RESOLUTION R23-05-09 A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF EL MIRAGE, MARICOPA COUNTY, ARIZONA, DECLARING AS A PUBLIC RECORD THAT CERTAIN DOCUMENT FILED WITH THE CITY CLERK AND ENTITLED “AN ORDINANCE OF THE MAYOR AND COUNCIL OF THE CITY OF EL MIRAGE, MARICOPA COUNTY, ARIZONA, AMENDING THE CITY OF EL MIRAGE MAYOR AND COUNCIL CODE, CHAPTER 32, § 32.080 PRIOR APPROVAL NOW, THEREFORE, be it resolved by the Mayor and Council of the City of El Mirage, Arizona, as follows: Section 1. That certain document entitled “AN ORDINANCE OF THE MAYOR AND COUNCIL OF THE CITY OF EL MIRAGE, MARICOPA COUNTY, ARIZONA, AMENDING THE CITY OF EL MIRAGE MAYOR AND COUNCIL CODE, CHAPTER 32, § 32.080 PRIOR APPROVAL” attached to this Resolution as Exhibit A, three copies of which are on file in the Office of the El Mirage City Clerk, is hereby declared to be a public record, and said copies are ordered to remain on file with the City Clerk. All ordinances, resolutions, and contract documents shall, before presentation to the Council, have been reviewed as to form by the Attorney and shall, when there are substantive matters of administration involved, be referred to the person who is charged with the administration of the matters. That person shall have an opportunity to present his or her objections, if any, prior to the passage of the ordinance, resolution, or acceptance of the contract. No contract shall be valid unless approved by the Council at a public meeting., THE COUNCIL DELEGATES AUTHORITY TO THE CITY MANAGER TO ENTER INTO CONTRACTS THAT MEET THE REQUIREMENTS OF Chapter 30, § 30.23(A).
