ROLL CALL

CALL TO ORDER - meeting called to order at 6:00 p.m.

Introduction of New Employees
Chief Paul Marzocca gave a brief background history and introduced the following new Police
Officers and one Police Assistant in the El Mirage Police Department: Bryce Briggs, John
Keenan, Jack McCombs, Diego Perez, Ali Sabet, Phepborai San, John Van Bronckhorst, Dylan
Wendt and Robert Reyes, Police Assistant.
Sean VanRoenn, Parks and Recreation Director, gave a brief background history and introduced
Trina Miller, Senior Management Support Specialist, in the Parks and Recreation Department.
 
3.
CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at
this time. Comments shall be limited to three (3) minutes per person and shall be addressed to
the City Council as a whole. At the conclusion of the Call to the Public, individual City Council
Members may (1) respond to criticism made by those who have spoken, (2) direct staff to
review or follow up on the matter, and/or (3) direct that the matter be put on a future agenda.
No public comments received.
 
4.
CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion is
desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda
and voted on separately.

Consideration and action to approve the minutes of the City Council Work Session held Tuesday,
July 1, 2025, the Regular City Council meeting held Tuesday, July 1, 2025, and the Special City
Council meeting held Tuesday, July 8, 2025. (City Clerk)
At Councilmember Gentry's request, this item was pulled from Consent for consideration
and action on the Regular Agenda as 5.1.a. Councilmember Dorcey moved to approve the
minutes as presented and submitted with the Council Agenda. Motion failed for lack of a
second. Councilmember Norton moved, seconded by Mayor Hermosillo, to table the
approval of the minutes to make the necessary corrections. 
Motion Carried. (6/1)

2.
Consideration and action to request and accept funds, if awarded, for a Community Impact Grant
Proposal from Arizona Public Service (APS) in an approximate amount of up to $10,000 to support
El Mirage Special Events and authorize Finance to make necessary budget transfer. (Grants/Parks
and Recreation).
 
  
 
3.
Consideration and action to authorize the City Manager to enter into a contract with
HiveTechnology Inc. for project management software and approve the purchase in an amount
not to exceed $35,064 for fiscal year 2026. (Administration)
 
  
 
4.
Consideration and action to approve a purchase with CDWG for a Cisco network switch, cabling,
associated software and maintenance utilizing the National IPA contract (2018011-01) in an amount
not to exceed $40,000 ($34.416.97 plus a contingency of $5,583.03). (IT/Police)
 
  
 
5.
Consideration and action to approve the extension to the existing agreement with Idemia
(MorphoTrack) for the Police Department's LiveScan (electronic fingerprinting machine) and
portable fingerprint scanners for the amount of $7,157. (Police)
Vice Mayor Parsons moved, seconded by Councilmember Dorcey, to approve Consent
Agenda Items 4.2-4.6.
Motion carried unanimously (7/0)
 
  
 
5.
REGULAR AGENDA
Consent Agenda Item 4.1 was pulled and discussed as Regular Agenda Item 5.1.a.
5.1.a. Consideration and action to approve the minutes of the City Council Work Session
held Tuesday, July 1, 2025, the Regular Council meeting held Tuesday, July 1, 2025, and
the Special City Council meeting held Tuesday, July 8, 2025.
Mayor Hersomsillo stated this item was pulled by Councilmember Gentry. Councilmember
Gentry stated that as she was reviewing the minutes there was dialogue that was missing and
some information that was incorrect. She spoke with Jill Boltz, City Clerk, who then added more
information to the minutes. She stated that during the July 8, 2025, Special City Council meeting,
the City Attorney asked the councilmembers questions and the dialogue surrounding references
that were made about page 64 of the council handbook were not included in the minutes. In
addition, at the end of the minutes, it stated that Vice Mayor Parsons motioned for a second

meeting to continue the conversation when, in fact, Councilmember Dorcey made the motion that
night.
Mayor Hermosillo stated there were some corrections to the minutes, and she would be agreeable
to those corrections. 
Councilmember Gentry stated the City Clerk made some corrections that they had spoken about,
but there were things that were still not clear. She stated that minutes are legal documents and if
the minutes are not correct, then it is misleading and does not provide transparency to the public.
Councilmember Dorcey stated the minutes of meetings are not to be word-for-word record. That
is the reason meetings are recorded. Councilmember Dorcey motioned to approve the minutes as
they were presented by staff; seconded by Vice Mayor Parsons.
Councilmember Norton stated she was not present at the meeting but did watch the meeting upon
her return. In addition to the points made by Councilmember Gentry, in the past, when a
consensus was needed to move forward with an item, and it was not unanimous, remarks made
by those opposing moving forward were recorded. During that meeting, Councilmember Gentry
and Councilmember Eldridge opposed, but there was no mention of why they opposed in the
minutes. There was a lot of word-for-word verbatim in the minutes, but nothing written when
Councilmember Gentry was pointing out what the code of conduct says regarding verbal
complaints. She stated the minutes were verbatim for certain comments made by certain
councilmembers. The City Clerk is supposed to sign the minutes certifying the minutes are a true
and accurate record of the El Mirage City Council Special Meeting and I submit that these
minutes are not a true and accurate record. She suggested the motion should be withdrawn and
tabled to get a true and accurate record of the minutes for transparency for the public.
Councilmember Dorcey asked if Councilmember Norton was eligible to vote on the minutes
since she was not present for the meeting. Justin Pierce, City Attorney, stated yes she was
eligible to vote even though she was not present for the meeting. He asked if the maker of the
motion referred to the minutes that were presented or as amended? Councilmember Dorcey
stated her motion would include the amendments that were presented by the City Clerk. Mayor
Hermosillo asked the Vice Mayor if she still wanted to second the motion with the included
amendments. The Vice Mayor withdrew her second of the motion.
Councilmember Dorcey restated her original motion to approve the minutes as presented. No
second was heard. The motion died for the lack of a second.
Councilmember Norton motioned to table the item until the next council meeting for the City
Clerk to make the necessary corrections and amendments to obtain a true and accurate record of
the meeting; second by Mayor Hermosillo. 
Motion passed (6/1)
NAY: Councilmember Dorcey
Mayor Hersmosillo requested that in the future to have any amendments to the Council prior to
the meeting.
Councilmember Eldridge stated that he sees everyone's point of view in the minutes, but words
will be missed, and he does not think there was any purposeful reason to omit anything from the
minutes.
Mayor Hermosillo agreed with Councilmember Eldridge and does not feel there was any malice.
She stated there are audio and video records for the public to access.

CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS 
The City Council may not act upon any matter in the City Manager's summary but may have
general comment or questions.
No comments.
 
 
7.
MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS 
The Mayor and City Council may not discuss or act upon any matter in the summary unless the
specific matter is properly noticed for legal action.
Vice Mayor Parsons stated it was good to be back and see everyone again.
Councilmember Eldridge stated the Firefighter Charities put on an amazing event. He thanked
the Chief and Dysart Community Center.
Councilmember Gentry thanked everyone who reached out to her family in remembrance of her
sister, former Councilmember Sharon Quiones, who passed away. 
Councilmember Norton detailed her time and experience spent as Councilmember on the City of
El Mirage Council and her commitment moving forward to serving the residents of El Mirage
with the purpose of transparency and dedication. 
Mayor Hermosillo congratulated Vice Mayor Parsons, who was elected as Chair of the
Community Development Advisory Committee.
