DRAFT CITY OF EL MIRAGE Public Safety Personnel Retirement System Board Fire and Police Local Retirement Board 5:30 PM - TUESDAY, OCTOBER 14, 2025 Minutes 1. CALL TO ORDER - meeting called to order at 5:35 p.m. 2. ROLL CALL Present: Chairperson Alexis Hermosillo; Police Board Member Steven Braswell; Police Board Member Jason Cardoza; Fire Board Member David Cleveland; Fire Board Member William Flohr Absent: Resident Member Mircea Ionescu; Resident Member Cynthia Marano 3. CONSENT AGENDA All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted on separately. 1. Consideration and action approving the minutes of the Fire and Police Local Board meeting, held November 5, 2024. 2. Consideration and action to approve the appointment of a new local board secretary for the City of El Mirage PSPRS Fire Local Board and the City of El Mirage PSPRS Police Local Board, effective October 14, 2025. Subject to approval, the Oath of Office will also be administered. Steven Braswell moved; David Cleveland seconded to approve Consent Items 1 and 2; motion carried unanimously. 4. REGULAR AGENDA 1. Police Local Board a. Consideration and action approving the Public Safety Personnel Retirement System (PSPRS) new membership applications. Orlanda Thompson, Local Board Secretary read the following new member application names for consideration: Ali Sabet, John VanBronckhorst, Phepborai San, Diego Perez, John Keenan, Jack Mccombs, Carlos Orozco, McKenzie Porhola, Jace Morgan, and Alexcia Ortega. John VanBronckhorst, Phepborai San, John Keenan, Jack Mccombs, and Carlos Orozco are regularly assigned to hazardous duty as Police Officers and have pre-existing conditions. McKenzie Porhola and Alexia Ortega are regularly assigned to hazardous duty as Police Recruits and have pre-existing medical conditions; therefore, no application for disability retirement may be filed based on their pre-existing conditions. A letter will be mailed to each Officer and Recruit and placed in their personnel privacy files stating their preexisting condition. Ali Sabet and Diego Perez are regularly assigned to hazardous duty as Police Officers; Jace Morgan is regularly assigned to hazardous duty as a Police Recruit, but does not have pre-existing conditions. Victor Tello was excluded due to his resignation from employment with the City of El Mirage. Steven Braswell moved; Jason Cardoza seconded; motion carried unanimously. 2. Fire Local Board a. Consideration and action approving the Public Safety Personnel Retirement System (PSPRS) new membership applications. Ms. Thompson stated new membership applications for Tyler Cleveland, Cody Garrison, Jacob Nelson, and Marco Guerro-Mendoza. Tyler Cleveland and Cody Garrison are regularly assigned to hazardous duty as Firefighters and were found to have pre-existing medical conditions; therefore, no application for disability retirement may be filed based on their pre-existing conditions. Jacob Nelson and Marco Guerro-Mendoza are regularly assigned to hazardous duty as Firefighters but do not have pre-existing conditions. David Cleveland moved; William Flohr seconded; motion carried unanimously. 5. CALL TO THE PUBLIC 6. SCHEDULING AND ANNOUNCEMENTS - The Board may not discuss or act upon any matter unless the matter is properly noticed for legal action. Ms. Thompson stated the next Fire and Police Local Board meeting will be held on December 9, 2025. 7. ADJOURNMENT - Jason Cardoza moved, Steven Braswell seconded to adjourn the meeting at 5:44 p.m; motion carried unanimously.
