PROPOSED CODE REVISION
Below are the proposed changes to § 72.02, § 72.05, § 72.09, § 72.10, § 72.11, § 72.12
and § 72.98 of the City Code.
§ 72.02 BLOCKING TRAFFIC.
(A) No person shall stop, stand, or park any motor vehicle, or other vehicle, upon a
street in the city in such manner or under such conditions as to leave available less than
20 feet of the width of the roadway for the free movement of vehicular traffic, except that
a person may stop temporarily, in the actual loading or unloading of passengers, or
when necessary, in the observance if traffic signs or signals of a police officer.
(B) No person shall park a motor vehicle, or other vehicle, within an alley or entrance
to a private driveway except for the loading or unloading of materials, and not then
unless the loading or unloading can be accomplished without blocking the alley to the
free movement of vehicular traffic.

§ 72.05 PARKING VEHICLES ON SIDEWALKS.
No person shall park any vehicle, whether in usable condition or not, nor shall an
owner permit his or her vehicle go be parked upon any sidewalk in the city.
No person shall park any part of a vehicle or an attachment to the vehicle, including
a hitch or trailer, that blocks an area of a sidewalk and impedes continuous pedestrian
use of the sidewalk in a manner that is not consistent with the Americans with
disabilities act as defined in Arizona Revised Statutes section 41-1492. This restriction
does not apply if the vehicle is temporarily parked for the purposes of loading or
unloading the vehicle.

§ 72.09 PARKING REQUIREMENTS.
Off-street parking spaces shall be provided according to the following provisions and
standards.
(A) Off-street parking facilities for residential uses shall be utilized solely for the
parking of licensed and operable vehicles passenger automobiles, recreational vehicles,
or boats owned by the occupants of the residence or the parking of vehicles passenger
automobiles by guest of the occupants. Under no circumstances shall required parking
facilities for a residential structure be used for storage of commercial vehicles or
equipment or for the parking of vehicles belonging to the employees, owners, tenants, or
customers of business or manufacturing establishments except as provided in § 72.11.
(B) Excess vehicle and visitor parking may be located in no more than 50% 35% of
the front yard, containing the driveway or 75% except on lots less than 7,000 square feet.
in which case the excess vehicle and visitor parking may be located up to 50% of the front
yard. The area allowed for excess parking must be one contiguous space which shall
include the permitted driveway, and the percentage is determined by the number of feet
of the parcel’s frontage.

§ 72.10 TRUCKS AND TRAILERS ON IN RESIDENTIAL STREETS AREAS
(A) For the purpose of this section, the following definition shall apply unless the
context clearly indicates or requires a different meaning.
STREET. The entire width between the boundary lines of every way, including the
improved and unimproved shoulder or berm thereto.
(B) No person shall stand or park a vehicle with a gross vehicle weight rating in
excess of 25,000 20,000 pounds, or a semi-tractor, semi-trailer, trailer, recreational
vehicle, or bus on a street in a residential zone area, or adjoining a residential zone
area, except during the process of loading or unloading the vehicle.

§ 72.11 PARKING IN RESIDENTIAL AREAS; DRIVEWAYS OR PRIVATE
PROPERTY.
(A) No person shall stand or park a vehicle with a gross vehicle weight rating in
excess of 25,000 20,000 pounds, or a semi-tractor, semi-trailer, trailer, recreational
vehicle, or bus on any real property within a residential zoning district area within the
city, except during the process of loading or unloading the vehicle, or unless parked or
placed in a rear yard or screened area not visible from the public street or roadway.
(B) No person shall park, or permit to be parked, any motor vehicle, trailer, boat, or
camper (hereafter “vehicle”) for the purpose of sale upon any lot or area within the city.
This section should not apply to:
(1) The display of one vehicle for sale when the vehicle is owned by the resident
of the property and is not being sold in connection with a vehicle sales
business: or
(2) Property which has a zoning classification which permits the sale of vehicles
and the sale of vehicles is by the property owner, his or her lessee, or
tenants.

§ 72.12 NO OVERNIGHT PARKING
The overnight parking of a semi-tractor, semi-trailer, or recreational vehicle in any
residential area of the City is prohibited, except for those areas where such activity is
normal related to licensed establishments and conforms to Chapter 154.

§ 72.98 DEFINITIONS.
RESIDENTIAL AREA. Any area of the city which is primarily comprised of
residential structures.
