Please see the comments from El Mirage Technical Advisory Committee (TAC) for the 
proposed Site Plan and Conditional Use Permit.   
 
BUILDING & SAFETY 
1. The current building codes adopted by the City of El Mirage are the 2012 I-
Codes and the 2011 NEC. Please correct in the Project Data area on the 
Conceptual Site Plan 
2. Specify the IBC Occupancy Type(s) in the Project Data area on the Conceptual 
Site Plan 
ECONOMIC DEVELOPMENT  
1. No comment. 
ENGINEERING 
2. See attached memorandum.  
FIRE DEPARTMENT 
3. Will the block wall go around the perimeter? If so what type of gates will they 
have. We would require an emitter.  
4. Will they have any spray booths 
5. Fire department access around the facility. 
PLANNING & ZONING 
6. The applicant shall in writing consent to the following zoning stipulations. 
1. The right to a use and occupancy permit shall be contingent upon the 
fulfillment of all general and special conditions imposed by the 
Conditional Use Permit procedure. 
2. All the special conditions shall constitute restrictions running with the land 
and shall be binding upon the owner of the land, his or her successors or 
assigns.

3. All conditions specifically stated under any conditional use listed in Zoning 
Code Chapter 154 shall apply and be adhered to by the owner of the 
land, his or her successors or assigns. 
4. All the special conditions shall be consented to in writing by the applicant. 
5. The proposed Auto Services Use for an auto collision and glass repair shall 
not generate noise, vibrations, and odors that may become a nuisance to 
the general public.  
6. All work shall be conducted in a completely enclosed building or area.  
7. All storing of vehicles shall be kept in a completely enclosed area.  
8. No inoperable vehicles shall not be placed or stored within public’s view.  
9. Applicant shall apply for sign permits as required by zoning code 
§154.125.  
10. The applicant shall apply for and maintained a City business licenses.  
11. The applicant shall submit construction design permits for review and 
approval by the City prior to the issuance of a Certificate of Occupancy.   
12. The applicant shall address the Technical Advisory Committee review 
comments mentioned in this memorandum as instructed or with the 
construction design permit submittal.    
 
POLICE DEPARTMENT 
7. The Utilities Division has no comments regarding water/wastewater services as 
part of this application. 
PUBLIC WORKS 
8. No comments.

Below are the Engineering Division’s comments for the above referenced submittal prepared in 
November 2021. These items will have to be addressed prior to the Planning and Zoning 
Meeting. 
 
1. Change the title of the Site Plan to Gerber Collison & Glass. 
2. A Drainage Statement is required that acknowledges that the existing site is within a 
floodplain and floodway as noted in Comment #8 below. 
3. Provide Parking Calculations per Section 154.105 of the City Code. Show that the 
number of total spaces and ADA spaces (both van accessible and standard) provided 
meet the requirements of the proposed use. 
 
The below items will have to be addressed during the Construction Plan Submittal. 
 
Narrative 
4. The Narrative states that the site will be an automobile collision facility and that no new 
utilities are proposed. 
a. This facility will require a grease interceptor for the proper handling of liquid 
wastes containing grease, oil and/or sand. See Section 6-3 of the City’s Design 
and Development Standards Manual (DDSM). 
b. If applicable, runoff generated from washing vehicles and equipment shall 
conform to “Arizona Department of Environmental Quality – NOI supplement for 
Type 3.03 General Aquifer Protection Permit for Vehicles and Equipment 
Washes” (A.A.C R18-9-D303). 
 
Site Plan 
5. The Final Site Plan shall show the following: 
a. Topographic contours at a minimum interval of two feet;  
b. Traffic flow on-site;  
c. Utilities and utility rights-of-way or easements:  
i. Electric;  
ii. Natural gas;  
iii. Telephone, cable TV;  
iv. Water; and  
v. Sewer (sanitary treated effluent and storm)

d. Surface water holding ponds and drainage ditches surface water drainage arrows; 
e. Exterior signs;  
f. Exterior lighting; 
g. Number of employee and non-employee parking spaces, existing and proposed; 
h. Dimensions of the site (i.e. parking spaces, drive aisles, etc.) 
6. The driveways at Greenway Road and Dysart Road shall be right in/right out only. “No 
Left Turn” signs are required and stop signs are recommended at both driveways. 
7. Unless changes to the grading and retention are proposed, openings shall be placed as 
necessary along any proposed wall in order to maintain existing drainage patterns. 
8. The majority of the parcel lies within a floodplain with the west side lying within the 
floodway. Show the floodplain and floodway on the Site Plan. Show the finished floor 
elevation of the building versus the base flood elevations of the floodplain. Due to the 
location of the adjacent Flood Zone “AE”, a Floodplain Use Permit or similar permit may 
be required. Contact the Flood Control District of Maricopa County to determine what is 
required. 
9. Many of the Site General Notes provided on the Sheet A001 do not appear to apply to the 
proposed site.  
a. Note 4 - No Landscape Plans were provided. 
b. Note 6 – This project is located in El Mirage, not Queen Creek. 
c. Note 8 – If lighting is being replaced on site, a Photometric Plan will be required 
to verify that no more than 1.0 footcandle reaches the centerline of Dysart Road 
and Greenway Road and that 0.0 footcandles reach the adjacent residential 
properties. 
d. Notes 13, 16 & 17 – Is new concrete proposed?

floodway and floodplain and will be addressed, based on the language stated under section #8 
from the City of El Mirage Engineering department, with the construction drawings.
