RESOLUTION R22-11-23 
 
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF EL 
MIRAGE, ARIZONA, APPROVING A MAJOR GENERAL PLAN AMENDMENT 
FOR A PORTION OF THE EL MIRAGE 2020 GENERAL PLAN TO BE KNOWN 
AS AGUA FRIA COMMERCE PARK LOCATED 0.2 MILES EAST OF THE 
SOUTHEAST CORNER OF MAIN STREET AND CACTUS ROAD TO CHANGE A 
PORTION 
OF 
THE 
GENERAL 
PLAN 
FROM 
AGUA 
FRIA 
TO 
COMMERCE/INDUSTRY PART.  
 
 
WHEREAS, the City of El Mirage City Council adopted the El Mirage 2020 General plan on May 
19, 2020; and 
 
 
WHEREAS, the majority of the voters approved the El Mirage 2020 General Plan on November 3, 
2020; and 
 
WHEREAS, 120 El Mirage Partners and Associates submitted a Major General Plan Amendment 
on April 7, 2022, requesting the designation of a planning area be changed from Agua Fria to 
Commerce/Industry Park; and 
 
WHEREAS, in accordance with A.R.S. §9.461.06 notices were sent, and hearings held, and the 
amendment complies with the requirements of the Major General Plan amendment process; and 
WHEREAS, the City of El Mirage Planning Commission conducted public hearings on August 
18, 2022, and September 13, 2022, recommending the plan be approved; and 
 
WHEREAS, the proposed amendment will enhance public health, safety, and welfare;  
 
NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of El Mirage, 
Arizona that: 
 
Section 1.   
The proposed Major General Plan amendment be adopted as reflected in Exhibit A 
attached hereto and incorporated as part of this Resolution. 
 
PASSED AND ADOPTED by the Mayor and City Council of the City of El Mirage, Arizona, this
