D R A F T REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF EL MIRAGE EL MIRAGE CITY COUNCIL CHAMBERS 10000 N. EL MIRAGE ROAD 6:00 PM -TUESDAY, JANUARY 4, 2022 Minutes 1. ROLL CALL Present: Mayor Alexis Hermosillo (via phone); Councilmember Roy Delgado; Vice Mayor Monica Dorcey; Councilmember Anita Norton; Councilmember Mike Hutchinson (via phone); Councilmember David Shapera; Councilmember Donna Winston (via phone) 2. CALL TO ORDER - Meeting called to order at 6:00 pm. Pledge of Allegiance Moment of Silence 3. PRESENTATION 1. Presentation and discussion regarding bonding and refunding opportunities. (Administration/Finance) Deputy City Manager Robert Nilles introduced William Davis, the managing Director with Piper Sandler. Mr. Davis provided a brief presentation regarding the bonding and refunding opportunities that are available to the city. Councilmember Shapera stated the city has done this previously and the city should move forward with this action. Councilmember Norton stated this would provide tremendous savings for the city. Vice Mayor Dorcey asked how a refund would affect taxpayers and Mr. Nilles explained the potential net effect of a small reduction. Councilmember Delgado asked when a decision would need to be made for the city to take advantage of this offer and Mr. Davis explained no later than the first week of April 2022. A resolution would need to be approved by Council in an upcoming meeting to begin the process. 2. Staff will provide a brief update on the current sanitation program, and discuss current stepstaken and/or recommended. (Public Works) Public Works Director Nick Russo presented information regarding the status of recycling in El Mirage. Due to a recycling facility fire, Parks and Sons is not able to properly recycle trash as they have done previously. The projected date of normal recycling processing becoming available is tentatively February 2022. He also provided information on short-term and long-term options for action. Councilmember Shapera stated the city should continue to work with Parks and Sons to avoid difficulties with other service providers. Councilmember Norton asked if there would be an additional fee for the opt-in option and how the $2.20 reduction in fees would be applied. Mr. Russo stated there would not be an additional fee for the opt-in program and the $2.20 would be credited to residents who receive residential trash service. Mr. Nilles added that the opt-in program would also allow for a reduction in recycling contamination. Councilmember Delgado asked when the opt-in program could be made available to residents and Mr. Russo stated he does not have a date for January 4, 2022 Regular Meeting - Council Minutes 2 availability yet. Councilmember Hutchinson stated the city should not continue with a recycling program, and it should be canceled now so that a reduction in fees can be applied to residents. Vice Mayor Dorcey asked when the refunds could begin to be credited to residents and Mr. Russo answered February 2022. 4. CALL TO THE PUBLIC Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City Council as a whole. At the conclusion of the Call to the Public, individual City Council Members may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up on the matter, and/or (3) direct that the matter be put on a future agenda. No comments were received. 5. CONSENT AGENDA All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted on separately. 1. Consideration and action to approve the minutes of the City Council Work Session held Monday, December 6, 2021, and the Regular Council meeting held Tuesday, December 7, 2021. (City Clerk) 2. Consideration and action to approve direction from Council relative to the performance and compensation review for the City Clerk as discussed in Executive Session on December 7,2021. (Human Resources) 3. Consideration and action to approve the destruction of municipal documents that have reached the end of their retention period as authorized under A.R.S. §41-151.19. (City Clerk) 4. Consideration and action to approve an extension of the existing Memorandum of Understanding (MOU) with the Maricopa County Attorney's Office (MCAO) for the testing of sexual assaultkits through their Sexual Assault Kit Initiative (SAKI) grant from the US Department of Justice (DOJ). (Police) 5. Consideration and action to approve the establishment of a Justice Web Interface (JWI) account with Pragmatica for ten users at $480 each for a total cost of $4,800 per year. (Police) 6. Consideration and action to approve capital improvement plan evaluation criteria.(Administration) 7. Consideration and action to approve a contract amendment with PageFreezer. (Information Technology) Councilmember Delgado moved to approve Consent Agenda items 1-7 as presented; seconded by Councilmember Shapera. Vote: 7 - 0 Passed - Unanimously 6. CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS The City Council may not act upon any matter in the City Manager's summary but may have general comment or questions. City Manager Dyches had no comments. 8. MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS The Mayor and City Council may not discuss or act upon any matter in the summary unless the specific matter is properly noticed for legal action. Councilmember Delgado thanked the Police and Fire departments for their continued efforts on the ongoing investigation into local shootings. Councilmember Norton stated she is thankful no one has been injured. Councilmember Winston asked the public to be patient regarding information being provided and to understand that during an investigation, information can not be given to the public. Councilmember Hutchinson thanked all staff for ongoing efforts. 9. ADJOURNMENT - Meeting adjourned at 6:38 pm. Alexis A.
