These items will have to be addressed prior to the Planning and Zoning Meeting. 1. The minimum distance between the proposed east driveway and 121st Avenue is 350 feet, measured from nearest face of curb to nearest face of curb. Please verify that this distance is met and, if not, a Design Exception (see attached) will have to be submitted for review. The below items will have to be addressed during the Construction Plan Submittal. Site Plan/Civil Plans 2. Show the boundary line of the parcels with dimensions. 3. The plans will have to show the following: a. Exterior signs b. Exterior lighting 4. Joe R. Ramirez Road (collector road), in the ultimate condition, shall be a 40 foot wide roadway within a 60-foot right of way. The SFG Warehouse project is responsible for the following: dedicating the right of way (varying from 30 feet on the west side to 60 feet on the east side), constructing the south half of Ramirez Road (25 feet wide minimum) to 121st Avenue, dedicating an 8-foot wide Public Utility Easement (PUE), extending the 12 inch ductile iron water main from the existing stub to the 6 inch main in 121st Avenue with hydrants, installing curb and gutter, installing any drainage requirements, installing signing & striping, placing decomposed granite (DG) within the right of way, installing a streetlight at any proposed driveway and installing a fire truck turnaround per City Detail EM-114. The project will also be responsible for any required deceleration lanes and associated right of way widening. A set of offsite plans, including profiles will be required showing the above items. 5. A 2 foot wide sawcut into the existing Ramirez Road pavement will be required to tie the new asphalt into the road. Where no asphalt for Ramirez Road exists, the edge of pavement shall be a thickened edge per MAG Detail 201 – Safety Edge. 6. Ramirez Road shall be designed per City Detail EM-111 and Chapter 3 of the City’s Design and Development Standards Manual (DDSM). 7. Provide a corner radii dedication at the southwest corner of the Ramirez/121st Avenue intersection per City Detail EM-161. 2 8. There is an existing 30 feet of right of way for the 121st Avenue alignment (collector road) located along the east boundary of the subject property. The only requirement from the SFG Warehouse project along 121st Avenue, at this time, is the dedication of an 8- foot wide PUE. If the project wishes to construct a driveway along 121st Avenue, the project would also be responsible for the following: constructing the west half of 121st Avenue (25 feet wide minimum), installing curb and gutter, installing any drainage requirements, installing signing & striping, placing DG within the right of way and installing a streetlight at the proposed driveway. 9. Label the 121st Avenue alignment on all of the plans. 10. The City has previously constructed the roadway section for El Mirage Road (arterial road). The SFG Warehouse project is responsible for dedicating an 8-foot wide PUE, installing an 8-foot-wide (meandering if possible) sidewalk, streetlights and landscaping/irrigation along the frontage. The project will also be responsible for any deceleration lanes and associated right of way/easement revisions. The Site Plan incorrectly calls out the sidewalk to be 6 feet wide. 11. The “Project Information” and “Parking Calculations” Sections shows the proposed building as 216,320 square feet but all other plans and reports show 216,820 square feet. Which is correct? 12. The driveways shall be per MAG or City details. Stop signs are recommended at each driveway. 13. Verify that any driveway to be used by a truck can accommodate a WB-67 vehicle without encroaching into the adjacent lane. 14. Show the sight distance requirements at the proposed driveways and intersections, including the El Mirage/Ramirez intersection, per City Detail EM-158. 15. The City recommends that the two parcels share the east driveway/drive aisle. The minimum spacing between driveways on collector streets is 150 feet, measured from nearest face of curb to nearest face of curb. This requirement along with the spacing referred to in Comment #1, would not allow the outparcel to have a driveway on Ramirez Road. 16. 6-inch MAG type curbing is required around all driveways and parking lots. The curbing shall be no closer than 3 feet to any property line. 17. Any fire access road shall be designed to handle 75,000 lbs. or more. A Geotechnical Report will be required for this project and it should provide a recommended design section for this access road and all other pavement sections including offsite roadways. 18. Provide a 20 foot wide template to show how emergency vehicles will maneuver through the site, using an inside radius of 19.5 feet and an outside radius of 45 feet. 19. The 4 acre parcel, once developed, will also be required to accommodate the drainage from the parcel and the adjacent half right of way of 121st Avenue along its frontage. 20. There are existing basins within Drainage Easements at the southwest and northwest corner of the property. Upon development of the parcel, the easements will be extinguished by the City but the scuppers will remain and the site will have to retain the flow from these areas. The basins can be reconfigured as necessary. The registration of any existing dry wells will have to be transferred to the new property owner. 