Present: Mayor Alexis Hermosillo; Vice Mayor David Shapera; Councilmember Roy Delgado;
Councilmember Monica Dorcey; Councilmember Bob Jones 
Absent: Councilmember Anita Norton (Excused); Councilmember Donna Winston (Excused)

CALL TO ORDER - MEETING CALLED TO ORDER AT 5:00 PM

WORK SESSION PRESENTATION
 
1.
Review of the draft Downtown Revitalization Plan.  (Development Services)
Matthew Klyszeiko, Department Manager of Michael Baker International, provided a
presentation on the draft Downtown Revitalization Plan.  Councilmember Delgado stated
there are quite a few open lots in the City and this plan is needed.  Councilmember Dorcey
stated the predominately open lots are small and she is unsure what type of business could
operate in them.  Mr. Klyszeiko stated he recognizes this challenge and the City may want to
consider off-street parking requirements for those properties in order to create flexibility to
maximize new development.  Economic Development Manager Tom Doyle stated the small lots
are currently grouped together and advertised for sale as such.  Vice Mayor Shapera stated
parking is difficult to manage in an urban area and maybe the natural growth of the city will
correct the issue.  Councilmember Delgado stated that although there is leakage to Surprise
there is also leakage from Surprise to El Mirage.  Mr. Klyszeiko stated Surprise is currently
developing their core downtown area and El Mirage should compliment Surprise and not
compete with them.  Councilmember Jones stated small business owners should be looked at
for these opportunities.  Lani Lott, Downtown Development Specialist for L.L. Consulting
stated there are many long-standing businesses in the downtown area and they have told her
their customers are coming in from Sun City and Surprise. Mr. Klyszeiko stated the visual
quality of the area is important and design guidelines can be added to the draft plan.
