D R A F T REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF EL MIRAGE EL MIRAGE CITY COUNCIL CHAMBERS 10000 N. EL MIRAGE ROAD 6:00 PM -TUESDAY, MARCH 15, 2022 Minutes 1. ROLL CALL Present: Mayor Alexis Hermosillo; Councilmember Roy Delgado; Councilmember Anita Norton (via phone); Councilmember Mike Hutchinson; Councilmember David Shapera; Councilmember Donna Winston Absent: Vice Mayor Monica Dorcey (excused) 2. CALL TO ORDER - Meeting called to order at 6:00 p.m. Pledge of Allegiance Moment of Silence 3. CALL TO THE PUBLIC Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City Council as a whole. At the conclusion of the Call to the Public, individual City Council Members may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up on the matter, and/or (3) direct that the matter be put on a future agenda. No public comments were received. 4. CONSENT AGENDA All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted on separately. 1. Consideration and action to approve the minutes of the Work Session and Regular Council meeting held on Tuesday, March 1, 2022. (City Clerk) 2. Consideration and action to approve the destruction of Personnel Records that have reached the end of their retention period as authorized under ARS §41-151.19. (Human Resources) 3. Consideration and action to approve the annual FY 22 membership contract with the Greater Phoenix Economic Council in an amount not to exceed $17,069. (GPEC). (Economic Development) 4. Consideration and action to increase purchase order #22030 to Mountain States Pipe & Supply in an amount not to exceed $63,629.44 in order to purchase water meters for existing and pending residential/commercial developments and authorize finance to make any transfers. (Public Works) 5. Consideration and action to approve an Intergovernmental Agreement (IGA) between the Phoenix Police Dept - Primary Grantee of the AZ Internet Crimes Against Children (ICAC) Task Force and the El Mirage Police Department to work together to assist in investigating and prosecuting Internet crimes against children. (Police) 6. Consideration and action to request Arizona Lottery Funds (ALF) from Valley Metro in an estimated amount of $90,694 for local and regional dial-a-ride services with Northwest Valley Connect, Valley Metro and/or another provider for FY2022 and authorize the Finance Director to transfer funds and make necessary changes. (Grants/Community Services) 7. Consideration and action to approve a request and acceptance of grant funds, if awarded, from the Arizona Commission on the Arts in an approximate amount of $5,000 as funds for in-person festivals and authorize Finance to make necessary budget transfers. (Grants/Community Services) 8. Consideration and action to approve a request and acceptance of grant funds, if awarded, from the Arizona Commission on the Arts in an approximate amount of $7,500 as funds for Youth Arts Engagement and authorize Finance to make necessary budget transfers. (Grants/Community Services) 9. Consideration and action to approve a request and acceptance of grant funds, if awarded, from the Arizona Commission on the Arts in an approximate amount of $7,500 as funds for Lifelong Arts Engagement and authorize Finance to make necessary budget transfers. (Grants/Community Services) 10. Consideration and action to approve a request and acceptance of grant funds, if awarded, from the APS Community Tree Program in an approximate amount of $10,000 as funds for a tree-planting project and authorize Finance to make necessary budget transfers. (Grants/Public Works) 11. Consideration and action to request and accept funds, if awarded, for a Community Impact Grant Proposal from APS in an approximate amount of $15,000 to support El Mirage Special Events and authorize Finance to make necessary budget transfers. (Community Services/Grants) Councilmember Delgado moved to approve Consent Agenda items 1-11 as presented; seconded by Councilmember Shapera. Vote: 6 - 0 Passed - Unanimously 5. REGULAR AGENDA No items for discussion. 6. CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS The City Council may not act upon any matter in the City Manager's summary but may have general comment or questions. City Manager Dyches stated she would send Councilmembers the tentative budget early next week. 2 Regular Meeting - Council Minutes March 15, 2022 7. MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS The Mayor and City Council may not discuss or act upon any matter in the summary unless the specific matter is properly noticed for legal action. Councilmember Hutchinson stated he was invited by the Dysart Unified School District to read Dr. Seuss books to elementary school children, and he had a wonderful time. Councilmember Shapera asked that staff utilize social media to remind residents to register to vote. 8. ADJOURNMENT - Meeting adjourned at 6:05 p.m. _____________________________ Alexis A.
