducted
Electrical Weapon (CEW), such assigned security guard must have completed CEW
training based on the CEW manufacturer's specifications and delivered by a certified
CEW instructor. To carry a CEW, a guard must attend and successfully complete a yearly
training. CEW training and qualifications must be submitted to the El Mirage Presiding
Judge, Court Administrator, or designee by December 31 of each year. CEW must be
carried in a holster, which must be carried on a duty belt or on a tactical vest. If the guard
is armed, any CEW must be carried on the opposite side of the guard’s firearm.
11. In the event that the regularly assigned security guard is ill, on vacation, or in training,
the security company will provide an unarmed security guard within a reasonable amount
of time, not to exceed 2 hours, upon notification. The primary objective is to have timely
coverage for screening at the El Mirage Court facility.
12. If the currently regularly assigned security guard stationed at the El Mirage City Court
ends employment, the El Mirage City Court will be given the opportunity to participate in
and approve the selection of a replacement to be regularly assigned to the El Mirage City
Court.
13. If the currently regularly assigned security guard stationed at the El Mirage City Court
ends employment, the Court will be given the option to have any regularly assigned
replacement security guard armed or unarmed and/or able to use intermediate weapons,
including but not limited to chemical irritants, impact weapons, and CEWs.
14. All other terms and conditions of the Original Agreement and any addendums remain
unchanged and in full force and effect unless they conflict with the above 13 conditions,
where in such case, the numbered 13 conditions contained in this Addendum #1 control.

IN WITNESS WHEREOF, the parties have executed this Addendum as of the date and year set
