CALL TO ORDER - meeting called to order at 5:00 p.m.

WORK SESSION PRESENTATION
 
1.
Work Session to discuss potential renovations to the City Hall Building.
Bryce Cristo, Assistant City Engineer, gave a presentation on City Hall and
Council Chambers renovations. Mr. Cristo stated that due to limited space within
the existing City Hall building, the City hired an architect to identify areas for
renovation to create additional offices, workspaces, and meeting spaces for the
next five years. The architect focused on six areas of City Hall: human
resources, front lobby, administration, finance, second floor lounge area, and
development services. The results of the design would add up to ten rooms with
a loss of two workspaces and three storage rooms. The total estimated cost of
the remodel would be $798,000.
Jorge Gastelum, Development Services Director, outlined the Council Chambers
improvements that would include: lowering the dais, bullet-proofing the dais,
carpet around the perimeter wall, floor carpet in the public seating area, new
upholstered chairs, blinds on the east wall and audiovisual improvements. The
estimated cost of the Council Chamber improvements would be $306,000.
Mr. Gastelum also presented an outline of the Council Chambers audiovisual
refresh. Mr. Gastelum stated the consultant's recommendations included:
concrete on the roof of Council Chambers, acoustical treatment of the Council
Chamber's ceiling, and fabrics to absorb sound. Additional requested
enhancements included: camera close-ups, jet noise reduction, closed
captioning, room configurations, voting buttons, display options, and microphone
audio controls. He stated the estimated cost of the audiovisual refresh was
$220,000, along with a closed caption system running $8,000 annually. The
microphone system and voting system have not yet been quoted.
Council discussion included why an asbestos survey is needed, the number of
employees who currently do not have a singular office or workspace, if the cost
of furniture was included in estimates received, the need to receive multiple

proposals for work, and the current number of people working in a combined
capacity. Mr. Gastelum added that currently, there are several employees who
are doubled up in spaces designed for one person. No proposals have been
received at this point, and the asbestos survey is required by state law.
The Council reached a consensus to move forward with preparing designs to
receive bids for the proposed renovation, not including bullet-proofing the dais
and an itemized list of the audiovisual equipment. In addition, the Council would
like additional research on the voting systems discussed during the meeting.
