ROLL CALL
Present: Mayor Alexis Hermosillo; Councilmember Roy Delgado; Vice Mayor Monica Dorcey;

CALL TO ORDER - Meeting called to order at 6:00 pm.

3.
PRESENTATION
 
1.
Consideration and action for the Veterans of Foreign Wars (VFW) Post 285 to recognize and present
Officer Doug Jones for the VFW's Police Officer of the Year with a Certificate and plaque.  (Police)
                                                                      
Police Department Chief Paul Marzocca introduced Former Post Commander Glenn Stark with the
Nicky D. Bacon VFW Post 285.  Mr. Stark gave a brief background on the history of the VFW and
presented Officer Doug Jones with the Police Officer of the Year certificate and plaque.  Mayor
Alexis Hermosillo thanked Mr. Stark and Officer Jones for their service and dedication.
  
 
2.
Presentation of the 2021 Annual Report.  (City Manager)
City Manager Crystal Dyches presented the City's 2021 Annual Report.  She discussed each
department's highlights from the last year which were also depicted in a printed report given to each
Councilmember.  Mayor Hermosillo thanked Ms. Dyches for the wonderful report.  Vice
Mayor Dorcey thanked everyone for the presentation and described the past year as phenomenal.  
Councilmember Shapera asked if the printed reports would be available for the Public Safety Day
event this weekend.  Ms. Dyches stated the report will be available in limited printed copies and is
also available electronically on the City website.  Councilmember Delgado stated this is the first
time a printed report had been made, and he thanked everyone involved.  Councilmember Norton
stated the report looked great.  Councilmember Winston said she loved the printed report and the
pictures of staff and residents.  Councilmember Hutchinson said the report was well done.

4.
CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this
time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City
Council as a whole. At the conclusion of the Call to the Public, individual City Council Members
may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up
on the matter, and/or (3) direct that the matter be put on a future agenda.
No public comments were received.

CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired
regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted
on separately.

Consideration and action to approve the minutes of the Regular Council meeting held
Thursday, January 20, 2022, and the CIP Budget Work Session held Monday, January 24,
2022. (City Clerk)
  
 
2.
Consideration and action to approve the destruction of municipal documents that have reached the
end of their retention period as authorized under A.R.S. §41-151.19. (City Clerk)
  
 
3.
Consideration and action to approve a one-year license agreement with Netwrix Corporation for
Active Directory auditing software at a cost not to exceed $2,647.88.  (Information Technology)
  
 
4.
Consideration and action to reappoint Cynthia Marano to the Public Safety Personnel Retirement
System (PSPRS) Local Boards of the Fire and Police Departments through February 2026.  (Human
Resources)
  
 
5.
Consideration and action to approve Arizona Public Service (APS) utility easement on City property
in order to facilitate the construction of electrical vehicle charging station. (Public Works)
  
 
6.
Consideration and action to approve the emergency purchase of an unmarked 2022 Chevrolet
Colorado Crew Cab Z71 4X4 for the Community Services Officer at a cost not to exceed
$37,517.61, under State Contract number ADSP017-166120 from Courtesy Chevrolet.  (Police)
  
 
7.
Consideration and action to approve a no cost 90-day trial with AXON Performance for data
gathering from body worn cameras. (Police)
  
 
8.
Consideration and action to approve updates to the Judge's contract as discussed in Executive
Session on 1/20/2022.  (Administration)
  
 
 
Vice Mayor Dorcey moved to approve Consent Agenda items 1-8 as presented; seconded by
Councilmember Shapera. 
 
Vote: 7 - 0 Passed - Unanimously

1.
Consideration and action to recommend to the Arizona Department of Liquor Licenses & Control
approval/disapproval of an application for a new license and an interim license for Food City #89
located at 12321 W. Grand Avenue, El Mirage, AZ, 85335. (Police)
Police Chief Marzocca gave a brief presentation on the new and interim liquor license applications
for Food City #89 at 12321 W. Grand Avenue.
  
 
 
Vice Mayor Dorcey moved to recommend approval to the Arizona Department of Liquor Licenses &
Control of an application for a new license and an interim license for Food City #89 located at
12321 West Grand Avenue, El Mirage, Arizona, 85335; seconded by Councilmember Shapera. 
 
Vote: 7 - 0 Passed - Unanimously
 
2.
Consideration and action to approve the use of Woodruff Construction to complete CIP 62223 in an
amount not to exceed $228,468.07 and authorize the finance department to make any transfers.
(Public Works).
Public Works Director Nick Russo briefly presented information regarding the replacement of the
fleet building at the water reclamation facility.  Council approval is needed for the Council
contingency fund use due to unexpected cost increases in supplies.  
Vice Mayor Dorcey asked if there were any other projects facing an escalation in cost and Mr.
Russo stated there were none.  Councilmember Shapera asked if Woodruff Construction has been
involved in any other projects in El Mirage and Mr. Russo stated City Hall and a few block wall
projects had participation from Woodruff Construction.  Councilmember Delgado asked if the new
facility would have a vehicle lift and Mr. Russo explained there is currently a lift at the facility that
will remain in use with the new facility.  Councilmember Hutchinson stated this looks like a good
project.
  
 
 
Vice Mayor Dorcey moved to approve the use of Woodruff Construction to complete CIP 62223 in

7.
CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS 
The City Council may not act upon any matter in the City Manager's summary but may have
general comment or questions.
City Manager Dyches reminded everyone that Saturday, February 5, 2022, is Public Safety Day at
Gateway Park from 10:00 am until 2:00 pm.  She also stated she has received the Fire Study draft and
a work session has been scheduled for February 15, 2022, at 5:00 pm to discuss the results.
 
8.
MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS 
The Mayor and City Council may not discuss or act upon any matter in the summary unless the
specific matter is properly noticed for legal action.
Vice Mayor Dorcey stated she had visited the Grand Village neighborhood on Saturday, January
29, 2022, and was gratified to see the residents there are happy with being a part of El Mirage.  
Councilmember Delgado explained he met with Councilmember Norton and Program Manager
Dr. Autumn Grooms to vote on CDBG projects for approval, and he thanked both of them for their

assistance.  Councilmember Norton thanked the Police Department for their quick response to the
incidents that occurred that morning and stated she appreciates their leadership and good work. 
Councilmember Shapera asked Chief Marzocca if the weapon involved in the morning incidents
was stolen and Chief Marzocca replied he was unsure.  Councilmember Winston stated she agreed
with Councilmember Norton, and she thanked the Police and Fire departments for their great work.
 
9.
