Friday, September 20, 2019, by 10:00 A.M. local time 17563793v1 Solicitation No, 20SQ003 REQUEST FOR STATEMENTS OF QUALIFICATIONS JOB ORDER CONTRACT FOR Citywide Electrical Job Order Contract (Civil) SECTION | - PROJECT DESCRIPTION The City of Scottsdale is seeking to contract with up to three (3) professionally qualified Job Order Contract (JOC) contractors to provide Citywide Electrical Job Order Contracting on an as- needed basis at various project locations throughout the City of Scottsdale (City). The initial term of the JOC will be for two (2) years and have a maximum contract term amount of $5,000,000 and an individual Job Order maximum amount of $1,000,000. This JOC may be renewed for up to three (3) additional one-year terms each with a maximum contract term amount of $2,500,000. Renewal of the contract will be based on the successful performance by the JOC contractor and the needs of the City. The contract maximum may be increased at the time the option is exercised, or at another time deemed prudent by the mutual agreement of both parties, subject to the City’s contract modification procedures. At the City’s direction a Price Book of common scope line items may be required and utilized. T - SCOP’ OR At the beginning of each Job Order, a scope of work conference may be scheduled to define design and construction services required of the contractor. It is the responsibility of the JOC contractor to provide cost estimating and project scheduling for design, construction and/or maintenance for specific project scopes. Citywide Electrical Job Order Contracting work may include, but is not limited to: ding Electrical Ball Field Lighting Landscape Lighting Water/Wastewater Control Systems Traffic Signals ITS/Fiber Optic Standby Generator Installation PV Solar Installation SES Installs & Upgrades R.V. Pedestals APS/SRP Overhead Powerline Undergrounding SCADA Page 2 of 11 Job Order Contract for Citywide Electrical JOC (Civil) Solicitation No. 20SQ003 Solicitation No, 20SQ003 e Pump VFD Installations e Low Volt / Data / Security / Fire Alarm e Electrical CAD As-built Drawings Some level of design services may be required for some JOCs; however most will be designed either by City staff or through consultants under separate contract with the City. For those Job Orders that may require design services, the contractor shall seek the services of a professional engineer, registered in the state of Arizona, to prepare construction documents and obtain appropriate City and other regulatory agency permits. It is the responsibility of the JOC contractor to provide cost estimating, project scheduling for design, construction and/or maintenance for specific project scopes. The Contractor will also be responsible for: e Knowledge of and compliance with current City of Scottsdale adopted codes e All other work as it relates to this JOC, and e All work incidental to this JOC The City of Scottsdale and/or Engineering consultants under contract with the City will provide construction administration, inspection, soils and material testing. The intent of this scope of work outline is to provide the framework of the anticipated work and should not be construed as being final and comprehensive. A complete and detailed scope of work will be developed as part of the contract negotiations with the selected company/team. Evaluation of the submittals will be based on the following: A. General Information Max. 100 points B. Company’s Capabilities and Relevant Experience Max. 350 Points C. Experience of Key Personnel Max. 250 Points D. Approach to Performing Services Max. 200 Points E. Overall Evaluation of the Company/Team and Max. 100 Points its perceived ability to provide the required services as determined by the selection panel. (No submittal response is required.) A. General Information 1. Provide a general description of the company and/or team that is proposing to provide JOC services. Explain the legal organization of the proposed company or team.
