EXECUTIVE SESSION
 
1.
Consideration and action to adjourn to an Executive Session pursuant to A.R.S. § 38-431.03.A.7. for
discussions or consultations with designated representatives of the public body in order to consider
its position and instruct its representatives regarding negotiations for the purchase, sale or lease of
real property.  (Administration)
  
 
 
Vice Mayor Shapera moved to adjourn to an Executive Session pursuant to A.R.S. § 38-431.03.A.7,
seconded by Councilmember Winston. 
 
Vote: 7 - 0 Passed - Unanimously
 
5.
WORK SESSION RESUMPTION - WORK SESSION RECONVENED AT 12:35 PM
 
1.
Bond project Work Session to review and discuss potential 2023 bond-funded projects.

City Engineer Jorge Gastelum presented information regarding the proposed changes to Gentry
Park.  A discussion was held regarding the current issues at the park and the proposed changes.  It
was agreed by all to limit the total spent on this project to $4 million.  Mr. Gastelum then provided
background information on the remaining projects proposed for the bond.  
Fiscal Administrator Macy Walker introduced William Davis and Erika Coombs from Piper Sandler
& Company.  Mr. Davis and Ms. Coombs explained the bond election process and the debt
summary for El Mirage.  They both also explained the different options available for various bond
dollar amounts.  Deputy City Manager Robert Nilles verified that Council agreed to have the bond
election as one question to encompass all proposed projects and outlined the costs related to the
different options.