21. The trash enclosures shall be per City Detail EM-113. 22. No noise shall be generated at the site that exceeds 55 decibels, measured at any property line, between 10 pm and 6 am. 23. Plans shall include applicable City Notes. Call out MAG, City, etc. details to be used. Use the City’s Design & Development Standards Manual (DDSM) as a guide for the final design. 3 Preliminary Grading & Drainage Plan 24. Verify the slope does not exceed 2% in any direction within the ADA parking spaces. 25. Side slopes adjacent to the public right of way, areas where pedestrian access is permitted and within Public Utility Easements (PUE) shall be 6:1 or flatter. There shall be at least two feet of level ground between any wall or vertical obstruction and the top of any side slope grading. 26. The proposed retention basin(s) shall be located a minimum of 4 feet away from any structures and shall not be located within any building setbacks, easements, or fire lanes. Basin 2 appears to be within the PUE and Basin 3 appears to be within the building setback. Revise as necessary. 27. Label the basin overflow elevations for each basin and the ultimate outfall elevation for the site. The finished floor of the proposed building shall be 14 inches above the ultimate outfall. 28. Any proposed scuppers require a non-galvanized safety rail painted “Black Bean” (SW6006). 29. Any proposed scupper or catch basins will require inlet markers per City Detail EM-559. 30. Trash racks and safety rails are recommended for on-site headwalls. Preliminary Utility Plans 31. The Utility Plans shall show all utilities and utility easements including electric, gas, telephone and cable, if applicable. 32. Do not install utilities under any driveways or adjacent concrete aprons. 33. Onsite sanitary sewer and water mains/services will be private. 34. Fire hydrants shall adhere to City Details EM-360, 361 and 362. If bollards are required, they shall adhere to City Detail EM-364. The backflow preventers shall adhere to City Details EM-351, 352 or 353. 35. The actual tie in location of the Ramirez Road water line is where the plans show the proposed water line crossing the property line. A copy of the Ramirez Road plans can be provided via a Request for Public Record (see attached). 36. Water valves are required along the Ramirez Road water main and the private fire line, approximately every 500 feet, and at locations so that the maximum number of hydrants to be out of service is two. 37. Rather than tying into the water main in Ramirez Road twice, the proposed on site water shall tap the mains in both Ramirez Road and El Mirage Road. 38. Hydrant location/spacing will be reviewed and approved by the Fire Department. Hydrants shall be spaced every 300 feet along Ramirez Road. 39. All structures and above ground utilities shall maintain a minimum of 6 feet of clearance from all fire hydrants and fire suppression devices per City Detail EM-361. 40. Any hydrants within the project site will be private and painted “Safety Red” per City Detail EM-360. Any hydrants within City right of way will be public and painted “Safety Yellow” per City Detail EM-360. All hydrants require markers per MAG Detail 122. 41. The 6-inch north-south sanitary sewer lines that connect to the building will be considered services and shall adhere to City Detail EM-440-1. The 6-inch east-west sanitary sewer line that connects to El Mirage Road will be considered the main and shall adhere to City requirements for sewer main including maintain a slope to allow a velocity of 2 fps. The sewer between the last two manholes shall be sloped at 1.00%. 42. A manhole will be required at the sewer tap in El Mirage Road per City Details EM-420 and EM-423. The manhole shall receive an epoxy coating per City specifications. 43. The proposed building will require a backwater valve per City Detail EM-442. 4 44. See Section 6-3 of the City’s Design and Development Standards Manual (DDSM) to determine if a pretreatment device is required. 45. Show utility horizontal and vertical clearance information per MAG Detail 404 and City Detail EM-402. 46. Each proposed driveway shall have at least one streetlight. 47. Any light or combination of lights which cause light on a public street, other than lights specifically intended for that purpose, shall not exceed one foot candle as measured from the center line of the street. Show the foot candles along the centerline of El Mirage Road and Ramirez Road to verify that the proposed lighting will not exceed the maximum limit. Preliminary Landscape Plans 48. Add City Landscaping and Irrigation Notes (City Detail EM-101-4) to the plan set. 49. Show the sight distance requirements at the proposed driveways and intersections, including the El Mirage/Ramirez intersection, per City Detail EM-158. 50. A separate landscaping service, meter and backflow preventer is required. 51. All plantings at maturity shall maintain a minimum of 6 feet of clearance from all fire hydrants and fire suppression devices per City Detail EM-361. 