CALL TO ORDER - MEETING CALLED TO ORDER AT 5:00 PM.

WORK SESSION PRESENTATION
 
1.
General Obligation Bond Presentation and Discussion.
City Manager Crystal Dyches presented information on the General Bond options available. 
The projects discussed were the Court Facility construction, Fire Station construction, Police
Station expansion and Gentry Park improvements.  Ms. Dyches also provided information on
the tax impact on homeowners if the projects in the bond were approved.  City Clerk Sharon
Antes provided information on the timeline involved to have this added to the November 2023
election.  Councilmember Shapera stated the police expansion is necessary as the City grows
and the number of Police staff grows.  Vice Mayor Dorcey stated she agreed with
Councilmember Shapera regarding the need for expansion of these facilities.  Vice Mayor
Dorcey asked if it were possible to add a second floor to the current police facility and City
Engineer Jorge Gastelum stated it was not possible, but there is space available to expand the
first floor.  Councilmember Norton stated now is not necessarily the time to ask taxpayers to
be burdened with these costs.  Councilmember Norton stated the Court project should be
evaluated more before being brought to the voters.  Councilmember Delgado stated he sees
these projects in a different light and that the City needs these new facilities as the City grows.  
Councilmember Winston stated the new facilities are needed now and the need to plan for the
future is also now.  Councilmember Winston stated public safety needs expansion in the City
and voters should be given the opportunity to decide what moves forward.  Mayor Hermosillo
stated she is in favor of the facilities being built based on the tremendous growth taking place in
the City.  Councilmember Shapera stated he does not vote in favor of spending money unless
it is good for the community and the $22.00 per month increase does not take into account the
industrial building taking place in the City and that those buildings will help pay for these new
City facilities.  Ms. Dyches explained the options available regarding what to put on the ballot
for voters to decide.  Mayor Hermosillo stated she is in favor of separate questions on the
ballot to achieve more buy-in from residents.  Councilmember Delgado stated he is in favor of
separate questions on the ballot.  Vice Mayor Dorcey stated she is in favor of one question on
the ballot which would include all facilities.  Councilmember Shapera stated bundling
questions does not always work but will agree with whatever decision Council determines.  Ms.
Dyches asked what kind of community engagement Council feels is appropriate to educate the

residents on this topic and Councilmember Shapera stated staff should educate in as many
ways as possible in order to achieve voter approval.  Vice Mayor Dorcey stated a committee
can be formed at a later date to plan on ways of communicating the information to the voters.
