SUBJECT: PEREGRINE DATA SHARING PLATFORM

At your request, | have evaluated the Peregrine data-sharing platform and found that it
would be a significant asset to the El Mirage Police Department (EMPD) and would greatly
aid in the accomplishment of the EMPD mission, “To enhance quality of life in El Mirage
by employing the best law enforcement practices...”.

With advances in mobility, communications, and computer technology, criminal activity is
now much more migratory than ever before. Criminal actors frequently cross jurisdictional
lines to commit crimes, making even the simplest of crimes a multi-jurisdictional issue.
Information sharing is one of the most powerful tools law enforcement agencies has to
combat technologically advanced and well-organized criminal actors.

The Peregrine platform is an interoperable, fully secure data analysis and integration
solution hosted in the criminal justice information systems compliant AWS Gov-Cloud. It
would deliver enhanced operational/investigative capabilities in near-real time to EMPD
officers, detectives, and crime analysts by:

e Integrating disparate data sources and streaming them into one unified
environment for search, analysis, alerting, reporting, and dashboarding use cases;

e Improving collaboration amongst agencies and better inform and prepare agencies
at city/county and state level for managing major events that impact multiple
jurisdictions;

e Gain a more comprehensive understanding of complex issues within regions -
Organized Retail Theft, Auto Theft Syndicates, Human Trafficking, just to name a
few;

e Enhancing decision-making, identifying trends more effectively, and ultimately
delivering better services to the public across jurisdictional boundaries;

e Increasing public/community transparency and confidence in EMPD’s data
releases

The Peregrine platform is currently in use by the Pinal County Sheriffs Office, the Apache
Junction Police Department, the Eloy Police Department, the Florence Police
Department, the Maricopa Police Department, the Queen Creek Police Department, and
the Glendale Police Department. Additionally, the Phoenix Police Department, Paradise
Valley Police Department, the Arizona State University Police Department, and the
Buckeye Police Department are all scheduled to come online this year.

In the 2025 session, the Arizona Legislature approved a funding bill that would provide
money directly to state, county, and local municipalities to expand the functionality of the
Peregrine platform in Arizona. The cost for EMPD to participate in this program is $55,045
per year. Under the spending bill that was passed, funds would be allocated to the City
of El Mirage to pay for EMPD’s participation in the program. Those funds are allocated
to the municipalities by the state on a first-come, first-serve basis.

The attached contract and data sharing agreements have already been reviewed and
approved by the city’s legal advisor. There are no statutory requirements for EMPD to
use Peregrine, but information sharing and cross-jurisdictional fusion is a widely
recognized industry “best practice.” While Peregrine is not the only data-sharing platform
available, they are uniquely positioned to provide this highly valuable service to EMPD
with little impact on city finances.
