PROCLAMATION
 
1.
To proclaim May 15-21, 2022 as Emergency Medical Services Week in the City of El Mirage. (Fire)
Fire Chief Michael Long gave background information on the 48th Annual Emergency Medical
Services Rising to the Challenge week and how it recognizes EMS staff nationally.
  
 
4.
CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this
time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City
Council as a whole. At the conclusion of the Call to the Public, individual City Council Members may
(1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up on the
matter, and/or (3) direct that the matter be put on a future agenda.
Resident Keith Gray thanked staff for the quick response to his concerns regarding the landscaping
near a new traffic signal.  He appreciates the efforts put into responding to his concerns.

CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired
regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted
on separately.

Consideration and action to approve the minutes of the Work Session and Regular Council meeting
held Tuesday, April 19, 2022. (City Clerk)

Consideration and action to approve the destruction of municipal documents that have reached the end
of their retention period as authorized under A.R.S. §41-151.19.  (City Clerk)

Consideration and action to approve the destruction of municipal documents that have reached the end

4.
Consideration and action to approve an agreement with Amazon Web Services to use its Government

Consideration and action to approve an agreement with Cox Business for an additional sixty (60)
Phone Numbers (Direct Inward Dialing Phone Numbers: DIDs) at a cost of $9.00 per month.

Consideration and action to approve a Review, Inspection and Process Right-Of-Way Application
Permit Requests Agreement with Wyyerd Group LLC to review, inspect, and process Wyyerd Group's

Consideration and action to approve a contract with Commonwealth Heritage Group, Inc. for the
purpose of preparing an environmental assessment for the multi-use trail project in the amount of
$5,510.61. (Activity No. 62192) (Development Services)

Consideration and action to abandon an existing slope easement that the City holds on the PHX80
property that is no longer required.  (Development Services)
  
 
9.
Consideration and action to approve Resolution R22-04-03 authorizing an EPCOR proposition to be
placed on the November 8, 2022 General Election ballot for voter ratification.  (City Clerk)
  
 
 
Vice Mayor Dorcey moved to approve Consent Agenda items 1-9 as presented; seconded by
Councilmember Shapera.

REGULAR AGENDA
 
1.
Consideration and action to approve Resolution R22-05-08 repealing the existing City of El Mirage
City Code Title XV, Chapter 154, also known as the El Mirage Zoning Code, and its replacement
with new Chapter 154, also known to be the El Mirage Zoning Code and declaring the Resolution and
attached Exhibit "A" as a public record. (Development Services)
Senior Planner Jose Macias introduced Matthew Klyszeiko with Michael Baker International.  Mr.
Klyszeiko gave a brief description of the zoning code update process and the changes that were
made.  He also thanked staff and Council for the collaboration that took place over the last two years.  
Councilmember Shapera stated he is in favor of the updates to the code and Vice Mayor Dorcey
thanked Mr. Klyszeiko and city staff for the hard work that went into this update.
  
 
 
Vice Mayor Dorcey moved to approve Resolution R22-05-08 repealing the existing City of El Mirage
City Code Title XV, Chapter 154, also known as the El Mirage Zoning Code, and its replacement
with new Chapter 154, also known to be the El Mirage Zoning Code and declaring the Resolution and
attached Exhibit "A" as a public record and include the Child/Adult Care amendment, as presented;
seconded by Councilmember Shapera.

2.
Consideration and action to approve Ordinance O22-05-02 repealing the existing City of El Mirage
City Code Title XV, Chapter 154, also known as the El Mirage Zoning Code, and replacing it with a
new Chapter 154, also known to be the El Mirage Zoning Code, and declaring a public record by
reference in Resolution R22-05-08, including Exhibit A. (Development Services)
Mr. Macias explained the need for the Ordinance approval related to the previous agenda item
Resolution R22-05-08.
  
 
 
Vice Mayor Dorcey moved to approve Ordinance O22-05-02 repealing the existing City of El Mirage
City Code Title XV, Chapter 154, also known as the El Mirage Zoning Code, and replacing it with a
new Chapter 154, also known to be the El Mirage Zoning Code, and declaring a public record by a
reference in Resolution R22-05-08, including Exhibit A as presented; seconded by Councilmember
Shapera. 
 
Vote: 7 - 0 Passed - Unanimously
 
3.
Consideration and action to approve travel for the Mayor to attend the MAG Economic Development
Mission in Hermosillo, Sonora, Mexico on June 8-10, 2022.  (Administration)
Mayor Hermosillo, Chair of the MAG Economic Development Committee, explained the purpose
and intent of the visit to Mexico.  Councilmember Shapera stated that three years ago Council asked
the mayor to mend fences with neighboring cities, and she has done this.  He stated he appreciates that
she has done what Council has asked of her and that he supports this item.  Councilmember Delgado
stated he is happy she is making the visit and would like a report when she returns.
  
 
 
Vice Mayor Dorcey moved to approve travel for the mayor to attend the MAG Economic
Development Mission in Hermosillo, Sonora, Mexico on June 8-10, 2022; seconded by
Councilmember Shapera. 
 
Vote: 6 - 1 Passed

4.
Consideration and action to approve Resolution R22-05-10 adopting the tentative budget, thereby
setting the maximum expenditure limit for FY22-23.  (Administration)
Fiscal Services Administrator Macy Walker presented information on the budget changes which
included the contingency fund, budget comparison by fund and department, personnel costs and
transfers/balancing of funds.  Councilmember Shapera asked why the Police fund was reduced by
$40,000 and Ms. Walker stated it was originally overstated and the reduction was only a correction.  
Councilmember Shapera asked if the funding for the new fire truck is to come from the CDBG fund
and City Manager Dyches stated the fund has not been awarded yet and the amount shown was a
contingency only.  Ms. Walker also explained the next steps in the budget approval process and
explained upcoming important dates.
  
 
 
Vice Mayor Dorcey moved to approve Resolution R22-05-10 adopting the tentative budget, thereby
setting the maximum expenditure limit for FY22-23 as presented; seconded by Councilmember
Shapera.

7.
CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS 
The City Council may not act upon any matter in the City Manager's summary but may have general
comment or questions.
City Manager Dyches had no comments.
 
8.
MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS 
The Mayor and City Council may not discuss or act upon any matter in the summary unless the
specific matter is properly noticed for legal action.
Vice Mayor Dorcey stated she attended the WestMarc Health and Home Services Summit, and it was
very well attended.  The presentations were very informative, and it was encouraging to hear about
the growth taking place in the West Valley.  Councilmember Delgado stated he attended the
Community Appreciation Event on the previous Friday evening, and it was very well attended by
residents and staff.  Councilmember Shapera reminded City Manager Dyches that the Dysart High
School graduation was approaching, and he asked for additional police patrols around the school
campuses.    Councilmember Winston stated the Community Appreciation Event was fun and the
wrestlers were wonderful.  Mayor Hermosillo thanked staff for a great Community Appreciation
Event.
