Engineering & Design Phase Services
Dear Mr. Christo:
Rick Engineering Company (RICK) is pleased to submit this proposal to provide professional engineering
services to design and develop construction plans, specifications, and a construction cost estimate for
the proposed widening of Dysart Road from Cactus Road to the north along the APS electric substation.
Thank you for this opportunity to work with you, and to deliver a successful project for the City of El Mirage. We
are confident you will be pleased with the quality of our work documents, as well as with the timeliness and
responsiveness of our professional services.

PROJECT PARAMETERS
The project scope includes the following elements:
o Widening of the west side of Dysart Road north of Cactus Road in front of the APS substation.
o No southbound right turn lane at Cactus Road.
o Existing single left turn lanes will be maintained on Cactus Road in each direction.
o Extend the existing bike lane on the west side from Laurel Lane north to the north side of the APS substation.
o New pavement markings on the west half of Dysart Road including the southbound left turn lane and extending
the bike lane between Laurel Lane north to the driveway on the west north of Cactus Road located
approximately 800 feet north of Cactus Road including an interim striping plan in the event the median project
to the north is built after this project.
o Develop the design to inform the Dysart Road project to the north regarding the southerly terminus for the
proposed median so the southbound left lane adheres to City requirements (160’ storage, 100’ taper, 14’ wide)
– the City will coordinate with the developer.
o Maintain the existing curb alignment from the north for the new curb adjacent to the substation.
o Installation of a sidewalk between the widened roadway and electric substation property fence connecting to
the existing sidewalk to the north and to the existing sidewalk to the west on the north side of Cactus Road.
o The sidewalk installation is to include sidewalk curb ramps at the northwest corner of Dysart Rd and Cactus Rd.
o No lighting or landscaping with the exception of decomposed granite on disturbed surfaces.
o Installation of pedestrian push buttons for the crosswalk on the north leg of the intersection at both the
northwest and northeast corners plus new striping for the crosswalk.
o Relocation of vehicle signal heads may be required based on the final alignment of the southbound lanes.
o The roadway widening design shall follow the City of El Mirage design standards and will utilize MAG Standard
Specifications and Details, 2022 Edition.
SCOPE OF SERVICES
1. Survey Services
a. Survey Control. Horizontal coordinates shall be Arizona State Plane adjusted to ground and the vertical
datum shall be NAVD 88 (unless otherwise directed).
b. Topographic survey of all physical features for the street right of way extended 50 feet beyond the ends
of the project in each direction.
i. Physical features including, but not limited to, street pavements, sidewalks, structures, fences, walls,
surface utilities, trees, and shrubs within or abutting the right of way limits.
c. Cross sections of the street widening area at 50-foot intervals to the street right of way line.
i. Survey base mapping will show elevations contours at 1’ intervals and spot elevations on key facilities.

d. The topographic survey will include location of the existing manholes, water meters, water valves,
hydrants or flushing valves, and utility fixtures and facilities within the survey limits.
e. Survey base mapping to show the existing underground utility lines according to the agency maps of
record.
2. Preliminary Design and Preliminary Plans – 60% Stage
a. Draft base plan sheets developed from the topographic survey information and utility mapping received.
b. Prepare plan sheet(s) at a scale of 1”=20’; or if more detail is needed, a scale of 1”=10’ may be used for
details.
c. Request AZ811 utility mapping and show existing utilities on plans.
i. Submit preliminary plans to utility companies for conflict review and address any conflict identified.
d. Utilize MAG Standard Details and Specifications with City of El Mirage Supplements.
e. Prepare a grading and drainage plan including sidewalk curb ramps at the northwest corner of the
intersection.
f.
Evaluate drainage impacts of 10-year storm on the roadway and prepare and submit a drainage memo.
i. Project drains to Cactus Road and then to an existing basin to the west in Surprise.
ii. Memo is to verify 10-year flow event can be held within the curbs with a 12' dry lane and the 100-
year flow can be held within the street right of way.
g. Review the pedestrian crossing elements for the existing traffic signals including modifications of
pedestrian push buttons, relocation of pedestrian signal heads, and potentially relocation of the
southbound vehicle signal heads as needed per the MUTCD.
h. Prepare typical cross-sections, pavement sections, and profile views.
i.
Prepare a re-striping plan for the crosswalks and restriping of the west side of Dysart Road as needed from
Laurel Lane on the south to the driveway on the west side located north of the APS substation, including
extending the bike lane through the area and an interim striping plan in the event the median project to
the north is built after this project.
j.
Prepare construction quantities and cost estimate.
k. Submit the preliminary plans to the City for review and address any comments on the plans.
l.
Submit the preliminary plans to the City of Surprise for review and address any comments received.
m. Coordinate the plan development with APS with respect to their abutting substation and driveway access.
3. Pre-final Design and Plan Set – 90% and 100% Stage
a. Refine and update the preliminary design and plans to develop a pre-final construction drawing set.
b. Provide for sidewalk and driveway access that is ADA/PROWAG compliant.
c. Identify any utility fixture adjustments (manhole frames/covers, water valve boxes, utility boxes, etc.) in
need of adjustment to finished grade.

d. Prepare and provide construction details and notes as needed to clearly convey the intent of the design.
e. Update construction quantities and cost estimate.
f.
Submit the pre-final plans to the utility companies for a final conflict review and address any comments
or conflict issues received.
g. Prepare and submit Technical Specification sections to supplement the MAG Standard Specifications and
Details and ADOT Standard Specifications for signing and pavement markings, for review and comment.
h. Submit the pre-final plans to the City for review and address any comments on the plans.
i.
Submit the final plans to the City of Surprise for permitting purposes.
j.
Submit the final plans to APS for their information and files.
k. Final project document set will include plans, technical specifications, and itemized construction
quantities and cost estimate.
l.
Provide electronic files for all final design project documents to the City in PDF and original file formats
(e.g., Word, CAD files, etc.).
Notes:
-
No geotechnical investigation and report will be conducted for the design of this project.

No landscape architecture or landscaping plans are included in this scope of services.
PROFESSIONAL SERVICES FEES
Rick Engineering Company will provide the above-described survey, engineering, and design phase services for a
total lump sum fee of Twenty Thousand Nine Hundred Dollars ($20,900.00) including project-related direct
reimbursable expenses (mileage, per diem, printing, plotting, mailing, etc.).
The breakdown of this lump sum fee is set forth in the fee proposal worksheet found on the next page.
Invoices for services rendered are sent to the City on a monthly basis. The invoice amount will be based on the
estimated percent complete for the work involved with the project.

SCHEDULE
The surveying, engineering, and design phase services for this project can commence upon receipt of the
City’s Task/Purchase Order for this project. Completion of the project is anticipated to be finalized within
a 120-calendar day period. The project schedule can be adjusted as required and mutually agreed upon.
CONTRACT TERMS AND CONDITION
We understand this proposal, and the scope of services and fees set forth herein, will be incorporated
by reference or directly into a City of El Mirage Task Order / Purchase Order under terms and conditions
of the standard form of professional services agreement for our On-Call Contract with the City. Please
provide the Task/Purchase Order at your earliest convenience to serve as our Notice to Proceed and to
initiate the project.
