A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF EL
MIRAGE, 
ARIZONA, 
AUTHORIZING 
THE 
SUBMITTAL 
OF 
AN
APPLICATION 
TO 
THE 
MARICOPA 
COUNTY 
HUMAN 
SERVICES
DEPARTMENT – HOUSING AND COMMUNITY DEVELOPMENT DIVISION
(HCD) FOR FY 2026-2027 COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) FUNDS, AND TO EXECUTE SUBSEQUENT AWARD AGREEMENTS
WHEREAS, the Maricopa County Housing and Community Development Division is an
authorized entitlement manager for the U.S. Department of Housing and Urban Development
(HUD) fund issued to cities with a population under 50,000 in Maricopa County, Arizona; and
WHEREAS, the City of El Mirage has a population under 50,000 and qualifies to apply for
community development improvement funding through the Maricopa County Housing and Community
Development Division, as part of the Urban County; and
WHEREAS, the purpose of CDBG funding is to make community development improvements
primarily to benefit low to moderate-income populations;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of El
Mirage, in Maricopa County, Arizona, that the City is hereby authorized to submit an application for
Maricopa County CDBG funds for:
El Mirage Original Town Site Roadway Improvements 
 
$550,000
A. The application to be submitted is for the FY2026-27 Community Development Block Grant
(CDBG) funds to complete the resurfacing of the streets in the original square mile of El
Mirage, stormwater upgrades, and ADA sidewalk improvements in the same area.
B. The City Manager or the designee of the City Manager is authorized to sign applications,
revise the grant proposal or grant amount, withdraw an application, pay application fees,
execute Management Implementation Agreements (MIA), and other required documents.
