Councilmember Anita Norton; Commissioner Mike Hutchinson (via phone); Councilmember
David Shapera; Councilmember Donna Winston

CALL TO ORDER - MEETING CALLED TO ORDER AT 5:00 PM

WORK SESSION PRESENTATION
 
1.
Presentation on Foreign Trade Zone magnet sites.  (Economic Development)
Economic Development Manager Tom Doyle introduced Curtis Spencer, President of IMS
Worldwide, Inc. who gave a PowerPoint presentation on Foreign Trade Zones (FTZ) and the
distinction between magnet sites and user driven sites.  Vice-Mayor Dorcey asked what the cost of
this program would be to El Mirage and Mr. Spencer stated there is no cost.  Councilmember
Shapera stated this kind of partnership is important for planning the future for residents.  
Councilmember Norton stated the savings from this program are good incentive to participate and
Mr. Spencer stated Macy's eventually offered a discount on their products due to the savings from
participating in this program.  Councilmember Shapera stated the BNSF railroad has done a lot
for El Mirage by opening the city up to more companies utilizing the railroad.  Councilmember
Winston asked how this program would help smaller organizations and Mr. Spencer stated smaller
organizations are able to take advantage of the larger operators benefits by amalgamating them into
a common operatorship.  Mayor Hermosillo asked Mr. Spencer to elaborate on tax
reclassifications, and he explained the benefits of reclassification.
