ROLL CALL
Present: Mayor Alexis Hermosillo; Vice Mayor David Shapera; Councilmember Roy Delgado (via
telephone); Councilmember Monica Dorcey; Councilmember Bob Jones; Councilmember Anita
Norton; Councilmember Donna Winston

CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this
time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City
Council as a whole. At the conclusion of the Call to the Public, individual City Council Members
may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up
on the matter, and/or (3) direct that the matter be put on a future agenda.
No public comment cards received.

CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired
regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted
on separately.
 
1.
Consideration and action to approve the minutes of the Work Session held on March 6, 2023, and
the Regular Council meeting held Tuesday, March 7, 2023. (City Clerk)
  
 
2.
Consideration and action to approve the destruction of municipal documents that have reached the
end of their retention period as authorized under A.R.S. § 41 -15I.19. (City Clerk)
  
 
3.
Consideration and action to approve the destruction of municipal documents that have reached the
end of their retention period as authorized under A.R.S. §41-151.19. (Fire)

4.
Consideration and action to enter into an Agreement with Attorney James Palestini to provide legal
counsel to indigent defendants (as required by Arizona Rules of Criminal Procedure) for the El
Mirage City Court at an annual cost not to exceed $12,000. (City Court)
  
 
5.
Consideration and action to request and accept funds, if awarded for FY2024 Court Security
Improvements Grant from the Administrative Office of the Courts for an approximate amount of
$70,000 to enhance and increase security measures in the Court and authorize Finance to make
necessary budget transfers. (Grants Coordinator/City Court)
  
 
6.
Consideration and action to request and accept funds, if awarded, for a Department of Energy
(DOE) Energy Efficiency & Conservation Block Grant Program voucher in an approximate amount
of $76,130 for developing electric vehicle infrastructure or installing renewable energy on
government buildings, and authorize Finance to make necessary budget transfers. (Community
Services)
  
 
7.
Consideration and action to request and accept funds, if awarded, for an FY2022 Department of
Homeland Security (DHS) Fire Prevention and Safety Grant in an approximate amount of $30,000
for the El Mirage Fire Department to seek training opportunities; develop and implement a fire
safety education program; and install smoke detectors, and authorize Finance to make necessary
budget transfers. (Grants/Fire)
  
 
8.
Consideration and action to approve a contract with Woodruff Construction to provide remodel
services to the City Facility at 14406 N. Alto Street in an amount not to exceed $124,387.59 and
authorize the Finance Department to make any necessary transfers.  (Public Works)
  
 
9.
Consideration and action to approve the purchase of a transport van from Peoria Ford for an amount
not to exceed $86,041.79 and authorize the finance department to make any necessary transfers.
(Public Works)
  
 
 
Vice Mayor Shapera moved to approve Consent Agenda items 1-9; seconded by Councilmember
Dorcey. 
 
Vote: 7 - 0 Passed - Unanimously

REGULAR AGENDA

6.
CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS 
The City Council may not act upon any matter in the City Manager's summary but may have
general comment or questions.
City Manager Dyches had no comments.
 
7.
MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS 
The Mayor and City Council may not discuss or act upon any matter in the summary unless the
specific matter is properly noticed for legal action.
Councilmember Jones stated the code update notification he received in the mail was outstanding,

and he wanted staff to know what a great job they did with it.  Councilmember Winston stated she
and Councilmember Delgado attended the Police Recruit Graduation ceremony, and it was a
wonderful event.  Councilmember Winston also stated she would like to acknowledge Officer
Wheat for her professionalism and compassion while responding to a call as well as the Fire
Department personnel who also responded.
