REGULAR MEETING OF THE RECREATION SUBCOMMITTEE OF THE CITY OF EL MIRAGE EL MIRAGE CITY COUNCIL CHAMBERS 10000 N. EL MIRAGE ROAD 2:00 PM -TUESDAY, AUGUST 23, 2022 Minutes Present: Mayor Alexis Hermosillo; Vice Mayor Monica Dorcey; Councilmember Anita Norton 2. CALL TO ORDER - MEETING CALLED TO ORDER AT 2:08 PM 3. PRESENTATION 1. Review of a draft operating agreement between the City of El Mirage and the Northwest Valley Family YMCA. Public Works Director Nick Russo provided background on the previous agreement with Northwest Valley Family YMCA and detailed the changes with the new agreement to include a participation model, program discounts and only one addendum. The YMCA is still reviewing the agreement and today's meeting is to provide feedback from Committee members regarding the updated agreement. Councilmember Norton stated she was initially concerned with the twenty-year term of the agreement but then saw it can be terminated at any time with one years' notice. Mr. Russo explained the programming is created to be comparable to neighboring communities to ensure equal offerings and fees. Mr. Russo also explained the fees are negotiable at this time as he is waiting on responses from the YMCA. Mr. Russo detailed how the fees are determined using percentages which include significant increases in City subsidies. Councilmember Norton stated she has spoken with residents who feel there are not enough affordable recreation activities and the new subsidies should help those with financial difficulties. Deputy City Manager Robert Nilles stated the new model should increase membership numbers and that residents will receive discounts whether they are members or not. Councilmember Norton asked if a $5.00 annual vehicle lease is common among other cities and Mr. Nilles stated that is a legacy item from the previous agreement to ensure reliable transportation for YMCA participants. Mayor Hermosillo stated she is in favor of the new agreement and Vice Mayor Dorcey agreed that this is beneficial for everyone. Councilmember Norton asked if the facility is prepared for an increase in membership and Mr. Nilles responded they are and that the City will change its approach in advertising for the YMCA and include them in public notifications that are sent out. Vice Mayor Dorcey stated the YMCA is often compared to fitness centers, but it should be noted that more programs are offered at the YMCA. Councilmember Norton asked if all programs would be subsidized and Mr. Russo stated the City will negotiate with the YMCA on what will be subsidized and what will not be. Councilmember Norton asked if a detailed list of programs available would be advertised and Vice Mayor Dorcey stated an exhaustive list would show flexibility in offerings to residents. Mr. Russo stated a program brochure would show an extensive list of programs available. Mr. Nilles stated he would move forward with the agreement discussions with the YMCA. 4.
