ROLL CALL
Present: Mayor Alexis Hermosillo; Councilmember Roy Delgado; Vice Mayor Monica Dorcey;
Councilmember Bob Jones; Councilmember Anita Norton; Councilmember David Shapera 
Absent: Councilmember Donna Winston (Excused)

CALL TO ORDER - MEETING CALLED TO ORDER AT 6:00 PM

Introduction of New Employees
Police Chief Paul Marzocca introduced the new Police Assistant Bryce Briggs.
 
3.
CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this
time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City
Council as a whole. At the conclusion of the Call to the Public, individual City Council Members
may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow
up on the matter, and/or (3) direct that the matter be put on a future agenda.
Resident Scottie Gentry stated there was no closed captioning table available at the Bond
Information meeting held on June 14, 2023.  Ms. Gentry also asked how much interest will be paid
on the upcoming bond.
 
4.
CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion is
desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda
and voted on separately.
 
1.
Consideration and action to approve the minutes of the Regular Council meeting held Tuesday,
June 6, 2023. (City Clerk)
  
 
2.
Consideration and action to approve the destruction of municipal documents that have reached the
end of their retention period. (Police)

3.
Consideration and action to approve an annual Microsoft Office 365 subscription with SHI utilizing
Omnia Partners cooperative contract in an amount of $85,000 ($83,657.55 plus a contingency of
$1,342.45 to account for any sales tax discrepancies). (Information Technology)
  
 
4.
Consideration and action to enter into an Agreement with Roger Mancia, Jr. DBA: Interpreter
Alliance LLC to provide Interpreter Services utilizing credentialed interpreters as required by the
Administrative Office of the Courts (AOC) for the El Mirage City Court at an annual amount
approved in Court budget that is authorized by Council. (City Court)
  
 
5.
Consideration and action to approve Amendment No. 2 to the Court’s current Allied Universal
Security contract for court security services at an annual cost of $59,488 for FY 23/24. (City Court)
  
 
 
Vice Mayor Shapera moved to approve Consent Agenda items 1-5 as presented; seconded by
Councilmember Dorcey.  Councilmember Norton abstained. 
 
Vote: 5 - 0 Passed - Unanimously
 
5.
REGULAR AGENDA
 
1.
Consideration and action to approve Ordinance O23-06-10 adopting the City’s property tax levies
for Fiscal Year 2023-2024.  (Administration)
Fiscal Services Administrator Macy Walker provided a brief overview of Ordinance O23-06-10.  
Councilmember Norton asked what the levies are for this year and Ms. Walker stated $1.93
million for the secondary property tax levy and $2.82 million for the primary tax levy.  
Councilmember Norton asked what the totals were for the previous year and Ms. Walker detailed
the amounts and verified that the secondary property tax levy decreased from the previous year.
  
 
 
Vice Mayor Shapera moved to approve Ordinace O23-06-10 adopting the City's property tax levies
for Fiscal Year 2023-2024; seconded by Councilmember Dorcey. 
 
Vote: 6 - 0 Passed - Unanimously
 
6.
CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS 
The City Council may not act upon any matter in the City Manager's summary but may have
general comment or questions.
City Manager Dyches had no comments.
 
7.
MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS 
The Mayor and City Council may not discuss or act upon any matter in the summary unless the
specific matter is properly noticed for legal action.
Vice Mayor Shapera stated the Police Department Annual Award Dinner was very nice and he
appreciates how the Police Department handled the most recent event.  Councilmember Delgado
thanked the Police Department for the awards dinner and said that it was a great morale booster. 
Councilmember Dorcey stated she appreciates the efforts of the Police department and she
enjoyed the awards dinner.  Councilmember Jones stated he appreciates the Police and Fire
Departments and also enjoyed the awards dinner.  Councilmember Norton thanked the Police
Department for handling the most recent event and all other incidents they encounter.

EXECUTIVE SESSION
 
1.
Consideration and action to adjourn to an Executive Session pursuant to A.R.S. § 38-431.03.A.7. to
discuss negotiations for the purchase of real property.   (Administration) 
  
 
2.
Consideration and action to adjourn into Executive Session pursuant to A.R.S. § 38-431.03.A.1. for
the annual review of the City Manager's contract and performance evaluation.  (Administration)
  
 
 
Vice Mayor Shapera moved to adjourn into Executive Session; seconded by Councilmember
Dorcey. 
 
Vote: 6 - 0 Passed - Unanimously
 
9.
REGULAR AGENDA
 
1.
Consideration and action to amend the City Manager's employment agreement as discussed in the
Executive Session.  (Council)
  
 
 
Vice Mayor Shapera moved to amend the City Manager's employment agreement as discussed in
the Executive Session; seconded by Councilmember Dorcey. 
 
Vote: 6 - 0 Passed - Unanimously
 
10.
