WORK SESSION PRESENTATION
 
1.
Parks and Recreation Master Plan Project Update
Sean VanRoenn, Parks and Recreation Director, thanked the Mayor and Council for
participating in the meeting to receive an update on the community engagement portion of the
Parks and Recreation Master Plan. He introduced Jamie Sabbach, Founder and President of
110% Inc.
Ms. Sabbach gave an overview of the community engagement outreach that has been done
since the project started. She discussed the frequency of touchpoints with staff, advisory ask
orce, city council and with the community. She outlined the steps taken since the timeline began
in November 2024. She defined areas of strengths, weaknesses, opportunities and threats
received from the surveys conducted with the community as well as community focus groups
that have been held. She defined the survey demographics and the demographic profiles of the
survey respondents by region, gender, age, race/ethnicity, homeownership vs renter status, and
presence of childer under age 18 in the household. She outlined the details of the needs
assessment survey that focused on the positives, dislikes and improvements, demand and
interest in program options, and the demand and interest in park amenities. She stated the top
three valued park amenities discussed during the virtual engagement room were new playground
features, a new amphitheater, and new pickleball courts.
Council discussion included the addition of sports leagues, additional parking, separation of the
play area and fitness area, survey distribution methodology, the conceptual design, ADA
accessibility, splash pad placement, and the participation from the community.
Ms. Sabbach stated the next steps in the process would be working on the strategic plan which
identifies the priorities and actionable steps that will help bring the master plan to life. She
stated they will be working to finish a report in the next six to eight weeks for first review by
staff and then doing additional analysis work.
