The pavement management program is a 30-year plan to preserve and extend the life of city streets through a variety of maintenance practices. These include seal
coating, mill and overlay, and reconstruction projects.
The 2021 National Community Survey found that 67% of El Mirage residents rank the quality of city pavement highly, 76% consider it easy to travel by car in the city, and
67% feel it is important to focus on the overall quality of the transportation system in the next 2 years.

muntelpal corporation, (hereinafter refarred to as *City’).
Whereas, City Issued Request for Proposal (herelnafter "RFP) No. PW18 - JOG01 seeking proposals from
contractors to provide Job Order Contracting for asphalt, concrete, and grading projects on property owned aniifor
controlled by City; and,

Whereas, Contractor submitted a response to City RFP No, PW19 - JOCO! offering ta provide Job Order
Contracting for asphalt, conorate, and grading projects from identified property owned and/or controlled by oily
(hereinafter “Proposal’); and, :
Whereas, City has determined that Contractor's Proposal Is In conformance with the requirements of RRP
No, PWi9- JOCO1 and best meets the needs of the City. . :
NOW, THEREFORE, Contractor and City hereby agree as follows: ;
1. Contractor agrees, al its own cost and expense, to do all the work and furnish all the equipment, parsennel
materials necessary to provide, in a gaod and substantial manner and to tha satisfaction of the City, the following
work, Job Order Contracting for asphalt, concrete, and grading projects, In accordance with the City of El
RFP No. PWi9 ~ JOC04 and Contractors Proposal In response to RFP No. PW19 - JOCO1, which are
Specially referred to and by euch reference made @ part hereof in thelr entirety, RFP No. PW19 - JOCO1 stall
consist of the following documents, which are incorporated herein by this rafarence: Notice of Request
Proposals; Inatructions and Proposal Conditions; Scope of Work and Projact Specifications; General Terms ahd
Conditions; Proposal; Bid Tab; Appendb:s; and Exhibit’s, ;
2. Cily agrees to pay Contractor, and Contractor agreas to accept, a8 full compensation for fumishing all equipment,
personnel and materials and for doing all the work contemplated and embraced In this Agreement, the amounts gat
farth in Contractos‘s Proposal in response to RFP No. PW19 - JOCO1, i
3. The City hereby promises and agrees with the Contractor to retain, and does heraby retain, Contractor to provide
the equipment, and personnel and materials and to do the work acaording to the terms and conditions herein
