DEVELOPMENT APPLICATION REQUEST - STAFF REPORT Compliance with General Plan: The 2020 General Plan identifies this site as being in the Neighborhood Planning Area and in compliance with the plan. City Zoning/Land Use The site is located in the Urban Corridor (UC), with the proposed development requiring a conditional use permit, and site plan approval. A recommendation from the Planning and Zoning Commission and final action from Council is required for the applicant to proceed with submittal of construction documents for review. ARS 28-8481 Land Use Compatibility The site is located within the Luke Air Force Base Noise Contours Zone and is subject to ARS 28-8481 land use compatibility regulations. Please see the attached review comments from Luke Air Force Base. Considerations: The applicant is requesting the approval of a conditional use permit and site plan approval to develop 13.4 acres of land into an RV and Mini Storage business on Cactus Road and 125th Drive. The property will consist of three enclosed buildings for RV and boat storage and four open canopies for RV and boat storage. There will also be two small walk-in storage components that are attached to both ends of building B. The project will be developed in phases. The first phase will be the office and the three enclosed perimeter buildings. The second phase will be the four open steel canopies in the middle of the site, and the third phase will be the possible development of the small, separated parcel if it does not get sold to another party. City Staff Review No concerns or objections. Stipulations: The applicant shall consent to and address the TAC Review Comments mentioned in the memorandum dated July 27, 2022, and as revised on August 16, 2022, with the submittal of construction documents. Please see attached TAC Review Comments. Planning Commission The El Mirage Planning and Zoning Commission recommended approval of the application at the August 9, 2022, public hearing with a 5-0 vote with the stipulation that the applicant provide a Feasibility Report prior to the City Council Hearing.
