BUILDING & SAFETY 1. No comment. ECONOMIC DEVELOPMENT 2. No comment. ENGINEERING 3. See attached memorandum. FIRE DEPARTMENT 4. No comment. PLANNING & ZONING SITE PLAN APPROVAL 5. Site Plan: Add the following items to the site plan. a) Location map, including area within one-half mile of site b) Names and addresses of property owners within 200 feet of site. c) New exterior lighting 6. Show parking calculations, zoning code required, and spaces provided. 7. The following statement was not added to the site plan, please add. 2 “Any change of use or occupancy of any building or buildings, including additions thereto requiring more parking, shall not be permitted until such additional parking spaces as required by this chapter are furnished.” CONDITIONAL USE PERMIT 8. The applicant shall consent to the following zoning stipulations. Please add the following conditions to the site plan. 1. All the special conditions shall be consented to in writing by the applicant by adding them to the site plan. 2. The right to a use permit shall be contingent upon the fulfillment of all general and special conditions imposed by the Conditional Use Permit procedure. 3. All the special conditions shall constitute restrictions running with the land and shall be binding upon the owner of the land, his or her successors or assigns. 4. All conditions specifically stated under any conditional use listed in Zoning Code Chapter 154 shall apply and be adhered to by the owner of the land, his or her successors or assigns. 5. The proposed Automobile/Boat/RV, Repair Minor Use shall not generate noise, vibrations, and odors that may become a nuisance to the public. 6. No storing of inoperable vehicles in public view. 7. No overnight parking or storing of vehicles. 8. The Planning Commission and City Council may impose additional conditions at the public hearings. POLICE DEPARTMENT 9. No comment. PUBLIC WORKS 10. These items will have to be addressed prior to the Planning and Zoning Meeting. 1. Neither a Preliminary Water nor Sewer Report were provided. Provide the anticipated water and sewer demands for the site per the attached City Design Criteria and compare to the demands originally provided in the Master Utility Report. 2. Provide a deed and/or title report for the parcel. 3. Provide color photographs of the subject site and surrounding improvements and show photo reference numbers on a Context Plan. The below items will have to be addressed during the Construction Plan Submittal. Site Plan 1. Provide a Location Map including areas within one half mile of the site. 2. Provide the name and mailing address of the developer/owner. 3. Show the building setback lines. All setbacks for Zone UC are 5 feet. 4. The plans shall show the following: a. Topographic contours at a minimum interval of two feet b. Traffic flow on site c. Utilities including electric, gas, telephone, cable, water and sewer d. Surface water drainage arrows e. Sidewalks f. Fences and/or walls 5. Provide parking calculations per City Code Section 154.104 to determine how many spaces are required. It appears 16 parking spaces are provided therefore one van accessible ADA space will be required. 6. When parking spaces are adjacent to a sidewalk, the sidewalk shall be a minimum of 6 feet wide or parking blocks shall be installed. 7. 6-inch MAG type curbing is required around all driveways and parking lots. Curb that carries drainage shall include a gutter. The curbing shall be no closer than 3 feet to any property line. 8. Verify the slope does not exceed 2% in any direction within ADA parking spaces. 9. Any extruded curb within the project limits must be removed and replaced with 6-inch curb per MAG standards. 2 10. The accessible route from Thunderbird Road shall not be within the basin. Ramps and a striped crosswalk installed across the access drive are recommended similar to other areas throughout the Park Mirage Shopping Center. 11. The proposed retention basin shall be located a minimum of 4 feet away from the building and cannot be located within a building setback. Provide dimensions on the plans to verify these requirements are met. 12. Verify that the proposed building will not be within any portion of an existing utility easement or within 10 feet of any water or sewer main. 13. Domestic water and irrigation services must be separate and each requires a meter and a backflow preventer. Fire service lines require a backflow preventer. The minimum domestic and irrigation service size is 1-inch. The minimum fire service size is 6-inches. Couplings will not be allowed on water services. The minimum sanitary sewer service size is 6-inches. 14. The proposed building will require a backwater valve per City Detail EM-442. 15. An oil/ grease interceptor will be required per Section 6-3 of the City’s Design & Development Standards Manual (DDSM). 16. The closest downstream sanitary sewer manhole shall receive an epoxy coating per City Sewer Note #11. 17. A Photometric Plan will be required to show that: a. 0.0 foot-candles from the site reaches any adjacent residential property. b. Any on-site lighting that reaches Thunderbird Road does not exceed 1.0 foot- candle at the centerline. 18. Plans shall include applicable City Notes. Call out MAG, City, etc. details to be used. Use the City’s Design & Development Standards Manual (DDSM) as a guide for the final design. Exterior Elevations 19. No comments. Preliminary Drainage Report 20. The Master Drainage Report did not account for any development within Drainage Area C so the calculations have to be updated. Per the Master Report, it appears the tributary area from Lot 2 is approximately 31,700 square feet with an approximate runoff coefficient of 0.85 which would require 5,400 cubic feet of retention. The designer shall verify these numbers with the final plans. Use the City Runoff Coefficients per City Code Section 155.054(B)(6)(a). Concrete = 0.95, roofs/asphalt = 0.85, grass = 0.15 and desert/rock lawn = 0.70. 21. For the proposed basin, provide the High Water Level (HWL) and bottom elevation, volume required and provided, basin overflow elevations and the low outfall of the lot. 22. Finished floor elevations must be a minimum of 14-inches above the point of outfall and one (1) foot above the 100-year base flood elevation. If the ultimate outfall of the lot is 1147.9, the finished floor of the proposed building must be a minimum of 1149.1. 23. A Final Drainage Report will be required with a Tributary Area Map showing limits of the property that drain to the proposed basin. The entire developed site shall drain to the basin as shown in the Master Report. ALTA Survey 24. No comments. Traffic Impact Statement (TIS) 3 25. No comments. Preliminary Landscape Plans 26. Add City Landscaping and Irrigation Notes (City Detail EM-101-4) to the plan set. 27. Show botanical names for the proposed trees/plantings. 28. DG is required on all non-paved areas. 29. All plantings at maturity shall maintain a minimum of 6 feet of clearance from all fire hydrants and fire suppression devices per City Detail EM-361. 30. Trees shall not be placed within 6 feet of any public utility. 31. Add a note to the plans that the maintenance for all landscaping and irrigation shown on the plans will be the responsibility of the property owner. 32. Irrigation plans will be required. Miscellaneous 33. The proposed site must follow the Development Standards of Exhibit “K” of the Park West Development Agreement (Recording No. 2009-0688816). 34. A Haul Permit will be required if 500 cubic yards or more of material will be brought into or out of the site. This will require a separate application, an exhibit showing the haul route and insurance from the company performing the haul. The fee is $300. 35. A Dust Control Permit from the County will be required prior to the release of any Engineering permit. 36. A Stormwater Pollution Prevention Plan (SWPPP) will be required per the City’s SWPPP Guidelines document. A Notice of Intent (NOI) from ADEQ will be required prior to release of any Engineering permit. The above comments are meant to be general in nature and are not considered to be all inclusive. Additional comments will arise during the formal permit submittal.
