The State of Arizona and the United States has seen a shortage of new government 
vehicles that can be used in police environments. This shortage is due to several factors 
including Covid and shortage of computer chips. With the recent approval of the 
Community Service Officer by El Mirage City Council we have been looking for a vehicle 
but have been unsuccessful in our endeavors due to the shortage.  
 
On Tuesday December 14th we were advised by our Chevrolet vendor Courtesy 
Chevrolet, (State Contract # ADSP017-166120) that they had a Chevy Colorado 
available due to it being cancelled by another police agency due to the wrong color 
being ordered. (black)  Because of our relationship with our Chevrolet vendor, they 
shared they would hold it for a day but would have to release it to other agencies due to 
the short supply.  
 
This purchase complies with policy 30.26 Emergency Purchases with City Manager 
approval due to the exigency of a nationwide vehicle shortage and we couldn’t wait for 
the approval of full council which at earliest would be 2022. 
 
 
30.26  EMERGENCY PURCHASES. 
   (A)   The City Manager may make emergency procurements if there exists a threat to 
public health, welfare, or safety, or if a situation exists which makes compliance with the 
procurement process specified in § 30.23 contrary to the public interest. Emergency 
procurements shall be made with such competition as is practicable under the 
circumstances.

   (B)   A written determination of the basis for the emergency and for the selection of 
the particular contractor shall be included in the contract file. 
   (C)   Whenever an emergency expenditure in excess of the amount stated in 
§ 30.23(B) is made, a report specifying the nature of the emergency and the amount of 
the expenditure shall be made to the Council at a regularly scheduled Council meeting.