52. No walls or trees shall be placed within the Public Utility Easement (PUE). It appears many trees are within the PUE along Ramirez Road. 53. Trees shall not be placed within 5 feet of any City curb or sidewalk or within 6 feet of any public utility. 54. Palo Verde and Sisso trees are not allowed in the City. 55. Add a note to the plans that the maintenance for all landscaping and irrigation shown on the plans will be the responsibility of the property owner. 56. Irrigation plans will be required. Drainage Area Map 57. The below revisions to the drainage areas appear to be necessary (see the attached redlines): a. Offsite areas need to run to the right of way line b. Basin 4 needs to accept the drainage from the proposed temporary cul-de-sac. c. A scupper or similar drainage feature shall be placed at the west end of Ramirez Road. d. Based on the City’s El Mirage Road design, the areas in El Mirage Road are slightly different than shown. If the areas shown are correct based on the latest survey, then this comment can be ignored. Exterior Elevations 58. No comments. Preliminary Drainage Report 59. Section B1 – Using a coefficient of 0.95 for the whole is acceptable but the designer may also use the Runoff Coefficients per City Code Section 155.054(B)(6)(a). Concrete = 0.95, roofs/asphalt = 0.85, grass = 0.15 and desert/rock lawn = 0.70. 60. Section B2 – The side slope adjacent to right of way, including the slope of the basins, shall be 6:1. 61. Appendix A – See Comment #57 regarding the boundaries of the Tributary Areas. 5 62. Collector streets, such as Ramirez Road, shall be designed to carry 10-year flows between the curbs and 100 year flows within the right of way. Provide calculations to verify these capacities are met. 63. Provide calculations for storm drain sizing, scupper openings and inlet capacity. Preliminary Water Report 64. Section C – The existing water main in El Mirage Road is a 16-inch ductile iron pipe. The existing water main stub in Ramirez Road is a 12-inch ductile iron pipe. 65. Section 4.2.2 - The developer is required to perform their own flow test. The City’s Fire Department (623-583-7968) shall be contacted as a witness. Also notify the Public Works Department (623-876-4251) one week prior to the test. 66. It is understood that the sizing of the fire line and domestic water will be done during the construction document phase. The minimum size of the fire service shall be 6 inches. Preliminary Sewer Report 67. Section A – The existing sanitary sewer main in El Mirage Road is a 12-inch PVC pipe. Traffic Impact Statement (TIS) (An updated TIS was not provided with the Development Application) 68. Determine whether the existing southbound left turn lane on El Mirage Road is sufficient for the proposed site. A northbound 11.5 foot wide deceleration lane is required along El Mirage Road. Determine whether deceleration lanes are required along Ramirez Road per the City’s Auxiliary Lane Criteria (attached). ALTA Survey 69. Show the existing Drainage Easements referenced in Comment #70. Deed 70. Exception 16 of Schedule B – Part II refers to two existing Drainage Easements that are not shown on the ALTA of any of the plans. These easements shall be shown on the plans to be extinguished by the City. Phase I Environmental Site Assessment 71. Section 2.3 – The Site Reconnaissance Summary shows the site has no “drywells, retention basins, stormwater drains or other stormwater features” but the site has two retention basins, each with their own scupper and drywell. 72. Section 7.1 – It is noted that the ADEQ online databases indicated no records of drywells but the site has two. 73. Appendix B – Photos 1 and 10 refer to the southwest portion of the site but the photos are showing the southeast portion. Miscellaneous 74. A Final Plat will be required prior to Certificate of Occupancy. The Plat shall show the following: a. All right of way and easement dedications. b. A 1-foot Vehicular Non-Access Easement is required along El Mirage Road. c. The proposed outparcel and note any cross access easement that may be required between the two parcels. 75. A Geotechnical Report will be required to provide on-site pavement sections. Verify the proposed pavement sections can handle 75,000 lbs. for the fire access lane. 6 76. A Haul Permit will be required if 500 cubic yards or more of material will be brought into or out of the site. This will require a separate application, an exhibit showing the haul route and insurance from the company performing the haul. The fee is $300. 77. An Approval to Construct (ATC) will be required from MCESD for the water and sewer line extensions. A copy shall be provided to the City prior to the release of any Engineering permit. 78. A Dust Control Permit from the County will be required prior to the release of any Engineering permit. 79. A Stormwater Pollution Prevention Plan (SWPPP) will be required per the City’s SWPPP Guidelines document. A Notice of Intent (NOI) from ADEQ will be required prior to release of any Engineering permit. 80. Any cutting of the pavement in the El Mirage Road will require Pavement Cut Fees per the most current Fee Schedule.
