DEVELOPMENT APPLICATION STAFF REPORT Case Number: PZ23-02-03 Request: Master Sign Program Conditional Use Permit Project Name: LogistiCenter @ Copperwing Master Sign Program Applicant/Owner: DMPL Copperwing, LLC Project Address: Varies Acreage: 961 ac. Considerations The applicant is requesting the approval of an amendment to an approved Master Sign Program Conditional Use Permit (zoning case: PZ22-06-20) for the addition of two semi-trailers to be use as advertisement structures to hang banners to advertise the LogistiCenter at Copperwing development located south of Peoria Avenue, west of El Mirage Road, north of Northern Parkway and east of the western city limits. A Master Sign Program provides a mechanism by which the sign regulations established in this Section can be modified to ensure that signs for a uniquely planned or designed development or area are most appropriate for that particular development or area. The applicant is proposing to temporary install two semi-trailers for advertising at the southwest corner of El Mirage Road and Olive Avenue, and along the Northern Parkway frontage road. General Plan Compliance The El Mirage 2020 General Plan identifies this site as being in the Commerce/Industry Park Planning Area and is in-compliance with the plan. Zoning & Land Use The site is located in the Planned Area Development zoning area with the proposed master sign program requiring a recommendation from the Planning and Zoning Commission and final action from Council. ARS 28-8481 Land Use Compatibility Not Applicable City Staff Review Staff has reviewed the application and finds it to be in compliance with the zoning code requirements. Stipulations The applicant shall consent to and address the TAC Review comments mentioned in the March 16, 2023, memorandum with the submittal of the construction documents for permitting review. Planning & Zoning Commission Recommended approval with a 3-0 vote at the March 28th, 2023, meeting. (Commissioner Amarillas was excused) City Council A final action from City Council is required for the Conditional Use Permit to be granted and for the applicant to proceed with the request obtained.
