Considerations: 
The applicant is requesting the approval of a site plan for an outdoor storage use 
for a car wholesale operation on 56.7-aces of land located at the northwest corner 
of Olive Avenue and Dysart Road.  The applicant will construct a reconditioning 
and wholesale auction facility with a service building, auction buildings, a private 
car wash, private fuel tank/dispenser, vehicle staging area, parking lots, driveways 
and associated landscaped areas in one single phase. The estimated number of 
employees for operations would be approximately 5 employees for logistics, 200 
employees for reconditioning, and 46 employees for auctions. 
 
General Plan 
Compliance:  
The El Mirage 2020 General Plan identifies this site as being in the 
Commerce/Industry Park Planning Area and is in-compliance with the plan.  
 
Zoning & Land Use 
Per zoning code 154.052.A. Permitted Uses By Zone the proposed outdoor storage 
use is permitted in a PAD zoning district, but requires a recommendation from the 
Planning Commission and final action from the City Council. The accessory uses 
of a fuel tank, reconditioning and auction building will require a conditional use 
permit.  
 
ARS 28-8481 Land Use 
Compatibility 
The site is located within the Luke AFB 1988 JLUS 65 DNL, “high noise and 
accident potential zone” as defined by A.R.S. § 28-8461 and inside the “territory 
in the vicinity of a military airport” also defined by A.R.S. § 28-8461 and is subject 
to land use compatibility with the State Statute. See attached review comment letter 
from Luke AFB.  
City Staff Review 
Staff has reviewed the application and finds it to be in compliance with the zoning 
codes.  
 
Stipulations: 
The applicant shall address the TAC Review comments mentioned in the January 
13, 2023, memorandum with the submittal of the construction documents for 
permitting review.  
 
Planning Commission 
Reviewed and recommended approval of the site plan approval to the City Council 
with a 3-0 vote at the January 24th Public Meeting.   
 
City Council  
A final action from City Council is required for the site plan to be approved and 
for the applicant to proceed with the submittal of construction documents for 
permitting review.
