Glendale Police Department West Valley Real Time Crime Center
1. Why the item is necessary: Provide a concise explanation of the issue or opportunity
the item addresses and why it is essential to act.
The Glendale Police Department is offering the El Mirage Police Department the
opportunity to join a pilot program called West Valley Real Time Crime Center
(WVRTCC), along with Mesa PD, Scottsdale PD, Phoenix PD and Tempe PD. The
WVRTCC allows the syncing of over 1,500 live cameras, license plate readers and
drones to give police an opportunity to have eyes on any scene before officers arrive.
Dispatching drones can give patrol officers a heads-up on what to expect during
calls. This information can immediately de-escalates the dangers for police and the
public.
2. How the item benefits the City: Summarize the positive outcomes or improvements
the item will bring to City operations, services, or long-term strategic goals.
The WVRTCC will consist of Glendale, their partners and El Mirage camera feeds of
their choice into a technology-driven support center. Camera feeds may include
either traffic or security cameras owned or operated by their respective agency or
feed from other partnerships and agreements. As this is a pilot project, no costs have
been established at this time. However, El Mirage acknowledges that upon the start
of the official program, the cost will be discussed at that time. El Mirage will also be
responsible for maintenance or operational costs, which may include personnel
costs, third-party subscriptions, as well as any other costs identified or obtained as a
result of this agreement.  Avondale PD, Buckeye PD, and Surprise PDs are also
considering participation in this pilot program.
3. How it impacts residents: Highlight the direct or indirect effects on the community,
focusing on how residents will experience changes or improvements.
Combining technology, resources, and personnel can better serve West Valley
Communities, safeguard the well-being of our community, and enhance citizen and
officer safety. Advanced technology is revolutionizing how cities locate, prevent and
mitigate crime. WVRTCC operators are using this technology to their advantage to
map and integrate various law enforcement tools such as computer aided dispatch
(CAD) automated police vehicle locator (AVL), license plate readers (LPR), city
owned and other authorized CCTV cameras. Live access to local business cameras
can greatly increase the effectiveness and efficiency of protecting community
businesses as well as customers. These tools allow WVRTCC operators the ability

to be virtually on-scene prior to the call being dispatched. This allows the operators
to provide first responders with critical information to specific incidents, provide
situational awareness ahead of officer arrival, and enhance investigative
capabilities of the department.

1. Agreement review and risk assessment internal to El Mirage. A project
charter covering the agreement/risks has already been created and can be
shared as needed.
2. Insurance and indemnification provisions: A more robust Intergovernmental
Agreement will likely cover this after the pilot program is complete.
3. Data-sharing compliance or legal services: After the pilot program is
complete, a more robust intergovernmental agreement will likely cover this.
5. Why the item is critical or time-sensitive: Provide reasoning for the urgency,
including deadlines, funding opportunities, or alignment with strategic priorities.
Utilizing the WVRTCC technology can greatly increase the El Mirage Police
Department’s success in solving major crimes like homicides, burglaries, robberies,
and stolen vehicles. With so many systems available, integration in this technology
is key to having an efficient workflow, which can increase officer response times, de
-escalate the dangers for officers and citizens, and increase the opportunity to solve
violent crimes.
