D R A F T REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF EL MIRAGE EL MIRAGE POLICE DEPARTMENT BLUE HONOR COMMUNITY ROOM 12401 W. CINNABAR AVENUE 6:00 PM -TUESDAY, OCTOBER 18, 2022 Minutes 1. ROLL CALL Present: Mayor Alexis Hermosillo; Councilmember Roy Delgado; Vice Mayor Monica Dorcey; Councilmember Anita Norton; Councilmember David Shapera; Councilmember Donna Winston (via phone) 2. CALL TO ORDER - MEETING CALLED TO ORDER AT 6:00 pm. Pledge of Allegiance Moment of Silence 3. PROCLAMATIONS 1. Proclamation to recognize October 2022 as National Cybersecurity Awareness Month. (Information Technology) Security and Network Architect Vince Rostowsky provided background information on Cybersecurity Awareness Month. Mayor Hermosillo proclaimed October as National Cybersecurity Awareness Month. 4. CALL TO THE PUBLIC Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City Council as a whole. At the conclusion of the Call to the Public, individual City Council Members may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up on the matter, and/or (3) direct that the matter be put on a future agenda. There were no public comments. 5. CONSENT AGENDA All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted on separately. 1. Consideration and action to approve the minutes of the Regular Council meeting held Tuesday, October 4, 2022. (City Clerk) 2. Consideration and action to approve the destruction of municipal documents that have reached the end of their retention period as authorized under A.R.S. § 41 -15I.19. (City Clerk) 3. Consideration and action to approve an Automatic Aid Agreement between Luke Air Force Base and the City of El Mirage for provision of mutual aid fire protection services in times of emergency. (Fire) 4. Consideration and action to enter into an agreement between American Medical Response (AMR) and the City of El Mirage for Emergency Medical Transport Services. (Fire) 5. Consideration and action to authorize the Finance Department to transfer $106,000 from Contingency to the Fire Department to cover the cost of excess contributions made by Fire PSPRS members. (Administration/Finance) Vice Mayor Dorcey moved to approve Consent Agenda items 1-5 as presented; seconded by Councilmember Shapera. Vote: 6 - 0 Passed - Unanimously 6. REGULAR AGENDA 1. Consideration and action to fill the vacant Council position created by the resignation of former Councilmember Michael Hutchinson pursuant to A.R.S. § 9-235.A. Vacancies in Council. (Clerk) Vice Mayor Dorcey moved to appoint Bob Jones to fill the vacant Council position created by the resignation of former Councilmember Michael Hutchinson, seconded by Councilmember Shapera. Vote: 6 - 0 Passed - Unanimously 7. CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS The City Council may not act upon any matter in the City Manager's summary but may have general comment or questions. City Manager Dyches thanked Mr. Rostowsky for standing in for Information Technology Director Tom Bacome and congratulated Bob Jones on being appointed to fill the vacant Council seat. 8. MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS The Mayor and City Council may not discuss or act upon any matter in the summary unless the specific matter is properly noticed for legal action. Councilmember Delgado stated he had received a letter from the Maricopa County Library District and the statistics for the new El Mirage Library are well beyond expectations. Councilmember Norton stated there will be a webinar on domestic violence at 6:30 pm, on Wednesday, October 19, 2022 that will be an eye-opening experience with information and resources available to everyone. Councilmember Shapera stated the Police Department and the Fire Department are doing an excellent job with public interactions. Mayor Hermosillo reminded everyone of the Fall Harvest 2 Regular Meeting - Council Minutes October 18, 2022 Event taking place at Gentry Park on October 28, 2022, and she wished Councilmember Norton a belated happy birthday. 8.
